Rostdorstroy missed the tender
The state regional highway should receive a contract from the regional administration for the maintenance of local roads in the Kirovohrad region for 2023 worth UAH 654 million. The Rostdorstroy company, which receives large contracts from Ukravtodor for the repair and maintenance of state roads in this region, did not receive loyal conditions for participation in the auction, despite its demands. We are talking about the purchase of maintenance services for local roads, carried out by the state enterprise of the Kirovograd Regional State Administration “Agency of Local Highways”.</p
Rostdorstroy LLC showed interest in this purchase. This is one of the all-Ukrainian favorites of Ukravtodor for the repair of roads of national importance. In 2021, the company received the most contracts from the Road Service in the Kirovograd region, including a contract for the maintenance of state roads. That is, this area is one of the anchor areas for the company, but only under the contracts of Ukravtodor, and not the regional administration.
The difference between them lies in subordination and funding. The road service is subordinate to Ukravtodor and is exclusively financed from the central state budget. And the Local Roads Agency is subordinate to the local regional administration and spends money from the local budget.
The Agency of Local Highways did not carry out its purchase with the requirements that Rostdorstroy wanted. He demanded to include in the tender documentation the requirement for participants to confirm the volume of annual income (revenue) for 2021, which should be at least 90-99% of the expected value of the subject of the purchase. This sharpening is practiced by Ukravtodor, and thanks to it, it manages to prevent smaller firms from entering large contracts, consolidating them from selected companies. Kirovohrad Regional Avtodor did not have contracts worth up to UAH 700 million in 2021 to overcome such a barrier. Consequently, the “Agency of Local Roads” refused “Rostdorstroy” to fulfill this requirement.
Also, “Rostdorstroy” demanded that the “Agency” did not require the participants to have a chief engineer, but demanded only the minimum required number of road workers. This was also refused to him.
Consequently, on December 3, only Kirovohrad oblavtodor submitted an offer for the auction. The offer was well below the expected cost of UAH 741 million. The regional highway authorities offered to complete the work for UAH 654 million, or 12% cheaper than the starting price.
A decision is expected to determine the winner of the purchase.
