Russians are experiencing problems with Telegram for the second day in a row.
A new surge in complaints occurred this morning. Users have already filed 11,000 complaints regarding the messenger's service interruptions.
For journalists at “Beware, News,” Telegram only works on their phones; the desktop version of the app hasn't opened for over an hour.
Complaints about the app's operation are coming from Russia, while it operates reliably internationally. Roskomnadzor (RKN) stated in a statement to “Beware, News” that the agency is preparing a comment.
