Birth Payouts: Russian Regions Aim to Elevate Fertility Rates
Across Russia’s regions, 2024 saw the extensive introduction of birth-related payments, linked to governmental efforts to address the diminishing population. Nevertheless, offering monetary aid for childbirth has a history predating this. In nine regions, such aid was present before 2022: Magadan, Lipetsk, Belgorod, Kaliningrad, Ulyanovsk, the Jewish Autonomous Region, Udmurtia, Kalmykia, and St. Petersburg.
The major concentration is on aiding youthful mothers, notably students and women younger than 25. However, strategies vary. For example, in Tatarstan, payouts are exclusive to rural inhabitants, while in the Perm Territory, funds are accessible to both students and the spouses of those involved in the Special Military Operation in Ukraine.
In select regions, aid is directed towards enhancing living standards. In the Yamalo-Nenets Autonomous Okrug and Tver Region, payments are tied to mortgage alleviation or residential construction funding.
