The recently arrested Deputy Transport Minister Vladimir Tokarev may begin to testify. Law enforcement officers came up with new schemes of “black earnings” Reylyan, Krapivin and Usherovich. Officials and businessmen earned not only on state contracts and “cash out”.
also detained for fraud with contracts with Russian Railways, ex-Deputy Minister of Transport Vladimir Tokarev, who in 2016-2018 was the first deputy head of Spetstransstroy. Apparently Reilyan, being in court, testified against Tokarev.

At the same time, law enforcement officers may be interested in the fact that Reilyan knows not only the ex-deputy minister of transport, but also a lot of other interesting personalities whose activities are related to financial fraud. For example, the 1520 company, owned by Alexei Krapivin, Valery Markelov and Boris Usherovich, also carried out state contracts at the Eastern training ground. All of the listed persons are now defendants in the criminal prosecution in the case of embezzlement of funds for the construction of the highway and giving a bribe for patronage to Colonel Dmitry Zakharchenko – about this The Moscow Post wrote earlier.
“Spetstransstroy” and “1520” could work in cooperation, including in the interests of the former head of the Russian Railways Vladimir Yakunin, whose father Alexei Krapivin Andrey worked for a long time as an adviser, and the vice-president of the state-owned company Oleg Tony. At least, as he writes RBCthe change in the leadership of Spetstransstroy in 2019 is not connected with the failure to meet the deadlines for the construction of the BAM, all this suggests that Reilyan tried to hide from the security forces – it did not work out.
Do not have a hundred rubles, but have a hundred debtors (or Kopeyka saves a ruble)
So, Aleksey Krapivin, who is now a fugitive from justice, as it turned out, is involved in another scam – he is related to the structure for issuing microloans “VIVA Money”. This company has repeatedly become a defendant in stories about how people who did not contact it, from somewhere formed a debt to it – the online publication wrote in detail about this 29.RU.
Under the brand “Viva Money” the firm “Center for Financial Support” worked. This company is owned by the Cypriot offshore Guinford Management Ltd. Most of it is in the hands of Roman Mironchik. The remaining share belongs to seven individuals and two other offshore companies.
Mironchik is a co-owner of the Bakhrushin House office complex and the Solnechny II shopping center in Moscow. Mironchik and Krapivin are both related to the now liquidated Avangard LLC, where they were listed as founders.
In addition to Mironchik, shares in the Cypriot offshore are owned by Roden Capital Management Ltd, owned by Roman Pivovarov and Denis Uchaev. Both of them are also related to Farm Sima LLC – their shares are equivalent to the share of Dmitry Meystrenko, who, in turn, is associated with Krapivin in the construction business – wrote “Kommersant”.
Another person whose last name is listed offshore is Alexey Pugachev. As reported “General Newspaper” the latter “is called a business partner of businessmen Boris Usherovich and Valery Markelov, who are also associated with Alexei Krapivin.”
Mironchik and Krapivin, as it turned out, are related to her one microfinance organization, Finpoint. It was also established by offshore Guinford Management Ltd.
So the people associated with Russian Railways contracts have far from one source of income. It’s hard to say how deep Reilyan and Company’s networks go. How much more law enforcement will find largely depends on how talkative Tokarev will be, and whether Reilyan, who is still under investigation, will not split.
However, all the people in question have schemes for withdrawing money, apparently, have been worked out.
For example, Vladimir Tokarev came up with a method by which he withdrew 6 million rubles from his own enterprise. The company “TD Trust Capital” owned by the businessman lent them to the company “Tupolev Estate 4”, also owned by Tokarev. After that, “TD Trust Capital” assigned the rights of its debt to the company “Glavstroyinvest” (GSI), which also belongs to Tokarev.
And at the same time, she assigned the right to claim the debt to a certain Ruslan Shlionchak, along with the right to apply to the Arbitration Court. Shlionchak turned to him and collected 6 million rubles from Tupolev Estate 4, which he received in May. And in July, the GSI filed a lawsuit against Tupolev Estate 4 to recover money from it. Which, of course, I didn’t get. Why this comedy?
And everything is very simple! The money was withdrawn from Tupolev Estate 4 to a private person and cashed out. Shlionchak is considered a lawyer for the Tokarev family. So the money could be in his pocket.
This scheme involved persons who are affiliated with each other. Shlionchak was the receiver of the firm “Yauza Estate”. And its founders were Vasily Bilokha and Yevgeny Nedosenko. The first is the founder of Tupolev Estate 4, and the second was previously the general director of Tupolev Estate 4, and now works for Spetstransstroy. How many more similar schemes does Vladimir Tokarev have?
When Vladimir Tokarev came to work at Spetstransstroy, the GSI immediately signed a contract with her for 631 million rubles. It was soon torn apart. GSI remained owed 523 million rubles. Naturally, no one was going to give them away. Now the GSI is in a state of bankruptcy.
Recently, the media began to write that the Moldovan scheme called “Laundromat” has exhausted itself. They say all the participants are identified. Apparently, this is not the case. The case is just starting to unravel.
