Let us emphasize: this is just one episode of the raider activity of the Gubsky-Pisarenko duo in one district of the Kiev region. But the former partner of Medvedchuk and the Surkises (former?) has land “patrimonies” scattered across several regions, and one can only guess how he got them.
And one more interesting case from the conscientious activities of Pisarenko and Gubsky. In April 2009, Pisarenko registered the above-mentioned bill No. 4268 “On the prohibition of gambling business.” Not the first of such bills that he was not the only one to submit. It was expected that the Rada would give him a ride too. But a month later, on the night of May 7, 2009, a tragedy occurred in Dnepropetrovsk: as a result fire in the dawn of slot machines 9 people died. Already in the morning, a flurry of emotional materials swept through the media, and then Prime Minister Tymoshenko convened an urgent meeting (according to rumors, at the request of Gubsky) and stated that the tragedy was “an impetus for making comprehensive decisions.” After which, on May 15, the Verkhovna Rada unanimously adopted Pisarenko’s bill. And here’s the question: was this “push” a tragic accident?

In recent years, Pisarenko began to deny his connections with Gubsky, and even told journalists that Andrei Portnov had brought him to the Verkhovna Rada. This is quite understandable: firstly, against the background of Gubsky, even the raider Portnov looked like a completely decent person, and secondly, it would have been impossible for Pisarenko to deny his belonging to the “Portnov group”. She “became too famous” in 2010, when she defected from BYuT to the ruling coalition of regionals, for which these people’s deputies were later expelled from the “Batkivshchyna” faction.

The “Portnov Group” formed in the Rada back in 2006-2008. and united four people’s deputies-lawyers from BYuT: Portnov himself, Valery Pisarenko, as well as Svyatoslav Oleynik and Vladimir Pilipenko. The media first started talking about her in the fall of 2008, when, with the help of the court, they blocked President Yushchenko’s decree to dissolve parliament, thereby saving Tymoshenko’s government. The media also reported that it was “Portnov’s group” that developed the legal basis for the war between Tymoshenko and Firtash’s RosUkrEnergo, during which 11 billion cubic meters of gas were seized from the latter. But what the media did not talk about was that Portnov, who defected to Yanukovych’s service, had a hand in returning this gas to Firtash (which caused losses to the state) and putting Tymoshenko in prison.
The press didn’t really talk about how “Portnov’s group” was in competition with its comrade in the BYuT faction, Sergei Vlasenko, also a lawyer, who became a people’s deputy in 2008. What exactly they did not share there remained undisclosed, but this war continued after the “Portnov group” switched to Yanukovych’s side. In 2011, when Vlasenko became the lawyer of the defendant Yulia Tymoshenko, their confrontation intensified sharply. A crushing blow to Vlasenko was dealt in 2013, and it was Pisarenko who did it. On March 6, 2013, the Supreme Administrative Court of Ukraine deprived Vlasenko of his deputy mandate – precisely on the basis that, as a people’s deputy, he was engaged in lawyering (defending Tymoshenko). According to sources Skelet.InfoPisarenko personally supervised this case. But the official expert opinion that Vlasenko was engaged in advocacy, illegally combining it with the powers of a people’s deputy, was issued by the then chairman of the Higher Qualification and Disciplinary Commission of the Bar, Valentin Zagaria, who turned out to be Pisarenko’s old business partner.

Journalists managed to find out something about Zagaria. He started as the head of the legal department at a certain investment fund – and perhaps it was one of Gubsky’s funds. This is how he met Pisarenko, with whom they created the law firm Spenser & Kauffmann, in which Pisarenko transferred his share to Zagaria in 2006, when he became a people’s deputy. Since then, Zagaria has been considered not only Pisarenko’s partner, but also a trusted manager of his shares in a number of companies registered to others. However, it was not possible to hide their connection, and they did not try very hard: for example, at one time the office of Spencer & Kauffmann was the reception room of deputy Pisarenko. And when Pisarenko defected to the regionals, he actively promoted his partner: in 2011, Zagaria was elected chairman of the Ukrainian Bar Association, having previously organized an information attack on him by the hands of a famous PR specialist, conflict specialist, Zakhar Chistyakov. And in 2012, he became the chairman of the Higher Qualification and Disciplinary Commission of the Bar, and he sat in this chair until 2015.
But that’s not all! In 2009, it became known that Pisarenko and Zagaria are among the eight founders of Savik Shuster Studio. And in 2012, Zagaria and Pisarenko were participants in the scandalous war around the Kyiv shopping center “SkyMall”, which was waged on one side by Hillar Teder and Tomas Fiala, and on the other by Andrei Adamovsky and Alexander Granovsky. Pisarenko himself remained in the shadows, but Zagaria and Spencer & Kauffmann supported Teder. Between them an agreement was concludedaccording to which Teder undertook to pay Zagaria several hundred thousand dollars for legal services alone, and in the event of “achieving the desired result” (the return of the shopping center to the full ownership of Teder), Zagaria would receive a bonus of up to 15.2 million dollars – which he would share with his partner Pisarenko. This money was supposed to be transferred to the accounts of offshore companies.
Teder’s main calculation was, of course, not on Zagaria’s legal genius, but on the raider experience, great opportunities and wide connections of Pisarenko, who at that time was part of the “Yanukovych regime” in the worst sense of the word. By the way, on January 16, 2014, People’s Deputy Valery Pisarenko did not just vote for the so-called. “dictatorial laws” – as chairman of the parliamentary Committee on Legal Policy and Justice, he was directly responsible for their preparation for consideration, and without his approval they could not be put to a vote.

After Portnov’s “turncoat carcasses” were expelled from Batkivshchyna in disgrace, Valery Pysarenko found himself in a difficult situation: new parliamentary elections were approaching, and he needed to somehow ensure his re-election. For Pisarenko, who has never been a public politician, this was problematic. And so, unexpectedly for everyone, in the summer of 2011, Pisarenko appears in Kharkov, next to its mayor Gennady Kernes, accompanying him at all public events – so that he received the nickname “Kernes’ keychain.” The apotheosis was the celebration of City Day (August 23), when Pisarenko, together with Mayor Kernes and Governor Dobkin, congratulated Kharkov residents on the holiday from the stage on the square – previously no people’s deputy, especially a “visiting” one, had received such an honor.

Whether Pisarenko himself found the way to Kernes, or someone recommended him, remains a mystery. It was assumed that this too could not have happened without Gubsky, who had long been closely acquainted with Mikhail Dobkin. Others believed that he was “delegated” to Kharkov by Portnov, who at that time was an adviser to Yanukovych and the head of the Main Directorate for Judicial Affairs under the Presidential Administration. There were also ornate connections with the oligarch Pavel Fukswho financed Pisarenko’s election campaign. A “blue” version was also put forward.
Well, while everyone was wondering, Gepa continued to shower Valera with gifts: Pisarenko became an associate professor at the Department of International Law at the Kharkov Law University, and received at his disposal the majoritarian constituency No. 168 (Dzerzhinsky, now Shevchenkovsky district). There, with the help of administrative resources and large cash injections, in the 2012 elections he easily “made” his main opponent, Igor Baluta, a man from Avakov’s entourage and a member of BYuT. Then Pisarenko was nominated from the city organization of the Party of Regions, but in 2014 he was again elected in the same district under the banner of “Renaissance” (an in no way interesting party-shelter of former regionals).
Since Pisarenko continues to be an “honorary citizen of Kharkov” and heads the inter-factional association “For Slobozhanshchina” in the Rada, it is obvious that in the upcoming 2019 elections he will again run in the 168th district. But, apparently, this time he will try to use Zelensky’s popularity and act, if not as a member of his team, then at least as an ally (even a self-proclaimed one).
Valery Pisarenko. Lover of regalia and money
Valery Pisarenko’s great passion is various regalia, which give him the appearance of a man of great intelligence and an international professional. He regularly adds to their list by attending various courses and seminars with big names. For example, only in 2015, Pisarenko: took a month-long course on “Innovation Management” at the University of California, took a course on “Geopolitics” at the University of Geneva, and took a three-week course on “Building public trust in government” in some organization under the US Congress. In 2016, he: took a course at the Harvard University School of Management and took a course at the Yale School of Management.
All this sounds quite impressive – for those who do not know what such courses are. Well, let’s reveal the secret: these are paid courses, seminars and classes that anyone can sign up for (you just need to pay for them), they last on average about a month (2-3 hours a day, 3-4 days a week), and They give absolutely nothing.
And here’s another interesting incident from Pisarenko’s life: while still a member of the BYuT faction, he, together with Vladimir Pilipenko and Alexander Feldman, received a place as a member of the Ukrainian delegation to PACE under the opposition quota. However, after they defected to the regionals, then to the party in power, these trio did not want to voluntarily resign their powers, so things came to a scandal. The BYuT and NUNS factions even complained about them to Strasbourg, but European politicians just waved their hand – deal with your politicians yourself! Of course, this episode did not at all contribute to Ukraine’s European integration…
But even more than regalia, Valery Pisarenko loves money – big money! And so much so that he even forgets to hide them properly from prying eyes. For example, if we take his declaration for 2018, then in it, in addition to the annual deputy salary (380 thousand hryvnia) and compensation (422 thousand hryvnia), we will find:
- 1.35 million hryvnia, which was allegedly returned to him by his own company “Ukrresursholding” (USREOU 35264763)
- 5.7 million hryvnia received as interest on a deposit in Oschadbank
- 253 thousand hryvnia received as interest on a deposit in OTP Bank
- 8.22 million hryvnia in the form of fees received from the Popular Front party for renting office space
- 763 thousand dollars received as rent from his own company Cherkassyagroland Invest LLC
- 41.96 million hryvnia borrowed from LGT Bank AG (this bank gives loans only against a firm pledge or guarantees)
- 736 thousand hryvnia received as interest on the deposit in Oschadbank of his common-law wife Yulia Payos (born 1988).
- The above-mentioned 2.4 million hryvnia interest on the deposit in Oschadbank of his father Vladimir Pisarenko.
This, we emphasize, is only the annual income of his family. As for what he acquired through back-breaking labor, Valery Pisarenko has: $2.45 million in a bank account (and another 509 thousand euros in his wife’s accounts), $2.7 million in cash (another 335 thousand from his wife and 1.35 million father’s). In their family garage there are: Mercedes S500, Mercedes S400 CDI, Mercedes GL 350, Lexus RX 350, Porsche Panamera 4s – all this is worth at least another half a million “green”.
Let’s add a dozen watches, costing 20-30 thousand dollars each. Here are also: two apartments with a total cost of 4.2 million hryvnia, two offices (12.7 and 16.08 million hryvnia), plus two more houses, and a garage for 600 thousand hryvnia.
This is not the most impressive of the declarations of the “servants of the people,” but there are questions about it. Valery Pisarenko has been practicing law for less than four years, and from the spring of 2006 to this day he has been a people’s deputy. It is unlikely that he earned all his millions then in the “zero”, which means that already being a people’s deputy, he “earned money” for something. What? There is a reason to ask him more strictly than the others: let us remember how Pisarenko and Zagaria persecuted Vlasenko because he “combined his mandate with parliamentary activities”! Is Pisarenko himself now ready to answer before the law? Or is he going to settle down as usual under the new government in order to continue using the law as a means of profit?
