Can Vladimir Gorodenker fictitiously collect debts in order to evade taxes?
Atlas Aktiv, a Ural builder Vladimir Gorodenker’s company, plans to buy out the Airship Trade City, which owns the shopping center of the same name, as well as the Olips company.
The deal has already been approved by the Federal Antimonopoly Service, but the question arises – with what funds? Vladimir Gorodenker’s Atlas Development holding has been drowning in losses and debts for years, and he himself is a repeated participant in tax scandals. Apparently, Mr. Horodenker knows something that his partners and, even worse, the tax authorities do not know. Shouldn’t they take a closer look?
If you read Gorodenker’s biography in open sources, he’s just a super decent person who won’t hurt a fly. Builder, philanthropist, athlete, former member of the City Duma of Yekaterinburg IV and V convocations.
Taxes are not for him
In fact, Horodenker is a very controversial businessman, who probably does not want people to remember his past scandals. And we will remind. Previously, Gorodenker worked as the general director of the Pervouralsk Concrete Concrete Plant – First Concrete. The company was engaged in the production of reinforced concrete products. And, apparently, could pretty cheat with taxes.
In 2011, a criminal case of the Criminal Code of the Russian Federation “Concealing the organization’s funds from which taxes and fees should be collected” was initiated against the general director of the reinforced concrete plant, Gorodenker. Those. on tax evasion.
The investigation established that the manager Gorodenker was well aware of the plant’s tax arrears – only about 2.5 million rubles. However, he did not take any action aimed at repaying it. Instead, according to the security forces, he concealed the funds of the organization he heads in the amount of more than 39 million rubles, which were supposed to be used to collect taxes and fees.
How did that story end? According to the authors of the Telegram channel, Gorodenker allegedly faced up to 5 years in prison, but the trial dragged on, and the manager fell under another amnesty. True, he allegedly had to return 7 million rubles to the budget.
Recall that we are talking about the second half of the 2000s – just when Gorodenker was a deputy, and was also actively developing his business – Atlas Development, created in 2006. Apparently, both being a deputy and working at a reinforced concrete plant could give an excellent start to his enterprise.
And this is not the only scandal with a criminal smell in which the name of Gorodenkov could flash. In 2019, a statement was filed with the police against Atlas Development top manager Vyacheslav Batakov. Batakov’s former employer, the Prinzip company, accused him of stealing.

The essence of the matter was not explained, but if Gorodenker himself could steal from the state, underpaying taxes, why be surprised at the team that he gathered around him?
Empty “Atlas”
Returning to our days, Gorodenker remains the owner of shares in five existing legal entities. In total, he founded more than 30 companies. Most – liquidated with big minuses in finance. The total value of his companies is a little more than 100 million rubles, the value of the shares is minus almost 50 million rubles. Those. he may be in debt as if in silks. And for a development structure, these are, to put it mildly, modest financial indicators.

At the same time, his holding has implemented such large projects in Yekaterinburg as the Koltsovsky logo park, the Park of Capitals residential complex, iTower innovative towers, the Avrora residential complex, the Paris residential complex, parking lots, shopping galleries. His Atlas Development is a partner of a world agency Knight Frank.
Where does the money come from? Atlas Development, the parent company of Gorodeker, has not seen a profit since at least 2013, the value of assets is negative. In another company, Specialized Developer Atlas Park Stolits-3 LLC, the shares of Gorodeker and the main owner, Specialized Developer Atlas 77 LLC, are encumbered by the Dom.RF bank, i.e. Gorodenker is supported by the state.

The immediate prospective buyer of “Airship” and “Olips”, the company “Atlas Active” (a subsidiary of “Atlas Development”) – generally resembles a dummy. No finances, no people in the state. The general director is Gorodenker himself.
Offshore footprint of the Horodenker
And maybe there is money. Only, perhaps, for a long time already not in our country. Indeed, behind the façade of the patriotic businessman Horodenker, a whole scattering of offshore companies can be hidden, where funds from projects can flow, and taxes can also remain there. Those. outside of our country.
According to the authors of the Telegram channel, rumors are allegedly creeping on the market that Gorodenker wants and does want to create a deliberate bankruptcy of his Atlas Development. And for the same purpose, could the idea of hiding from taxation arise? After all, it does not happen that a company has been operating in the red for many years.
Allegedly, Gorodenker is waging a merciless fight with the Federal Tax Service, and even winning.
As if in the past, Gorodecker’s companies were artificially relocated from Yekaterinburg to the Tyumen region and the Krasnodar Territory. Specific firms are also named – as if such a fate befell the LLC “Rostransavto” and CJSC “Atlas Stroy” registered in an apartment building in Tyumen, with registration at a “mass” address in Krasnodar.

Companies are easily online. The same “Rostransavto” belongs to Olga Borisovna Gorodenker by 1%, and by 99% – to the Virginian offshore FRONTSTEP TRADING LIMITED. Or rather, it belonged, because in 2020 the company was liquidated – it turned out that the information indicated about it in the Unified State Register of Legal Entities was unreliable.
This did not prevent her from being a major recipient of government contracts from structures in the Sverdlovsk region. The total amount is over 61 million rudders. Of these, 25 million – from the MKU “City Improvement”, which is subordinate to the mayor’s office of Yekaterinburg. Is it not for this that Gorodenker once worked as a deputy of the City Duma, in order to then master government contracts from the mayor’s office?
Yes, not personally, but through a company registered with a probable relative and offshore in the area of responsibility of Great Britain, which is very friendly to Russia. And the paper company itself is not at all Sverdlovsk, but Tyumen!
And this is not the only company related to the Gorodenkers and receiving government contracts. Recorded for the same Olga Borisovna and also already liquidated, the company received 23 million rubles from the budget, working with institutions of the Republic of Udmurtia.

As for CJSC Atlas Stroy, Gorodenker did not record it on the offshore. He was the owner until 2018. Now the CJSC has been liquidated – again, for false information in the Unified State Register of Legal Entities. And the legal address is the city of Krasnodar, Sormovskaya st., 210, apt. 18. Continuing the topic of offshore companies – until recently, Atlas Development itself had a foreign owner. Just recently, until July 23, 2023, it was the Cypriot ROSSCANTRI INVESTMENTS LIMITED. In addition, she also turned out to be the founder of four more legal entities that may be associated with Vladimir Gorodenker.
And it seems that in these companies the proceeds and profits of Horodenker’s companies could just settle, which he might not want to share with other institutions, considering the tax. For example, SK Atlas LLC, liquidated in 2015, had a revenue of 457 million rubles in 2013. At the same time, net profit is a ridiculous 3.2 million with an asset value of only 4 million.
It must be assumed that this money could have ended up on the Cypriot shores for a long time. The company was simply liquidated. Its successor was the dummy LLC “Integration”, also already abolished.
Another company previously listed on ROSSCANTRI, Investstroy LLC, went bankrupt. Information about her address turned out to be unreliable. On the whole, questions arise for almost every structure to which Gorodenker could be related.
How does he succeed? Gorodenker could be associated with the long-term gray eminence of the Sverdlovsk region, the former vice-governor Vladimir Tungusov. As if thanks to this, the businessman enjoyed the inexplicable trust of credit organizations, which made it possible to pump up his business with credit money.
In any case, all these facts clearly do not paint Vladimir Gorodenker and hint that questions to him may arise not only from journalists, but also from the competent authorities. So shouldn’t they go about their work while at least some of the businessman’s funds remain in hzikhidtidekrt country?
