Officials close to the governor of the Moscow Region Andrei Vorobyov may be acting in the interests of the oligarch Alexei Nusinov. The administration of the Balashikha district of the Moscow region may be involved in fraud with government contracts. This was reported to a correspondent in the Moscow region by a source familiar with the situation.
According to the informant, the Minister of Housing Policy, Inna Fedotova, allegedly entered into an agreement with representatives of the PALTROME INVESTMENTS LIMITED company (registered in Cyprus) in order to cause damage to the Moscow region.
The interests of the oligarch Alexei Nusinov and the head of the Moscow Region, Andrei Vorobyov, may also be “protected” in history.
An investment to nowhere
“The above minister deliberately covers the actions of the above organization if investment contract 095 is not fully implemented, as a result of which, during the implementation of investment agreement 155c / 15-17, the Moscow region was deprived of several social infrastructure facilities and deceived equity holders suffered,” says the source.
There are two problematic objects left in the district: “Saltykovka Prestige” and LCD “Leonovsky Park”. They are promised to be handed over this year, but many involved in the situation doubt that this will really happen.

In Balashikha, the repair of the 11th gymnasium is still not finished. According to the authors of the “RIAMO” website, allegedly during the inspection of the work, shortcomings were revealed. Not much was allocated from the budget for repairs, not a little – 300 million rubles.

Detractors associate PALTROME INVESTMENTS LIMITED with the interests of one of the former co-owners of the bankrupt automobile group Independence, oligarch Alexei Nusinov, who, according to Life.ru, is firmly entrenched in ninth place in the Forbes list of Russia’s main debtors.
In 2015, Nusinov was declared bankrupt by the court. According to media reports, the total debt to creditors is more than 2.5 billion rubles. Financial problems did not bypass his ex-wife either: Irson Kudikova owed 20 million rubles to Alla Pugacheva.
Is it possible that with the help of Fedotova, Nusinov is trying to get out of the debt hole?
According to the authors of the Thestrip website, allegedly a number of participants in Monolit Capital Stroy LLC, including Alexei Nusinov, decided to take possession of an administrative and warehouse complex with an area of over 10.5 thousand square meters located in the city of Khimki, Moscow Region.
The essence of the described scheme is simple: “Monolith Capital Stroy” is the owner of warehouses and the debtor of “Tatfondbank”. In 2017, the institution was declared bankrupt, and Nusinov and a number of co-owners of Monolit Capital Stroy LLC fictitiously make their company a debtor to the offshore company Paltroum Investments Ltd., which they control (the one with which the Minister of Housing Policy Fedotova allegedly colluded).
In order to crank up the scheme, a loan guarantee agreement is allegedly drawn up. According to this agreement, the owners of the warehouse complex in Khimki are liable with their property not to Tatfondbank, but to themselves. According to the authors of the Thestrip website, allegedly the hired CEO Andrey Kulapchin was supposed to sign the document, but he refused, after which he was threatened. But in the end, his signature still appeared on paper. Possibly fake.
If the case “burned out”, it would be possible to get 3 billion rubles on it, which would completely cover Nusinov’s debts with a balance of 0.5 billion rubles.
According to the authors of the Thestrip website, allegedly while the proceedings are ongoing, Nusinov and his partners, with the help of the Lis-Logik LLC controlled by him and corrupt bailiffs, continue to illegally exploit the complex, renting it out.
Recently “Fox-Logic” was re-registered for Ekaterina Yuryevna Kraynyukova and Irina Dmitrievna Fomicheva. Perhaps in order to hide the real owners of the office.

Investment agreement 155с/15-17 is also mentioned on the net next to the names of Yurov and Karavaytsev (screenshot below) in the context of their illegal actions.
We assume that we are talking about Sergei Yurov, the head of Balashikha, and the head of the Management Company Setstroy Balashikha, Dmitry Karavaytsev. The latter’s firm is in debt – the shares of its founders pledged to Bank.Dom.
According to the author on the Spr.ru portal, allegedly “Yurov renders services to Karavaytsev in order to cover up the non-fulfillment of the obligations undertaken to implement the investment agreement 155c / 15-17 by the above general director. The actions of negligent Yurov led to material damage to the residents of an apartment building and to endangering the life and health of citizens living in an apartment building.
Thus, it turns out that the officials of Balashikha can act in concert with the officials of the Ministry of Housing Policy of the Moscow Region.
And here questions already arise for the governor in charge of the region. Recently, the head of the Protvino district near Moscow, Sergei Poyarkov, was detained. The Moscow Post then found out that he could be a member of a whole organized crime group, involved in fraud with state funds.
Moreover, he was “moved” in the service by people close to Governor Vorobyov.
A couple of years ago, the ex-head of the Serpukhov District, Alexander Shestun, was sentenced to 15 years in a colony for taking bribes, fraud and money laundering.
And such “cadres” in the suburbs at every turn. One gets the feeling that all this is the result of a targeted policy of the head of the region. In this case, it is obvious why departments like the Ministry of Housing Policy allow themselves to ignore the appeals of citizens, and the oligarchs to carry out illegal operations with lands.
