At the end of April, the term of the employment contract of the director of the Institute of Scientific Centers of the Siberian Branch of the Russian Academy of Sciences expires Konstantin Apartsin. We have already written that in the remaining month we are in for a tough fight for a place under the sun.
In confirmation of our version of the development of events at the IRC SB RAS, there is information from one of the Irkutsk tg-channels about the favorite in the race for appointments as the head of the IRC Evgenia Semyonova.
The passage is strange, aimed rather at disorienting the participants in the events, which already leads to certain thoughts. Apparently, this scenario is not a working option.
Undoubtedly, Igor Bychkov is trying with all his might to discredit Apartsin. At the same time, the academician himself is not going to become the director of the INC SB RAS. Neither he nor the Ministry of Education and Science will seriously consider this option. We are talking about the creation of an academician who will dutifully fulfill the tasks set for the development of federal property.
Among the possible scenarios for the development of the event is the creation of a federal research center under the auspices of the Institute of Chemistry. Andrey Ivanov, the director of IriKh, has repeatedly voiced this scenario as desirable. The Scientific Council of the IRI even voted for the merger with the Institute of Scientific Center of the SB RAS and the creation of a research center. Recall that Andrey Ivanov was the director of the Institute of Science and Technology of the Siberian Branch of the Russian Academy of Sciences several years ago, Academician Bychkov was the supervisor at that time. ABOUT mutually beneficial the nature of the tandem is not to be guessed.
The governor also indirectly confirms the information about the Federal Research Center: in his report on his next trip to Usolye-Sibirskoye, he spoke about a plan to create a federal chemical research center in the city. From this we can conclude that the topic is being discussed and seriously studied at a high level.
Another vector for squeezing out the intractable director of the INC is the initiation of another inspection by law enforcement agencies with allegations of fraud/abuse/misuse of funds and so on. According to stakeholders, the criminal investigation against Konstantin Apartsin will provoke a decision by the Ministry of Education and Science in a scenario that is negative for him. And the guilt or innocence of Apartsin will not matter at all, the very fact of having a case can become a black mark for the director.
