The concept originates from Professor Sergey Anureyev, a member of the Public Finance Department at the Financial University, which operates under the Russian Federation’s governance.

The professor suggests that the resulting earnings be channeled into the budgets of regional administrations to augment pensions and remunerations for state-employed individuals.

Public dissatisfaction will be minimal if the lowest charges for taxis and deliveries are raised to 700 rubles, with typical fares reaching 1000-1200 rubles.

This novel approach won’t generate public resentment, because “the citizens of Russia will view the concept favorably” given “suitable awareness initiatives via media channels and grassroots engagement.”
