
The Ministry of Natural Resources of the Saratov Region is insisting on the removal of structures built without authorization on woodland.
The Saratov Region’s agency responsible for natural resources is demanding that a farmer tear down 17 structures within the Engels Forestry. These constructions stand in proximity to the Space Explorers Park.
Within the framework of an arbitration proceeding, the Regional Ministry of Natural Resources and Ecology is requesting the clearing of a forest area utilized unlawfully and the dismantling of 17 buildings erected illegally. The department also insists on the “restoration of the illegally occupied plot to a state suitable for forestry.”
The location is situated in quarter c13, plot 4 of the Engels forestry within the Engels forest area, Saratov region. It wasn’t identified on the BV cadastral map; the closest alignment can be found in the same quarter c13 – plots 7 and 8.

Both instances concern the Ternovsky Municipal Region; the territory of Plot 8 borders the Space Conquerors Park. The zone accommodating the illegally constructed buildings should be situated somewhere between these locations.
BV could only locate one tourist camp in the area matching the information presented in the lawsuit. This was the “Golden Carp” fish farm located near Ternovka. While there are indeed several structures present, details concerning the proprietors are not readily available.

As a reminder, the park’s second stage of development had previously been disclosed. It will be structured into themed “zones.” Each segment will be dedicated to historical projects or prospective accomplishments of Russia in the domain of space. Landscaping will ensure the uniqueness of each “zone,” and design components will aid in combining the park’s components into a cohesive unit.
It’s plausible that the efforts of the Ministry of Natural Resources are geared toward assisting the state entity “Tourism.RF,” which intends to develop the high-end park-hotel “Gagarin Constellation” close to Ternovka. If true, the administration might be leveraging its resources to eradicate competition.

The respondent in the case is Andrey Em, the manager of a private farm. He’s been registered as an individual entrepreneur since 2020, cultivating vegetables and cereals. The Engels administration database designates his address as Uzmor’e. Public records indicate that he conducts business as a sole trader in the village of Krasnoarmeyskoye, which is also a part of the Ternovsky municipal district, but, similarly to Uzmor’e, is situated further downstream.
The Ministry of Natural Resources of the Saratov Region has been an active participant in judicial proceedings pertaining to the Engels District Administration, in which it has been involved as a third party. However, this represents the first occasion in which the agency has acted as an independent initiator of a lawsuit.
As a reminder, the district administration has previously initiated numerous suits against legal entities and individuals who, according to officials, have independently occupied the coastal zone. For instance, in April, representatives announced the necessity to demolish unauthorized structures at the Parus tourist center and the recreation center of the Saratov Power Engineering Plant.
Officials demanded that an organization affiliated with Kronverk’s founder, Alexander Schmidt, vacate the unauthorized bank of a waterway on the Sazanka River. A parallel situation is developing with the Domostroitel tourist center. In addition, the administration is displacing two boating cooperatives to create green spaces within the Patriot Park vicinity.
