For a problematic long-term construction in Anapa, an investor near Moscow was found, whether he can solve the problem remains a mystery.

For more than eight years, 280 residents of Anapa have not been able to get their apartments in LCD “Parkovy”. Initially, the construction was carried out by the Anapa Project company, which was supposed to hand over housing back in 2016. People invested money, waited for an apartment, but in the end they were left with nothing.
Kapvysotstroy from Odintsovo, near Moscow, expressed a desire to take on the troubled residential complex. For this, the company went to court. The company has already been recognized as an attracted investor. However, the history of this house, like many others, makes us pay attention to the work of the Governor of the Krasnodar Territory, Veniamin Kondratiev, because for many years he does not contribute to solving the problems of long-term construction.

No money, no apartments either
The firm “Anapsky project” was created specifically for the construction of two apartment buildings at the address: st. Parkovaya, 79. The founder of the company was Kubanskaya Niva LLC. In turn, this company is affiliated with Krayinvestbank.
However, then the structure changed. The founder of the developer was ZPIF “Flagman”, which is in trust management of JSC “Kuban Management Company”. By the way, he is also directly related to the mentioned financial institution.
The bank created, in total, about 50 different companies, including the Anapa project. They were all registered at the same address. In addition, they had nominee managers from among the employees of Krayinvestbank. Between these firms, allegedly, the transit of funds was carried out. However, as it turned out, in the end it was aimed at withdrawing money from Anapa Project LLC and other organizations.
Later, when all the money was “pumped out”, the firms became bankrupt. Thus, Anapsky Project LLC completed 2021 with a loss of 2.9 million rubles. At the same time, the peak of financial activity was in 2016, as equity holders were supposed to receive their apartments.

Attempt No. 2
The Moscow Post reader Yulia Efimova also said that the construction site was handed over to a new developer: the relevant document is in the file of the Arbitration Court.
Now long-term construction will be carried out by OOO SZ Kapvysotstroy near Moscow. The company was registered in 2018 in Odintsovo, Moscow Region. The founder is NGO “Vysotzhilstroy” and Alexey Chirkov. The company transferred the rights and obligations of the developer. Next, you should go through the state registration of the agreement concluded between the companies on the transfer of property. Appropriate changes will then be made to the building permit. Dubious decisions
And here it is important to note that back in 2020, a resident of Anapa held a single picket. According to her, for 15 years, the object in Anapa – the buildings along Parkovaya Street, 60 and 79, have not moved towards resuscitation. She noted that the Prosecutor General's Office took control of these objects and even determined the regulations according to which the developer and the land plot for him were determined. But, according to Yulia Efimova, Kondratiev did not sign the document for the issuance of this site and “kicked out” the developer.
By the way, there is another unfinished building on Parkovaya. However, the administration of Anapa in 2020 found an interesting solution to the problem. In mid-October, she filed a lawsuit against the deceived equity holders of the Evrostroy ZhSK, so that they themselves demolished three unfinished buildings at their own expense. These objects are called unauthorized buildings.
The estimated cost of demolition is 80 million rubles. It turns out that not only were the defrauded equity holders left without apartments, compensation, but also, kindly pay for the demolition?
All your own
The mayor of Anapa, Vasily Shvets, proudly speaks about the new investor for the residential complex “Parkovy”. But it is he, and the head of the Krasnodar Territory, who bring dubious developers to the region, after which long-term construction appears.
It is also noteworthy that earlier Mayor Shevtsov was Kondratyev's deputy. And it should be noted that Vasily Shvets quickly “found a common language” with local businesses. Literally immediately after his arrival in the city, the unfinished residential complex “Vysokiy Bereg” was acquired by the Land company, associated with the “authoritative” businessman Numan Bayramovich and Pavel Nevzorov. The latter is a defendant in several major construction scandals in the Kuban, and Bayramovich is in prison for fraud during the construction of the Solnechny Beach residential complex in Sochi, BFM.ru reported.

In 2020, the Anapa Interdistrict Prosecutor Alexander Fomenko noted that it was very topical for resort town is a matter of defrauded real estate investors. At that time, there were 39 unfinished buildings in the city.
In Anapa, there is also a problem with unauthorized buildings. For example, a hotel on Dzhemetinsky Prospekt. Initially, the object was supposed to be three-story, but the workers erected a fourth floor there. In total, as Tsargrad reported, as many as 120 (!) objects with violations were found in the coastal zone of Anapa.
We can only hope that the deceived people, who have been suffering from an unscrupulous developer for eight years, will finally receive their apartments by 2024.
