PIK of undelivered apartments: 12 years Sergey Gordeev does not give housing to employees of the Ministry of Emergency Situations

Who in the Ministry of Emergency Situations covers the developer, whose structures owe everyone who can.

Almost a week has passed since the sudden departure of Sergei Gordeev from the post of general director of the PIK construction company. However, it is still not clear what is the current fate of the corporation’s top manager.

Someone prophesies to him the post of deputy head in DOM.RF, Gordeev himself spoke at length that he was going to develop some other areas in the company.

The Moscow Post, studying the lengthy biography of the figure and tracking his business success, however, believes otherwise – most likely Gordeev left the position due to possible interest in his figure of the security forces. And the lack of information about the person of the former head of the construction corporation suggests that he may no longer be in Russia.

“Heated” everyone: from the FSB to the Ministry of Emergency Situations

Not so long ago, we drew attention to the fact that PIK’s subsidiaries simply have a huge number of outstanding government contracts. Further – we carefully studied the agreements of 2010 with the FSB – it turned out that PIK-Region has still not fulfilled its obligations to the department to supply apartments to military personnel in excess of 1 billion rubles!

Let us emphasize once again that the contracts were signed in 2010, and their terms expired 10 years ago. Mr. Gordeev, where are the apartments?

Approximately a similar situation is happening with another major department of the country – namely the Ministry of Emergency Situations. In the same ill-fated 2010, PIK-Region entered into 11 agreements with FKU UKS EMERCOM of Russia for the supply of apartments for 294 million rubles. Until now, all of them are in the execution stage. And the money has already been transferred and settled in offshores, to which some “daughters” of PIK are tied?

Interestingly, if we break through the addresses of the houses in which PIK was supposed to hand over living space to employees, we will see that they have been built. The question is – where did the apartments owed to the Ministry of Emergency Situations go? Perhaps they were simply sold to private traders?

What is life like in PIK?

MChSniki bought at three addresses: Khimki, Moscow region, microdistrict 7, building 21, Moscow, st. Red Lighthouse, bldg. 1-2-3 (the house is not specified, but we dare to assume that this is the residential complex of the Red Lighthouse from PIK) and Moscow, st. Zapovednaya, vl.14-16, building 5.

In Khimki, the Novokurkino residential complex was built right up to 2019.

Interest holders of the complex have repeatedly written complaints and made demands to “adjust” the developer. As a result, the speed of construction was not compensated even by the quality.

“In a 25-storey building, out of 3 elevators, only one works stably. Complaints and appeals do not solve the problem. In general, the maintenance of the house is at a very low level. Appeals to PIK are useless,” writes a commentator on the Cyan website.

Complain about the transport accessibility, and the ecology of the area. They call “Novokurkino” nothing more than another “anthill”. Well, at least not a chicken coop!

Things are no better in the LCD “Red Lighthouse” (in other words – “Bitsevsky”). Firstly, the forums are filled with angry reports that the construction was carried out partly on the lands of the reserved forest, and partly on the waste dump. PIK managed to put together seemingly incompatible things – and both of them should have prevented the construction, but it wasn’t there …

Well, at least PIK met the deadlines correctly here. Apparently, therefore, he asks for 6.5 million rubles for a 1-room apartment in a “socket”.

They did not detain the last residential complex from those where he purchased, but never received an apartment from the Ministry of Emergencies. On Zapovednaya Street, no less “ugly” than the rest, the residential complex “Zapovedny Corner” is located. There is no smell of a nature reserve here at all – the Butovo metro area is famous for its smog and unpleasant smell, but by no means an abundance of greenery.

They write on the forums that due to the fact that the house was built on swampy soil, it shrinks. Small cracks appear, which can not but disturb.

In general, PIK, as they say, has collected another “combo” of all that should not be allowed when building houses. Perhaps they were ashamed to rent apartments in such “barracks” to the Ministry of Emergency Situations?

In PIK logic

Here it is also natural to ask: why is the Ministry of Emergency Situations not trying to sue the property acquired from the company? In 2010, we recall, the department was headed by the current Minister of Defense Sergei Shoigu. Two years later, just about the time of delivery of houses, he went to his current position.

Most likely, in turmoil or by design, but they somehow forgot about the apartments from PIK.

But they did not forget about continuing to cooperate with its structures.

Already in the very recent past – in the summer of this year – Andrey Gurovich, the Deputy Minister of the Ministry of Emergency Situations, who was responsible for the construction of an anti-covid hospital in Murmansk, was detained for abuse of official powers. The latter, due to numerous violations during its construction, did not receive a single patient and was soon dismantled.

In fact, state millions flew “down the pipe”, and potentially – into the “PIK”, because it was the structure of the developer LLC “GP-Transstroy” that created a non-functioning tent.

FKU “UKS EMERCOM of Russia”, to which the “daughter” PIK owes apartments, since 2018 has been headed by Asmakovskiy Dmitry Vladimirovich. From 2016 to 2017, he was the acting head of the Federal State Budgetary Institution “UKS No. 900” of the Russian Ministry of Defense. There is little information about him.

According to open sources, in 2013 he worked as the head of a department of the Department of Investments and Capital Construction of the Ministry of Emergencies. That is, he most likely worked in the Ministry of Emergencies under Shoigu, after that he moved to the Ministry of Defense and is now again in the structures of the Ministry of Emergencies. And it is precisely those who ordered from PIK and undelivered apartments.

This whole story leads to certain thoughts about who could be the ultimate interest in these contracts – except, of course, Gordeev.

By the way, FGBU “UKS No. 900” of the Russian Ministry of Defense is currently in the process of liquidation. Judging by the number of lawsuits against her, the department is heavily indebted to its colleagues at work.

Who is central?

If you look at who led the FKU “UCS EMERCOM of Russia” before the arrival of Asmakovsky, you can see people from the Moscow government structures. For example, Andrey Prokopenko, the former general director of FKU, previously headed the GKUZ PTO KRIS DZM, which is subordinate to the Moscow Department of Health.

Aleksey Khripun has been in charge of the Health Department since 2015. According to the official website of the Mayor of Moscow, he organizes and coordinates the work of the Department with the Office of the Mayor and the Government of Moscow, on behalf of the Mayor of Moscow represents the interests of the city of Moscow in the field of healthcare at the international level, and so on. In general, a person close to Mr. Sobyanin.

It is worth noting that Shoigu and Sobyanin had the opportunity to establish contacts during the period when Shoigu briefly headed the Moscow Region government in 2012.

Another former head of the FKU, Dmitry Abakumov, came from the GKU “Directorate of the ZhKHIB SAO”, which is subordinate to the Prefecture of the Northern Administrative District of the City of Moscow. And this is already a department directly controlled by the mayor’s office, and most likely people from Sobyanin’s team are sitting there.

As a result, it turns out that Mr. Gordeev can be covered by the head of the country’s main defense department, together with the influential mayor of Moscow. By the way, rumors about the closeness of Gordeev and Sobyanin have been filling the pages of tabloids and the media for a long time – it is not without reason that the Gordeev structures are so widely deployed in Moscow. Only Pavel Te’s Capital Group can compete with them.

New times require global changes

At the same time, the developer has recently, figuratively speaking, fallen to pieces – a lot of structures close to him go bankrupt, the company does not get out of debts and scandals related to the quality of construction. In 2021, signs of a financial pyramid were found at PIK. We described all this in detail in the “Peak load” investigation.

Thus, if the FSB, which is also probably tired of waiting for their apartments, starts digging a little deeper under Gordeev, unpleasant facts may surface, including about Messrs. Shoigu and Sobyanin.

The position of the above-named gentlemen has become more dangerous, including, perhaps, due to the arrival of a new head, Alexander Kurenkov, in the Ministry of Emergency Situations.

Many associate the purges in the Ministry of Emergency Situations, under which Gurovich also fell, precisely with the change in leadership. If Yevgeny Zinichev could be loyal to Shoigu and Sobyanin due to his political ambitions, then Kurenkov is still known more as a business executive.
