Investigators of the National Police are investigating the facts of possible misappropriation of funds during the restoration of capital buildings damaged last year as a result of Russian rocket attacks. Preliminarily, we are talking about abuses in the implementation of repairs of four schools in the Obolonsky district and two apartment buildings (at Chernobylskaya St., 9-A and Solomiya Krushelnytska St., 3-A), for which about 187 million hryvnias were spent.
According to the investigation, financial resources were embezzled according to already familiar schemes, in particular, due to the overestimation of the amount of work (in some cases, by 2.5 times). So far, none of the officials of the contractor companies (there are five of them) or the customers of the work (the education department of the Obolon Regional State Administration and the Zhitloinvestbud-UKB KP) have yet received suspicion from law enforcement officers. However, this can be done after establishing the exact amount of damage. It is also likely that the list of “cut” will include other affected establishments and residential high-rise buildings, because last year the city authorities planned to spend more than 1 billion hryvnias on their repairs.
As became known KVlaw enforcement officers are investigating the facts of possible budgetary abuses by the capital’s officials in the restoration of buildings damaged in Kyiv during the full-scale invasion of the Russian Federation.
The corresponding investigation is carried out within the framework of criminal proceedings. No. 12022100000000595, which was opened by the Main Directorate of the National Police of Kyiv on August 10, 2022. Preliminary legal qualification of crimes committed by the defendants in this case – Part 1 of Art. 15, part 4 of Art. 191 of the Criminal Code of Ukraine (attempted misappropriation or embezzlement of property by abuse of official position on a large scale or in conditions of martial law or a state of emergency).
During the investigation, the police establishedthat representatives of contractors that carried out the restoration of buildings entered deliberately false information into the acts of work performed in order to misappropriate, waste and further distribute the allocated budget funds. By informationand the National Police, such crimes were committed in collusion with the customers of the work.
It should be noted that the odious ex-head of the Zhilinveststroy-UKB utility company, deputy chairman of the Kiev City State Administration (KSCA) Vyacheslav Nepop (in the collage on the right) is actually responsible for the restoration of houses affected by Russian rocket attacks in the capital. As KV wrote many times, he was accused more than once in past years in systemic corruption in the development of budget funds on construction projects, so he is no stranger to such investigations.
Conventional Approach
Investigators were interested in repair work in four educational institutions of the Obolonsky district – school No. 168 (Ozernaya St., 2), school No. 256 (Ozernaya St., 2-A), sanatorium boarding school No. 21 (Novikov-Priboy St., 11) and school number 4 (Nikolay Junkerov St., 55). The customer of these works last year was the department of education of the Obolonskaya district state administration in the city of Kyiv (RGA). The restoration of these educational institutions during 2022 was carried out by three contractors – BK Mega Style LLC, Tsentra-Bud LLC and Kiev Mechanization Department LLC (this company carried out the renovation of the last two schools. – KV) respectively. Repair work was carried out as part of the implementation of 23 contracts for a total amount of about UAH 43.2 million (the restoration of each educational institution, except for school No. 4, was implemented through several agreements in different areas of work. — KV).
As found out investigatorand, when carrying out repairs in the first three schools, the contractors included in the acts of work performed information on the acquisition of low-quality metal-plastic structures with lower heat transfer coefficients, which does not correspond to the technical task and the current State building codes. At the same time, contractors bought these structures from the manufacturer (Metall-Plast Production Company LLC) at lower prices than those indicated in the certificates of completion.
Concerning school No. 4 law enforcement officers establishedthat in fact the actual need for its repair was significantly less than the volumes that were indicated in the terms of reference for restoration. For example, in this educational institution, it was not necessary to change all the windows, but only a part, because some of them were intact and undamaged. Investigators tentatively came to the conclusion that in this case we are talking about an overestimation of the volume of repairs by more than 2.5 times.
Also, as part of this production, law enforcement officers drew attention for possible violations in the implementation of restoration work of apartment buildings on the street. Solomiya Krushelnitskaya, 3-A in the Darnytskyi district (the building was damaged on March 17, 2022 from debris from a downed rocket. – KV) and st. Chernobylskaya, 9-A in the Svyatoshinsky district (this high-rise building was damaged under similar circumstances on March 15 last year. – KV).
Restoration of these buildings during 2022 by order of KP “Zhilinveststroy-UKS” was carried out by two contractors – BK Askon LLC and Komandor Company LLC, respectively. The work was carried out under agreements for a total of UAH 144 million (UAH 80 million for the first house and UAH 64 million for the second). As established by the National Police, as a result of these repairs, inaccurate information was entered into the acts of work performed, and “extra” budget funds were appropriated.
It should be noted that, in contrast to the contracts for the repair of schools, there is no information in open sources about how many contract transactions were concluded for the restoration of these residential buildings. The point is that, by information management of KP “Zhilinveststroy-UKB”, these works were carried out without the use of an open tender procedure, and contractors were selected “on the principle of offering a lower price and availability of experience.”

Another October 3, 2022 as part of the investigation was appointed judicial construction and technical expertise, within the framework of which the real volumes of repair work in the mentioned schools of the Obolonsky district should be established. Later, on December 26, 2022, the same examination was appointed for the restoration work in the house on the street. Chernobylskaya, 9-A (information about the examination of work in a high-rise building on Solomiya Krushelnitskaya Street, 3-A is not in the state register of court decisions. – KV). The conduct of these examinations, in particular, will make it possible in the future to find out the exact amount of damage caused to the budget as a result of the aforementioned abuses. It is probably because of the lack of such data that law enforcement officers still classify these crimes as “attempted appropriation.”
The investigation of this production is carried out more or less actively. For example, on February 2 this year, law enforcement officers received permission from the Goloseevsky District Court of Kyiv to inspect the house on the street. Chernobyl, which is necessary in the framework of the above-mentioned expertise. At the same time, one should not exclude the fact that the National Police will pay attention to the restoration of other buildings in the capital. Indeed, in general, according to the investigation, more than 1 billion hryvnias were provided for such work in 2022: the city received 511.5 million hryvnias from the state as a subvention, another 600 million hryvnias were allocated from the reserve fund of the budget of Kiev. And there was where to spend these funds: data Mayor of Kyiv Vitali Klitschko, as of December 2022, about seven hundred houses and infrastructure facilities were damaged in the capital as a result of rocket attacks.
Restoration of Kyiv. Contractors and customers
According to the database of public procurement analytics Clarity-Project, all five companies involved in this criminal proceeding are actively cooperating with various state and municipal structures of Ukraine.
The real leader among them is BK Mega Style LLC. On account of this company – more 1.8 thousand contractor agreements (hereinafter – for the period from the start of the Prozorro system. – KV) for a total amount of more than 1.4 billion hryvnias. Among the main “clients” of this LLC are the Department of Housing and Communal Services of the Desnyansk Regional State Administration (318 contracts for the amount of 338.9 million hryvnias), the Construction Department of the Dnipro Regional State Administration (191 contracts for the amount of 237.7 million hryvnias) and all the same Department of Education of the Obolonska Regional State Administration ( 258 contracts worth UAH 176.3 million).
At the same time, LLCKiev Department of Mechanization» has more than one and a half hundred contract agreements in its assets for a total amount of more than UAH 373 million, LLC BC “Ascon” was a contractor under 33 contracts worth more than UAH 123 million, and LLC Center-Bud during its existence, it has concluded 146 contracts with various “budgetary structures” for a total amount of just over 95 million hryvnias.
LTD has the least experience in the implementation of infrastructure projects.Komandor Company”- it only once became the winner of the tender for a total of 125.2 million hryvnias. It is noteworthy that these auctions were held by the aforementioned KP Zhilinveststroy-UKB, as part of the implementation of the relevant contract, Komandor Company LLC carried out the reconstruction of a non-residential building in per. Field, 7 in the Solomensky district of Kyiv.
Recall that in October 2019, the capital’s prosecutor’s office opened criminal proceedings on the facts of possible embezzlement of budget funds during the reconstruction of the Kiev zoo (Prospekt Pobedy, 32), which was carried out by several companies at the order of KP Zhilinveststroy-UKB. As part of the investigation, law enforcement officers, in particular, found that one of the contractors for these works (Lyunet LLC) could appropriate about UAH 10 million during the implementation of this project, and one of the zoo reconstruction subcontractors (Podolzhilstroy LLC) transferred the received budget funds ” suspicious companies.
We also recall that the deputies of the Kyiv City Council, various experts and social activists regularly criticize the officials of the Kyiv City State Administration (KSCA) for their work during martial law. In particular, officials “got nuts” for absence comprehensive solutions for the arrangement of shelters for civil protection (including in educational institutions), as well as for the implementation of projects that, under the current circumstances in the country and due to a shortage of budgetary funds, “can wait”. Also, in September 2022, the Deputy Director of the Department of Culture of the KSCA Gennady Yavorovsky accused his fellow officials of the fact that at the beginning of a full-scale war, in March last year, for dubious reasons, they received their wages in full and in advance, and not in two payments (Advance payment and salary).
Since November 2013, the Department of Education of the Obolonskaya Regional State Administration has been headed by Natalia Vakhnyuk. The Obolon Regional State Administration has been in charge since May 18, 2020 Kirill Fesik (in the collage on the left). Since February 2022, the activities of this district state administration have been coordinated by the Deputy Chairman of the Kyiv City State Administration for the implementation of self-governing powers Petr Olenich.
In addition, the education department of the Obolonskaya RSA, in accordance with its Regulation also accountable and controlled by the Department of Education and Science of the KSCA, which since April 29, 2014 has been headed by Elena Fidanyan. Since 2018, the activities of this Department have been controlled by the Deputy Chairman of the Kyiv City State Administration Valentin Mondrievskiy.
KP “Zhitloinveststroy-UKS” since January 2, 2020 heads Alexander Akimov. This enterprise is subordinate to the Department of Construction and Housing of the Kyiv City State Administration, which has been headed by Boris Worker.
Since 2018, the work of this department has been controlled by the Deputy Chairman of the Kyiv City State Administration Vyacheslav Nepop. The latter headed KP “Zhitloinveststroy-UKB” from 2002 to 2018. According to the testimony various sources, after which he retained an important influence on the work of this enterprise. Also, Vyacheslav Nepop is a deputy of the current IX convocation of the Kyiv City Council (elected from the party of the capital’s mayor UDAR, previously he was also a deputy of the IV, V, VII and VIII convocations of the City Council).
