On January 13, Roman Karyakin was relieved of his post as chairman of the committee for the implementation of investment projects in construction.
The press service of the regional government notes that the reason for the dismissal was the official’s own desire.
Meanwhile, just three days ago, Mr. Karyakin, together with his boss, “construction” deputy chairman Pavel Migachev, was included in the list of regional officials who did not meet the KPI indicators.
The main ones were the level of the average salary in the industry, the amount of federal funds raised under state programs, the timely commissioning of objects under national projects, the cash execution of national projects and state programs, and initiative. Both officials lost part of their salary – it was reduced.
However, Mr. Karyakin has previously become the object of not only criticism, but also reprimands. As BV wrote, in September last year, Governor Roman Busargin reprimanded him for the lack of security guards in the burnt House of Officers in Engels. The object of cultural heritage, which was going to be restored at the initiative of the speaker of the State Duma of the Russian Federation Vyacheslav Volodin, is on the balance sheet of the GKU “Department of Capital Construction” subordinate to the Karyakin Committee. After the fire, the building had to be mothballed.
The city defender Vladimir Leshukov then called the fire “stupid slovenliness, the unsuitability of the regional structure that had the GDO on its balance sheet and which, even after a huge wave of appeals, signals, kicks, calls, official letters, could not ensure the round-the-clock presence of a private security company with video surveillance at the facility” .
This thesis, however, slightly contradicts the previous one: with all the strengthening of the city defenders, working under the wing of the regional Duma and hand in hand with the former deputy chairman of the government Strokov, they could not get either the protection of the building or its conservation from the GKU.
And one could only wonder what will and authority the head of the GKU, Vladimir Shevtsov, and the head of the committee, Roman Karyakin, should have in order to resist both the unprecedentedly strengthened social activists and the whole deputy chairman in their unwillingness to keep the entrusted OKN. Nevertheless, Mr. Leshukov insisted on the dismissal of officials. However, while only Karjakin lost his seat, Mr. Shevtsov, judging by open sources, has not gone anywhere. Whether Karyakin became a participant in the criminal case related to the fire in the House of Officers is unknown.
However, Roman Karyakin was also criticized by the former governor Valery Radaev. It was noted that the region got from the Ministry of Health of the Russian Federation due to non-compliance with the deadlines for making adjustments to the dispensary project. The head of the committee on investment projects, Roman Karyakin, explained then that the project had to be hastily corrected due to the rise in construction costs and the replacement of imported materials with domestic ones.
In March of last year, Radaev criticized a subordinate for delaying the delivery of another brainchild of Mr. Volodin – a house with 200 apartments for doctors of the infectious diseases hospital in the village. Elshanka. The head of the region ordered to prepare it by the end of March 2022, however, its delivery became known only in the first days of the new year.
In March of last year, the governor gave a tough scolding to Roman Karyakin and Alexander Abrosimov, who was then Minister of Sports. He accused them of delaying the design of the completion of the Gazovik sports complex in Solnechny-2. Moreover, apparently, because of this, the announcement of tenders to find a contractor was delayed. Mr. Radaev then reprimanded Karyakin.
No less harshly, Radaev scolded the official for delaying the reconstruction of the unfortunate opera and ballet theater. In the summer of 2021, it just became clear that additional expertise and work were needed. because of what the building got up and the terms of reconstruction were violated.
Whether the reprimands from both governors were recorded in a personal file is unknown. If yes, then the second reprimand announced within a year from the announcement of the previous one (and for Karjakin about 6 months passed between reprimands) is a reason for dismissing the employee.
However, one gets the impression that Mr. Karyakin has been appointed the scapegoat for all the large-scale and not very large-scale construction projects being implemented by the government. None of them do not go around in the region without problems with design, finding a contractor, and then execution. However, it is unlikely that Karjakin alone was able to change this.
