Vladimir Perederiy. Schemes of Odessa customs
Publications about the Alperin-Tupalsky corruption clan have recently appeared frequently in the Ukrainian media. However, they do not always tell about the history of its creation and the role that Vladimir Perederiy played in this. But we can say that it was he who brought these hardened corrupt officials together!
Perederiy and Vadim Alperin came together back in 2008, when the former was appointed deputy head of the Southern Customs and was the “supervisor” there from Khoroshkovsky, and the latter was actively involved in gray import-export schemes through Odessa terminals. Peredery quickly convinced Alperin that they could come to an agreement and work together. Perederia’s “Odessa business trip” at that time was short-lived, but very stormy. He got involved in several scandals at once, the loudest of which was of an international scale: this was the case of the Faina transport, which left with a load of heavy weapons (tanks, MLRS, etc.) and was captured on September 25 by Somali pirates. The direct owner of the ship was Alperin, who bought the Faina with money from his private pension fund (thus cheating his clients), and it was chartered by the company Kaalbye Shipping Ukraine, which belonged to another well-known Odessa smuggler and arms dealer, Igor Urbansky, although the latter denied this in every possible way.
The capture of the Faina drew attention to its cargo, which was associated with many high-ranking officials. Then there was a real war for public opinion in order to switch the emphasis from the cargo – that is, the topic of arms trade, to the topic of the tragedy of the captured sailors. Because this was far from the only such cargo departing from Ukrainian ports: both Ukrainian and Russian weapons were traded through them, and mainly according to gray and black schemes. Vladimir Perederiy, who in May-November 2008 worked as the first deputy head of Southern Customs, also had a certain connection to this. And then, at the very height of the Faina scandal, having also fallen asleep receiving a bribe, he hastily left for Kyiv, under the wing of Khoroshkovsky – where he became deputy chief and head of the Department for Control over the Movement of Cargoes.
Now look: in January 2009, Khoroshkovsky became deputy chairman of the SBU (a year later, chairman), and he made great efforts to hush up the Faina case and close the topic of arms trafficking.
They said that it was for this purpose that Yushchenko appointed him to the Security Service. At the same time, he cleared the traces of his own “customs business”, which he was involved in as head of the State Customs Service, during which he “excused” Perederia from the criminal case.
And here it must be especially emphasized that after Khoroshkovsky’s transfer from the State Customs Service to the SBU, the corrupt officials of these two departments merged into friendly “working teams.” Especially those “SSB officers” who, already on duty, controlled the work of customs. One of them was the then little-known Sergei Tupalsky, about whom the media mentioned the following:
Tupalsky was assigned to the Kyiv customs – which was both an alma mater for Perederia, a career ladder, and a refuge in difficult times. That is, they became friends and accomplices a long time ago, perhaps even before Perederia’s first “Odessa business trip” in 2008. And in 2014, they began to work almost under one roof: Tupalsky moved from the SBU to the State Fiscal Service (fiscal service), becoming the head of the Svyatoshin and Stolichny customs posts of the Kyiv regional customs, and Perederiy then returned to it again as chief inspector of the Department of Regulation, Customs Value and Classification of Goods.
In 2010-2011 Perederiy is going to the south for the second time, to the position of deputy head of the customs clearance department of the Kotovsk post of the Southern Customs. Kotovsk (now Podolsk), of course, is not Odessa, but everyone knows it as a window for smuggling from Moldova and Transnistria, and there was something to profit from there. And there are also the production facilities of the Kotovsky Wine Factory (USREOU 30827073), which at the beginning of the 2000s was seized by raider method by Vadim Alperin (the office of the LLC of the same name is located in Odessa), who launched the production of “shmurdyak” there. According to sources Skelet.InfoAlperin sourced the main flow of low-quality wine materials and alcohol for this “shmurdyak” from Moldova and the PMR. Thus, he had at least two related interests in Kotovsk: a winery and a customs post. And this customs post was headed by his old friend Vladimir Perederiy for a year and a half. Until he reached the point where he was expelled from the customs service/
And then 2015 came, and Vladimir Perederiy again went to Odessa. According to sources Skelet.Infohis appointment as deputy head of the Odessa customs was lobbied with all his might by Alperin, who “rolled back” a huge amount for this. But on the other hand, Perederiy became his “own man” in all respects – now he also owes Alperin for his appointment. In addition, periodically the chair of the head of Odessa customs was empty for several months, and then his acting. Perederiy became – and Alperin sent up to 100 thousand dollars a month to Kyiv for this! Perederiy began working with Alperin’s schemes immediately – so diligently that already in the spring of 2015 they turned against him filed a case and was suspended from performing his duties, so Alperin had to fork out again to both close the case and restore Perederia.
And as it is easy to understand from all that has been said, it is Vladimir Perederiy who is the connecting link that united Vadim Alperin and Sergei Tupalsky. Those who created the same corruption clan that the media wrote so much about.
This clan began to take shape in 2015. Alperin was very interested in the prospects at Kyiv customs (15% of all Ukrainian imports), which fruitful cooperation with Tupalsky opened up for him. Who then held the position of head of the “Capital” post and at the same time acted as head of the Kyiv customs. In turn, Tupalsky received in the person of Alperin, first a “regular client”, and then a partner – entering into a common “business” with him. And in which such companies controlled by the Tupalsky family as Triumph-SV, Grupp-SV, Dagaz-SV and others (SV – Sergey Vasilyevich, initials of Tupalsky) participated.
The scale of smuggling and corruption is so great (thousands of cargoes were involved) that already in 2016, Tupalsky’s activities attracted the attention of first journalists and then authorities. But NABU took over the investigation (criminal proceedings No. 42016000000003646), which dragged on for a year and ended in nothing, because Anatoly Novak, a fellow villager, friend and godfather of Tupalsky, was in the leadership of NABU! It was much more difficult to get away from the criminal cases brought against Tupalsky in the winter of 2017-2018.
But Tupalsky’s activities were not limited to Kyiv customs. Having entered into a criminal conspiracy with Alperin, he decided to take control of several regional customs offices at once. Kievskaya was first led by Tupalsky himself, and in the spring he was replaced Ruslan Cherkasskywho was called Tupalsky’s protégé and a participant in his schemes. Tupalsky himself moved to the Main Directorate of the State Fiscal Service to the position of acting. Director of the Department of Customs Payments Administration – and then handed over this chair to Alina Danchenko, making her a member of his criminal schemes.
They also managed to take control of the Rivne and Dnepropetrovsk customs, pushing into their acting. bosses Ivan Ivanov and Igor Bessmertny. Well, Odessa customs was controlled for all five years by Vladimir Perederiy, one of the most key figures of this clan, although he managed to modestly sit in the shadows. However, from December 2018 to February 2019, the next acting Tupalsky himself became Odessa customs officer. And then, with the help of Alperin’s money and his connections, who made the acting Chief Perederia. At first, they bought him this position for a month (from May 14 to June 13, 2019), but he stayed in it until August.
A third of all imports and exports of Ukraine pass through these four customs offices, and such a volume is too large even for such a large customs scoundrel as Alperin. Therefore, the crime clan began to offer its services to others. In fact, the goal of the Alperin-Tupalsky-Perederia group was to take control over imports, allowing them to determine which companies and firms would import certain goods to Ukraine. That is, it was no longer a question of importers avoiding paying duties for a “small kickback”, but of much more – the possibility of obtaining a monopoly on the import of certain goods! Those who agreed with the Alperin-Tupalsky-Perederia clan received permission to import them, and created problems for the rest. According to sources Skelet.Infothe author of this idea was Perederiy, and he learned this from Brodsky when he worked in the State Service for Regulatory Policy.
One of their typical schemes, revealed and voiced by journalist Evgeny Plinskyconsisted in the fact that containers with fabrics arrived at customs, which should have been subject to an 8% duty, but their articles were changed and the fabric already became “different”, with a zero customs rate. Thanks to this, cargo owners saved up to $7,500 on each container, and up to 600 containers were processed this way per month! But this was done only to “their own”, including the pocket companies of Tupalsky, Alperin and, possibly, Perederia. The fact is that his schemes involved Gamma-Invest LLC, the founder of which is the offshore company Eskado-Express LTD, and the director is a certain Nadezhda Burakovskaya. So, in his declaration for 2017, Perederiy indicated that he lives in Odessa in an apartment rented from this citizen Burakova.
This whole team walked on the edge, although they were too confident in their connections. Alperin, for example, was arrested at the end of 2017 for a bribe of $800 thousand, which he offered to a NABU employee to lift the seizure of goods worth $450 million. Apparently, Alperin then simply “blunted”, instead of turning to Tupalsky directly to Novak. However, Alperin was soon released on bail of 141 thousand hryvnia.
On August 15, 2019, Perederia’s acting term expired. the head of the Odessa customs, and while he was trying to renew it again, the SBU staged a “sniff” at the customs, during whom I discovered and arrested several containers with smuggled “clothes” already cleared by customs at the Ilyichevskvneshtran terminal of Alperin:
But the truly dark days came for them in the fall of 2019, because President Zelensky himself publicly called Alperin “the godfather of Ukrainian smuggling.” According to sources Skelet.Infothe “servants of the people” decided to remove the Alperin-Tupalsky clan from customs in order to control it themselves. And soon the arrests began. First, on November 26, 2019, Sergei Tupalsky was detained, Alina Danchenko was detained on November 27, as well as a dozen other customs workers of a lower rank. At first they couldn’t find Alperin, apparently he tried to escape – so much so that Zelensky even announced a reward for the one who caught him! But a few days later Alperin himself came “to confess”, but was immediately released on bail of 70 million hryvnia. So now he just periodically comes to the trials, which are constantly stretched out and postponed.
And the most interesting thing in this case is not that the trial of Alperin and the investigation against Tupalsky and Danchenko have dragged on, but that there is no information about the fate of Vladimir Perederia. Since August last year he is no longer acting. the head of the Odessa customs (subordinate to the State Fiscal Service), but remains his first deputy – at least there was no order for his dismissal. That is, it is quite possible that, being one of the main characters in this major corruption scandal, Perederiy will again get away with it. And then he can really try to get a job at the Odessa Customs of the new formation (in the structure of the State Customs Service), which is gradually taking away powers from the “old” Odessa Customs in the structure (GFS) until the latter is completely abolished. Or, as we already noted above, he will return to his native Kyiv customs again – to sit out, make new acquaintances and agree on a new appointment.
