Law No. 2693-d “On Media” in Ukraine : what is known
As UNIAN reported, on August 30, the Verkhovna Rada of Ukraine adopted in the first reading the draft law “On Media” (No. 2693-d). 233 people's deputies voted for its adoption.
Deputy Chairman of the Committee on Humanitarian and Information Policy Yevheniya Kravchuk then said that “the media bill was voted in the first reading – this is another step towards Ukraine's accession to the European Union and establishing clear modern rules for the media market.”
She noted that in September they expect the conclusion of the European Commission, which is being prepared by experts from the Council of Europe, after which the committee will consider the amendments and vote in the second reading.
The MP noted that the bill provides, in particular :
- ban on the media of the occupying state;
- mechanism for combating hostile OTT services;
- procedure for forming black lists;

- reducing the regulation of procedural issues of the National Council;
- more liberal regulation of online media;
- each industry has its own body of mutual response.
Kravchuk noted that there is no reduction in the quota for the Ukrainian language on the air in the bill.
The bill provides that measures to respond to violations of the law in the field of media are an order, a fine, which are applied by decision of the National Council, as well as cancellation of a license, cancellation of registration by a decision of the National Council or a court, a ban on the publication and distribution of print media by a decision of the National Council or a court decision , a temporary ban on the distribution of online media by decision of the National Council or the court.
The bill also provides that in the event that the ownership structure is found to be opaque or does not meet the requirements of the law, such media must cease to exist.
Later, already on December 11, Kravchuk recalled that the bill “On Media” in Ukraine has been in the Verkhovna Rada for 10 years, and expressed the hope that in the end it will be adopted in the near future.
She noted that in in particular, that a very important point for Ukraine, which suffers not only from missiles, but also from “information bullets” of the enemy, including a separate ninth section in bill. It will operate during the period of aggression and has “stricter content restrictions against Russian propaganda.”
