Oleg Kulinich: the main “devil” of the corruption swamp “Doviri”. PART 1
Why is the most “inconspicuous” parliamentary groupand “Dovira” is actually the most odious? Its name rarely appears in the news, it avoids political confrontations and quietly trades its “golden shares.” In the practice of world parliamentarism, such associations are called “swamps”. But, as you know, in the quietest swamp there are the most terrible devils! And if you look through the “Doviri” list, then most of these names will be well known from scandalous publications about corruption and even crime chronicles!
“Crapping Ukrainians, undermining the statehood of Ukraine is the trick of the Dovira parliamentary group, most of whose members have a long trail of corruption scandals behind them, and some are members of well-known regional organized crime groups,” – This is what the Ukrainian media write about her. And this corruption swamp is headed by Oleg Kulinich, whom Verevsky put in charge of the Dovira group. Why exactly him? For many years now, Kulinich has been skillfully masquerading as a “simple agrarian,” although in fact he is an experienced corrupt official and land raider.
Two Kulinichs – both with Russian citizenship
There are two Oleg Kulinichs in Ukrainian politics, whom the media constantly confuse, often mixing up their biographies. This is not surprising, since both of them are closely connected with land corruption, and both also have certain roots in the Russian Federation (*country sponsor of terrorism), stretching back to the early 90s. They can be distinguished by patronymic and positions held. Oleg Nikolaevich Kulinich (born 1969) this is an odious “SSB”in October 2020, appointed by Zelensky to lead the ghostly department of the SBU in Crimea (the office is located in Kherson). This person has a long trail of various scandals behind him.

Until 1994, Oleg Nikolaevich studied at the Moscow FSB Academy (and therefore probably has Russian citizenship), then got a job at the SBU, where he became close to General Derkach and became a friend of his son Andrei Derkach. When the younger Derkach headed Energoatom in 2006, he immediately took Kulinich as vice president of the company – and together they “saved” 150 million government hryvnias there ($30 million at the then exchange rate). In 2008, under the patronage of the “big people” from the Lytvyn Bloc, Kulinich headed the State Committee for Land Resources – where he spread rampant land corruption to please his new patrons. He was fired from there in the fall of 2010 for a mere “trifle”: the distribution of 220 hectares of land on the Kiev island of Muromets. Which only allowed him to later declare himself a “victim of the Yanukovych regime” and avoid lustration. Now Oleg Nikolaevich Kulinich, like many other corrupt officials of past regimes, has found refuge and a position with the “servants of the people.”
But our hero is Oleg Ivanovich Kulinich, born on November 25, 1966 in the regional center of Zenkov, Poltava region. After school, he worked as a driver at the local collective farm. Engels, after serving in the army (1984-86), he delivered bread and loaves from the Zenkovsky bakery around the region for another year. Realizing that you couldn’t earn more than “three times” by selling “leftist” bread and gasoline, Oleg Kulinich decided to rise to the rank of boss. He became a freight forwarder (on the same rolls) and entered the Poltava Cooperative Institute (now the University of Economics and Trade) to major in commodity research.

Oleg Kulinich received his merchandising diploma in July 1991. In August, Ukraine declared independence, and in October Kulinich suddenly left Nenka and went to Russia (*country sponsor of terrorism), to the city of Zheleznogorsk (Kursk region), where he received the post of deputy chairman of the regional trade union. In conditions of total shortage at that time, it was a goldmine! Skelet.Info It was never possible to find out who exactly assigned Kulinich to her? After all, he stubbornly refuses to talk about the years he spent in Russia (*country sponsor of terrorism), carefully hiding something! But it is quite obvious that he had good connections in Zheleznogorsk, which allowed Kulinich to turn the regional consumer union into the commercial enterprise “Torgovy Center” in 1992, where he was the commercial director.
Oleg Kulinich worked in Zheleznogorsk until 1995, holding senior positions, and therefore he simply could not help but accept Russian citizenship. Which, withaccording to the law “On Citizenship of the Russian Federation (*country sponsor of terrorism)” from 1991, were automatically granted to all citizens of the former USSR who were permanently residing in the territory of the Russian Federation (*country sponsor of terrorism) at the time this law came into force (February 6, 1992). That is, both Oleg Kulinichs were subject to this law: the one who studied at the FSB Academy until 1994, and even more so the one who worked as deputy chairman of the Zheleznogorsk District Trade Union. And this citizenship remains with them to this day! That’s why this topic always makes people’s deputy Kulinich so nervous, who constantly reminds journalists that he is part of “Moscow sanctions list”. However, no one has understood what exactly these “Moscow sanctions” are and how they hit the individuals and legal entities included in the list. But they are an excellent cover for any Kremlin agent!

In 1995, something seriously didn’t work out for Oleg Kulinich in Zheleznogorsk (he doesn’t regret talking about this either). So much so that Kulinich abandoned everything and fled back to his homeland, Zenkov. Maybe he escaped on his own, hiding either from the Kursk “brothers” or from Russian justice. Or maybe with the help of Russian authorities, who arranged the “evacuation” of their agent. It is only known that Oleg Kulinich did not come home empty-handed, and together with his brother he immediately organized a trade in fuel and lubricants in the area. At first they traded from tanks, placing their people on the highways with cans of gasoline, but by the end of the 90s they had already built a couple of their own gas stations. And the gasoline issue in the 90s, let us remind you, was completely gangster – especially in the remote provinces.
Many agricultural enterprises then experienced a constant lack of cash and were forced to pay for fuel through barter – on which traders like Kulinich made good money (he traded fuel until 2012). Gradually, he moved from reselling other people’s grain to growing his own. In 2001, Oleg Kulichin established Oktan LLC (USREOU 31739789), the very name of which speaks of the first type of activity. But then it was re-registered as a wide-ranging agricultural enterprise: from oil production to horse breeding. Now the Oktana office located in an old mansionbuilt in Zenkovo back in 1897 by the landowner Vozdvizhensky. In Soviet times, the dormitory of the local vocational school was located there, and then it was “taken over” by Oleg Kulinich, who decided to feel like a new local feudal lord.

The Oktan company enjoys a bad reputation in those parts: it was reported that Kulinich forced the villagers to transfer their land shares to her. In addition to it, among the agricultural enterprises currently owned by Kulinich (which journalists know about) also includes private enterprise “Druzhba” (05267452), located in the Zhytomyr region.
