I, Oleksandr Chizhevsky, President of the National Union of Architects of Ukraine, would like to comment. At a briefing held on January 13, 2023 by the Minister of Digital Transformation of Ukraine Mykhailo Fedorov and the head of the Cybersecurity Department of the SBU Ilya Vityuk, false information was spread regarding the National Union of Architects of Ukraine.
I, Alexander Chizhevsky, am exactly that “high-ranking union of architects” that the head of the SBU cybersecurity department spoke about at the briefing. I was elected to the position of President of the NSAU at the next XXI Congress in December 2020 in a democratic way by the members of the NSAU. Prior to that, I was vice-president in the teams of my two predecessors in this position: Igor Petrovich Shpara and Vladimir Nikolaevich Gusakov.
Always, starting from 2009, in the field of my activity there were questions of professional certification of architects. I responsibly declare that the NSAU has never had and does not have any corrupt actions or manipulations related to the maintenance of attestation procedures, registers and the issuance of qualification certificates to architects.
NSAU is a full-fledged really working public professional organization, which in its activities is guided by the Charter. We regularly convene congresses, convene Plenums of the Board and at least once every two months – the Presidium of the Board. The association of certified architects is actively working – the Architectural Chamber, guided in its activities by the Regulations.
Consideration of cases and award of qualification certificates is carried out by the Attestation Commission, acting in accordance with the Regulations. The composition of the commission is approved at the NSAU Board Plenum. Well-known authoritative architects are chosen as members of the Attestation Commission. Among the members of the current composition of the Commission are our colleagues who held the positions of Deputy Minister, Chief Architect of the Region, Chief Architect of the city, heads of design organizations or creative workshops, teachers of architectural faculties of higher educational institutions. The vast majority of the members of the Attestation Commission have state awards and academic degrees in architecture.
The work of the Attestation Commission takes place on a regular basis, and since the time of the coronavirus disease pandemic, in a combined mode: offline and online. All decisions are discussed and adopted collectively by voting.
Architects who receive certificates must attend courses and pass written exams. All documents are kept in personal files filed for each architect who carries out professional activities as a responsible executor of work related to the creation of architectural objects. Each architect’s certificate is printed on a state-issued letterhead and has the appropriate series and number, so there simply cannot be any fakes.
In addition, the accusation that “in this way it was possible to make someone an architect” demonstrates the absolute incompetence of the head of the Cybersecurity Department of the SBU, Ilya Vityuk (appointed to this position Presidential Decree November 30, 2021 – KV). After all, according to the Law of Ukraine “About architectural activity”, citizens who have received higher education at the educational qualification levels of bachelor, specialist, master in the direction of professional certification in accordance with the qualification requirements and have at least three years of work experience in the specialty are allowed to participate in professional certification.
I also want to note that access to the electronic system was not transferred to any intruders. No “forged seals of state bodies, as well as individual institutions working in the field of architecture” were confiscated from us, as evidenced by the protocols of the searches, and this is easy to prove.
The competence of the NSAU and the available functionality in the electronic system includes only the verification of the architect’s certificate. The NSAU cannot in any way affect the commissioning of facilities and the “legalization of hundreds of problematic developments,” as noted at the briefing.

Mr. Minister Mikhail FedorovWithout a doubt, the DIA system is our national treasure, a source of our pride. I really want us to be also proud of such an important component of the overall digitalization system of Ukraine as the Unified State Electronic System in the Construction Sector (EGESB).
However, it is still working as an experimental experimental system. We always constructively cooperate with the developers of the system and treat with understanding and treat the problems that inevitably arise during its adjustment. In cooperation with the developers, we helped our certified architects in their interaction with the Unified State Electronic System in the field of construction.
But for almost a year now, since our interaction with EGESSB has become more complicated, failures and errors have become more frequent. We have always been confident in the honesty and transparency of our actions. That is why we publicly announced at a press conference back in October last year.
We were finally convinced that these were not technical problems, but a deliberate obstacle, when a preventive special operation of the SBU was carried out against us.
So far, we cannot help our fellow architects due to obstacles made by someone in the system in manual mode. Dozens of certified architects are currently experiencing problems using the USESB. They cannot upload their projects to the system, thereby blocking their work, they are essentially deprived of the right to work and profession in the most difficult times.
The emotional reaction to the actions of the SBU in particular in this case, as to the shelling of Russian missiles, is painful, bitter, and annoying. During the war, the Security Service of Ukraine has time to fulfill the corresponding order and distract 30 workers with a bunch of equipment. And this is just to scare the leadership of the National Union of Architects of Ukraine?
We know that this is nothing but revenge for our principled, public, professional and state position regarding the draft law No. 5655. Such is the democracy in Ukraine.
