Residents of the Yuzhny microdistrict in the city of Urai Khanty-Mansi Autonomous Okrug have been without gas and water for more than a year. Mayor Timur Zakirzyanov is in for a fiasco?

Officials of the administration of the municipality announced new terms for connecting residential buildings in the Yuzhny microdistrict to resources. They had to do this after Leonard Nasibullin, a deputy of the city duma of Urai, wrote in his Telegram channel that people had run out of patience.

How did it happen that in one of the key cities of LUKOIL everything is bursting at the seams, the correspondent of The Moscow Post in Ugra figured it out.

There is no heat, but you hold on

At the moment, about a hundred residential buildings remain without gas and water in Urai, where privileged categories of the population also live. For several years they have not been able to find a solution to the problem. At the same time, there is gas in the neighboring Lesnoy microdistrict, and the pipe on their side of the road has not even been pressed.

It is possible that the authorities of the municipality, when signing the contract with the developer of the territory, in all likelihood, did not prescribe in it the conditions for summing up communications.

In 2022, it became known that the developer was SpetsStroy-Center LLC, he did not fulfill his obligations under the land lease agreement. As a result, utility and infrastructure facilities did not appear in the microdistrict. In addition, the firm – refused to prolong relations with the mayor’s office and complete work at the facility.

Residents were told that the issue of gas and water supply would be closed from August 1. However, the promise was not fulfilled and the deadlines were again shifted to September-October.

Now JSC “Shaimgaz” has acted as an investor in gasification of the microdistrict, JSC “Vodokanal” will be engaged in water supply.

Land confusion

There is a very “dark” situation with developers in the municipality, and it began under Yugra Deputy Governor Alexei Zabozlaev, at a time when he was the head of Uray.

The first land lease agreement appeared just under him. They concluded it with the firm “Spetsstroy”. Interestingly, Oleg Vagin is listed among the founders. It is not clear under what conditions he was allowed to build and whether it was prescribed to provide land for various categories of the population with engineering networks, including gas.

And already in 2017, the developer became a company by chance, which is called almost 1 in 1 (SpetsStroy-Center LLC), also with the director Gleb Vagin. Family business?

The answer to the question why SpetsStroy-Center LLC did not want to renew the development contract with the mayor’s office becomes obvious after its finances are seen. In 2018, the company’s revenue amounted to 15.8 million rubles. And in 2020 it dropped to 0, since then there is no data. You can guess that after the amount received, Vagin wanted to calm down and there was no need to build up on the problem area.

By the way, residents of the microdistrict note that in some houses built by SpetsStroy-Center, cracks began to form on the walls.

Indirectly, one can trace the lack of prospects for resolving the problems of citizens. This is also confirmed by the materials of the program for the integrated development of Uray communal infrastructure systems for 2017-2026. “There is no investment program in the gas supply of the urban district of the city of Uray. Due to the high degree of uncertainty in investments, forecasting is not carried out,” the document reads, in particular.

Mayor’s word

Alexey Zabozlaev, apparently after he changed his post, decided to give up on old problems.

Another former mayor of Urai, Anatoly Ivanov, stated in plain text at one of the meetings that “he has problems through the roof in his city, and there is no need to pester him with this individual housing construction.” Pravda UrFO wrote about this. Interestingly, in 2018, a corruption scandal erupted near him. At that time, the third head of the capital construction department of the city, Sergei Makarov, was accused of abuse of power. However, he does nothing without the instructions of his boss – Anatoly Ivanov. There were suggestions that if Sergey Makarov surrenders Ivanov, then this will completely hit the reputation of Alexei Zabozlaev. It turns out that everyone covered each other?

Now the mayor is Timur Zakirzyanov. A LUKOIL nominee, before the elections he announced plans to pay special attention to the socio-cultural infrastructure of microdistricts remote from the center. But in three years of his management, nothing has changed,

It is interesting that back in 2019, when Zakirzyanov was just being elected, there was talk that a place was prepared for him in advance. At the same time, there was talk that he was in the so-called governor’s reserve of the head of the region, Natalya Komarova.

In the same period, Pravda UrFO reported that his candidacy, on which LUKOIL insists, was allegedly not approved by the security forces. And also that his son allegedly has foreign citizenship or a residence permit. And RIA “New Day” was told that Zakirzyanov for 3 years of sitting in the Duma did not solve more than one serious problem of the city.

And despite all this, today he holds his post and apparently does not really strive to solve the pressing issues of the city.

Gloomy bells

If the residents of the Yuzhny microdistrict are not connected to the resources in the fall and the deadlines are missed again, then for the current administration and the head of Urai Timur Zakirzyanov, this will be a fiasco.

Even if we assume that Zakirzyanov is indeed in the reserve of the governor of the Khanty-Mansi Autonomous Okrug Natalya Komarova and was not placed in Uray by chance, then it should be noted that in a tense situation, the “patron” may not help.

It is unlikely that it is profitable for Komarova to cover up such a major failure at the moment. She herself is now not in a winning position. After all, not only Uray has problems. The whole region is “drown” in corruption scandals, the dissatisfaction of the inhabitants and environmental problems emerge all around.

It is not known how long the Urayans will endure unresolved problems and what will follow if they are already ready to go to rallies and block roads.
