New LCD “Akademik”: the seizure of land and no fraud
Urban problems do not want to leave the minds and hearts of the inhabitants alone Academtown. And not in vain, because the legality of the transfer of land, the very fact of the point construction and the current boundaries of the territory of the site raise questions.
We are talking about a land plot with cadastral number 38:36:0000029:21479, it is located on Staro-Kuzmikhinskaya Street in the immediate vicinity of houses 297B and 297V on Lermontov Street. The plot area is 12,035 square meters. Purpose – residential development.

At this place, the construction of elite high-rise buildings with a gorgeous view of the Angara has now begun – LCD “Academik”. It is planned to build two thirteen-story houses, one eleven-story and two two-story block sections there. Completion is expected in 2026. Here is the building plan:

And now a little history. The land on which the construction of a new residential complex is currently underway, previously belonged to the Russian Federation, was in perpetual (permanent) use of the Institute of Science and Technology of the Siberian Branch of the Russian Academy of Sciences. There used to be garages there. Academii sciences. But, according to our data, in the 2010s, the organization transferred the land to a private person with a change in purpose from economic to residential construction. In turn, this private person transferred the land plot to the developer under a lease agreement, which started work at the end of January.
So. This dubious firm received a lease of land and began to build apartment buildings on it, and, probably, it could not have done without seizing part of the land, although it is still not known for certain who authorized this. More on that below.
Construction began on January 28 and immediately at an accelerated pace. Work is carried out daily, including Saturday and Sunday, while the law prohibits noise on weekends and holidays. The construction brought to the life of the owners of houses 297B and 297V not only psychological and mental suffering, but also physical. They say that at the initial stage of construction, when preparing the foundation pit for the first house, vibration techniques and other equipment were used, causing strong ground vibration and vibration noise. Yes, such a force that the inhabitants of the house 297V, located in the immediate vicinity of the construction site (just a few meters), shook the glass in the window openings with a large amplitude, the walls, radiators, the floor in the apartments, and dishes trembled. The residents on the ground floor felt the delights of the construction especially strongly – a crack formed on the aquarium glass from a powerful vibration, and a leak began to flow. Such an impact can be compared with a five-point six-point earthquake.
These vibrations cannot be called one-time inconveniences (a pit with all the resulting digging for a week), which will be forgotten the next day, since such a continuous daily impact can contribute to the deformation of the foundation of the house, the formation of cracks in the foundation and walls of the building. This creates a threat to the safe and comfortable living of citizens in neighboring apartment buildings, their health and property. It is possible that additional funds for repairs will be required due to this impact. And this is only the preparation of the foundation pit for the construction of the first house, two more are ahead.

In addition, local residents claim that before and during the construction of the house, the builders illegally cut down nearby trees. On this issue, the owners of nearby houses even turned to law enforcement agencies.
These are not all the difficulties faced by residents. The fact is that the capacity of the road adjacent to the entrances of houses 297B, 297B and 333 was designed and calculated only for the residents of these houses. Accordingly, during the construction of the LCD “Academik”, where about 500 apartments are planned, the road will be actually blocked, and the exit to Starokuzmikhinskaya street to the bridge “Academic” is already difficult due to the daily flow of cars from other microdistricts.

Not only adults will suffer from the neighborhood of “elites”. Firstly, due to the construction of the residential complex, children are deprived of a playground. Second, both schools Academcampus – No. 24 and No. 19 – work in two shifts, and there are no empty places in kindergartens. The children’s polyclinic, located in the building of the polyclinic of the SB RAS, to which only half of the second floor was taken, cannot accept new children either.
With the commissioning of new houses of the residential complex “Academik” will raise the issue of building a new kindergarten, clinic, playgrounds and recreational areas.
In addition, in accordance with the project, for residents of the LCD “Academik” does not provide for a sufficient number of parking spaces, according to the plan there are only 111 of them. Another question arises: where will the residents of the other apartments of this complex park their cars? Recall that there will be five hundred of them. And we are still silent about the fact that one family often has not one, but two or even three cars. The law on this matter unequivocally says that there are few provisions.

In general, questions about the clinic, kindergarten, school and parking are the ones that have no answers.
Well, back to our captures. Before the construction of the residential complex, garages were located on this site. Academii sciences. Our sources said that then the fence was discreetly moved away, thereby expanding the area. The territory was transferred from the status of industrial land to land for development. According to our information, Igor Bychkov, director of the Irkutsk branch of the Siberian Branch of the Russian Academy of Sciences, a member of the Presidium of the Siberian Branch of the Russian Academy of Sciences, could have done this, he had the appropriate power of attorney.
What do we end up with. In Irkutsk, another spot building has begun with a gorgeous view of the Angara. They offer housing of various sizes and layouts (from studios for 150,000 rubles per square meter to four-room apartments for 125,000 rubles per square meter, which is very expensive). There are 111 parking spaces for 500 apartments. At the same time, when the site was transferred to private ownership, its area increased for an unknown reason, and the transfer itself is puzzling. Construction of residential complex “Academik” goes without taking into account the load on road infrastructure, clinics, kindergartens and schools. And the construction itself is carried out by an unknown company with an authorized capital of 10 thousand rubles and an extremely dubious set of founders. How is this possible? Sleight of hand and no cheating!
