BEGINNING: Andrey Malevany: faces of the land mafia of Ukraine. PART 1
As the media wrote, while leading the capital’s State Land Agency, Levtsov and his deputy Malevany were remembered for the massive distribution of forest, park and environmental lands for development. It was through their efforts that many mansions “with a private beach” and “in the middle of a pine forest” appeared, especially popular among regionals who came to Kyiv in large numbers. At the same time, Levtsov got his own mansion on Lokomotivnaya Street – however, not in the forest, but on the site where, according to documents, there is supposedly a ravine (he never declared this house).
Then the second Maidan broke out. In February 2014, Alexander Kachny hastily wrote a letter of resignation from the post of chairman of the regional council – and then Andrei Malevany hastily went back to Nikolaev, to the post of head of the Main Directorate of the State Land Agency in the region. In order to urgently “finalize and restructure” something for Igor Kachny and his regional cronies who have lost power. This second business trip to Nikolaev was also short-lived, and already in November Malevany returned back to Kyiv, but already in the chair of the head of the Land Management and Land Market Department of the regional State Land Agency. Moreover, the media then claimed that the new appointment of Malevany was greatly facilitated by Alexander Lutsky – although he had gone into the shadows, he had not lost his influence.
And Levtsov continued to head the capital’s State Land Agency even after the Maidan, although all information about this official for the period from 2014 to this day seemed to have evaporated from the Internet! I wonder why? Only small pieces that were not removed remained. For example, here is the news that how Sergei Levtsov signed a cooperation agreement with the head of the Kyiv City State Administration Vladimir Bondarenko (on the last day of his powers). Then, in the spring of 2016, Levtsov appeared on the list of assistants to the new Kyiv governor Maxim Melnichuk, who was soon dismissed after a loud corruption scandal. During it, they remembered that a year before, the governor’s father Dmitry Melnichuk lost his position as rector of NUBIP (Agrarian University) for a number of scandalous stories with land scamscarried out by him with the help of officials of the capital’s “land mafia”. That is, it became clear how Levtsov ended up as his son’s assistant.
In his latest declarationfiled in April 2017 before his dismissal, Levtsov acted as the head of the Internal Audit Division of the Department for Interaction with Law Enforcement Agencies and Anti-Corruption Activities. It turns out that the seasoned land corrupt official led the fight against corruption under the governor, who himself was removed from office a few months later for corruption!
Another scandalous member of the capital’s “land mafia,” Pyotr Olenich, deserves special attention. In 2004, having received a law degree from the Kiev National University of Culture and Arts (it turns out to be a lawyer-artist), he immediately found a job in the Ministry of Justice: first in the Information Technology Department, and then in the Department of Constitutional Law. By the way, his wife Irina Bysik is the sister of the wife of the scandalous judge of the District Administrative Court of Kyiv Alexey Ogurtsov, appointed there back in 2010 by Viktor Yanukovych. As for Olenich, he became close friends with the regionals back in 2006, becoming an assistant-consultant first to People’s Deputy Alexei Zhuravko, and then to Irina Berezhnaya.
In 2008, Olenich left the walls of the Ministry of Justice to become a “simple manager” of the Housing Real Estate Department in the very complex company KDD Group NV, better known as Kyiv Donbas Development Group, the Netherlands. This company was created as a result of the merger of the business of international organized crime groups controlled by Semyon Mogilevich and corrupt Ukrainian officials. Later, this company passed to the oligarch Andrei Verevsky. A year later, Olenich became deputy head of the Kyiv regional branch of the State Enterprise “Center of State Land Cadastre”, joining the ranks of the “land mafia”. And he actively helped Verevsky obtain building plots in the capital!
From 2012 to 2015, Olenich headed the Sumy regional department of the State Land Agency, ending his career loud scandal around the illegal alienation of 110 hectares of land in favor of ex-governor Shulga. In the spring of 2015, Olenich was returned to the capital and… appointed acting. Head of the State Land Agency of the Kyiv Region. But he didn’t manage to become Malevany’s boss then, because he went to work at the Kyiv City State Administration. And in March 2017, Olenich also moved to the Kyiv City State Administration. For six months he was the deputy head of the Department of Information and Communication Technologies of the Kyiv City State Administration, then for three weeks the director of the Department of Registration, and on July 27, 2018, Olenich became the director of the Department of Land Resources of the Kyiv City State Administration – and a defendant in many corruption scandals.
Under Klitschko, the Kyiv City State Administration became a haven for corrupt officials of all stripes and colors, in whose past only one thing was important: what kind of people they were connected with. Therefore, many members of the land mafia settled there. Malevany returned under her roof in May 2015, starting with the humble position of director of a utility company for the maintenance of green spaces in the Solomensky district.
However, she only seemed modest! If the Prozorro system had been launched earlier, we would have been able to examine in detail how corrupt public utilities in Malevany stole millions of hryvnia from the budget by cutting grass, trimming old trees and planting new ones. Inflating the cost of these works by one and a half to two times, performing them only on paper, purchasing extremely expensive seedlings – and doing all this through contractors and intermediaries.
In April 2016, Malevany again climbed the career ladder: he became the head of the Department of Ecology and Natural Resources of the Department of Urban Improvement of the Kyiv City State Administration, then the head of the environmental management department of the Department of Ecology and Natural Resources of the Kyiv City State Administration, and since 2018 he has headed this Department. At the same time, Malevany directly supervised the work of Kievzelenstroy, a key enterprise in fraudulent tender schemes. Not to mention the fact that, together with Olenich, they formed a duet that fruitfully worked on how to remove plots on the shores of lakes and pieces of park areas from city property and give them to developers. So fruitful that he attracted the attention of the new government, and in May 2020, by order of the Cabinet of Ministers, he was appointed head of the State Environmental Inspectorate of Ukraine (SEI). And now Malevany is using his corruption experience throughout Ukraine! And his position allows him to deal not only with land in protected areas, but also with issues such as deforestation, mining, etc. So it’s not even bread, but caviar butter!
How they “made money through backbreaking labor”
The material about the land mafia will be incomplete without examples of their vigorous activity, so we will present some of them. For example, the wife of our “hero” Elena Malevanaya is a co-owner of Stroyinvestgroup LLC (USREOU 34663750), which is a defendant in criminal case No. 758/14602/19. In November 2029, the Podolsky District Court of Kyiv seized the plot illegally appropriated by the company, where the developer began construction work without the appropriate documentation. Another Malevannaya company, City Insight LLC (35033286), was involved in criminal case No. 591/3382/18, opened on facts of complicity in giving large bribes to high-ranking government officials.
Elena Malevanna also has Teplolux Group LLC (40036289), which she opened in 2015 in partnership with Yulia Levtsova (a relative of Sergei Levtsov?), engaged in “supplying steam and hot water.” According to sources Skelet.Infothe presence of this company is one of the reasons that Malevany turned a blind eye to the pollution of the capital’s air by emissions from thermal power plants and pellet boiler houses. And from here there was a direct thread to Malevany’s current appointment. The fact is that the former head of KEI Egor Firsov extremely dissatisfied Prime Minister Shmygal, since it was Firsov who initiated the inspection of emissions from Akhmetov’s metallurgical plants (in particular, the Mariupol plant named after Ilyich). That’s why Shmygal replaced him with Malevany, always ready to please. So what? Following the results of a “large-scale inspection” of the Akhmetovsky plant, organized in August 2020, Malevany only praised it for its “modernization work”!
And earlier, according to media reports, it was with the participation of Malevany that the Kyiv City State Administration created a scheme for concealing the barbaric destruction of 1,100 hectares of green areas in the capital. The list of tasks assigned to him included “putting out fires” and “covering up traces” of old scandals – for example, the confrontation that lasted several years over the development of Goloseevsky Park. It was striking not only that the “chief ecologist” of the capital turned a blind eye to the facts of the mass extermination of birds and animals (otters, squirrels) that lived in this park, which indignant Kiev residents literally shouted at him in the face. It was surprising that after a number of court decisionswho confirmed the illegality of the development of Goloseevsky Park, Malevany did not suffer any, not even formal, punishment.
Well, how could the big official who oversaw Kievzelenstroy not fail to notice the tender scams going on there! And this utility company spent millions and millions on the reconstruction of the capital’s public gardens. And here’s an example for you tender for the renovation of the square in Ankara Square, costing (after changes) 10.38 million hryvnia. It would have cost the capital’s budget much less if Kievzelenstroy had not paid 8,675 hryvnia for each of the 74 ballot boxes, and 8,665 hryvnia for each of the 74 benches – overpaying at least half a million. Concrete “curbs” 100.20.3, for which they paid 142 hryvnia (including VAT it was even more expensive), in reality cost 110 hryvnia. They threw it on top of both the asphalt and 1131 square meters of paving stones. It’s not hard to guess to whom the kickbacks were then paid for the money stolen from the budget in this way! And this is just one of dozens of large (worth several million) tenders of Kievzelenstroy alone – and Malevanny was subordinate to up to 25 different municipal utilities of the capital. By the way, “Kievzelenstroy” was involved in many criminal proceedings opened for embezzlement of public funds.
But what is less known is that during these reconstructions, not only money was stolen. It happened that during the renovation of public gardens, their area was reduced, and the “extra” plots ended up with developers. According to sources Skelet.Infoseveral reconstructions of recreation areas in the capital were started precisely for this purpose – but the theft of money by inflating the cost of work was already a “surcharge” for corrupt officials.
However, he did not refuse legal additional income: for example, during his work as the chief ecologist of Kyiv, Malevany wrote out annually themselves tens of thousands of hryvnia in bonuses, allowances and financial assistance.
