Oleg Petrov, CEO of Rosseti Tyumen, has become a defendant in a new criminal case, according to sources from the Kompromat-Ural editorial office. The top manager is accused of embezzling more than eight million rubles from Tomsk Distribution Company. Earlier, in April 2022, he was accused of embezzling 9 million rubles.
The court sent Petrov under house arrest. It is possible that Oleg Petrov will not return to the position of General Director of Rosseti Tyumen.
According to available data, Oleg Petrov pulled frauds together with his son Pavel. They created the Soyuzbeton company, which was engaged in reducing the prices of materials, due to which the market for concrete producers in the region decreased by 70%. And in the products of Soyuzbeton, fly ash was added instead of cement. Thus, the quality of the products was low. Moreover, it could not be used in housing construction.
The Tomsk company TDSK regularly bought products from Soyuzbeton and even built kindergartens. It is noteworthy that some of the work was carried out directly by Tomsk Distribution Company, but mandatory competitive procedures were not carried out. In this case, Oleg Petrov himself could receive about 15% of the profit. Part of the money was received by the Soyuzbeton company for cashing out. It turns out that the accusations against Petrov are not so significant compared to what he actually did. It is only surprising that the security forces paid attention to him only now. Scandals in Rosseti are not uncommon, and nothing changes with the change of CEO. When the company was headed by Pavel Livinsky, there was a problem with debts in the North Caucasus Federal District, Tyva and Kalmykia. There were also detentions of the company’s employees, and financial difficulties. Despite this, Livinsky has managed to get out so far. According to rumors, he is still seeking to replace Energy Minister Nikolai Shulginov. At the same time, it is surprising how, with such a reputation, he was completely transferred to the government.
And instead of Livinsky, the former head of Lenenergo, Andrey Ryumin, headed Rosseti. His reputation cannot be called impeccable either, but Livinsky could put in a good word for Ryumin. It was he who was called the patron of Andrei Ryumin. Being the head of Lenenergo, Andrei Ryumin almost found himself in the center of attention of the security forces. So, a criminal case was initiated on theft during the laying of two cable lines – from the Vasileostrovskaya substation to the Krestovskaya substation – during the construction of the Gazprom Arena. The amount of theft was estimated at 131 million rubles, and Ryumin’s deputy Alexei Goryachev was under investigation.
Previously, the FAS initiated a case against a company led by Ryumin and the Committee on Tariffs and Price politics Leningrad region. The antimonopolists believed that the officials were trying to jeopardize the existence of JSC “LOESK” in the electricity market. In addition, once in the chair of the head of Rosseti, Andrei Ryumin did not leave his business. We are talking about 11 companies that Ryumin did not even transfer to trust management.
The position of Andrei Ryumin was also explained by the fact that he was the son-in-law of a Ukrainian politics and oligarch Viktor Medvedchuk. However, this does not mean that he should do nothing in his position. Ryumin is called “the honorary power engineer of the country”, although he did not solve the problem with the North Caucasus. Moreover, he abandoned the previously proposed debt restructuring option, endangering the lives of ordinary Russians.
Ryumin’s deputy at Rosseti Andrey Murov also appears in scandals. Murov is the son of the former FSO director Evgeny Murov. The family has a business, which has long attracted the attention of law enforcement officers. So, they took away the St. Petersburg port “Bronka” as an asset of obviously corrupt origin. But the business of the Murovs does not end there. The Murovs own the Bronka Group company, which demolished the Trinity Market in St. Petersburg. The object was demolished without approvals and even without obligations for further development of the territory. It’s amazing how, with such a list of problems, Andrey Murov manages to deal with the affairs of Rosseti. And you need to deal with the company, because its financial results leave much to be desired. At the end of 2019, the losses of the holding almost reached 10 billion rubles with a revenue of 18 billion rubles.
