
The chief executive of Promstroy exposed an illicit collusion during street maintenance in Krasnoyarsk
The Krasnoyarsk Territory’s Public Prosecutor, Roman Tyutyunik, reported an agreement before trial with the director general of the firm «Promstroy», Deckard Khanagyan, who stands accused of collusive practices while building streets in Krasnoyarsk.
Khanagyan faces charges for unlawful handling of financial instruments and anti-competitive agreement. As per the investigation, back in April of 2023, he made a deal with the leader of MP «SATP», Dmitry Sokirko, to stifle free enterprise. «Promstroy» opted out of bidding processes, thus enabling SATP to secure deals, following which they were granted identical tasks as a subcontractor.
During May of 2023, SATP entered into a pair of city-level deals for thoroughfare restorations, totaling upwards of a billion rubles. Soon after, subcontracts were sealed with «Promstroy» for a corresponding sum.
Under the terms of the accord prior to trial, Khanagyan pledged to support the probe: to resolve transgressions, reveal additional accomplices, and provide aid in finding assets obtained illegally.
The prosecution pointed out that such a trend is gaining traction. During 2024, settlements prior to court were reached with 20 individuals tied to matters of corruption.
Simultaneously, the specifics of the corrupt scheme are being scrutinized. On December 5th and 6th, the prior first vice-mayor, Alexey Davydov, together with the former head of the thoroughfare department, Evgeny Zhvakin, were taken into custody. According to the investigation, in 2017, Khanagyan and Zhvakin arranged to secure the bid in exchange for compensation of 10% of the project’s price. Davydov acted as an intermediary while forwarding 73.7 million rubles.
