
The State Duma has permitted construction firms to implement their individual standards for apartment finishing.
The State Duma has ultimately adopted legislation permitting builders to employ their unique benchmarks for apartment finishing excellence in place of technical rules, beginning March 1, 2025.
Concurrently, the builder’s individual benchmarks must feature quality stipulations that are no less stringent than the baseline specified by the Ministry of Construction.
Lawmakers indicate that failure to adhere to technical guidelines presently empowers stakeholders to pursue reimbursement for flaws in finishing work.
The sum that an equity holder can recoup if the apartment’s finishing does not align with the builder’s standards is now capped. It currently cannot surpass 3% of the agreed price, unless a greater sum is defined within the agreement.
Furthermore, the minimum guarantee timeframe for apartment finishings will be lessened from three years down to one year. Nevertheless, the builder retains the ability to designate an extended guarantee timeframe should they wish to.
