The tender mafia is immortal!
The “reformers” who came to power argued that until 2014 there was nothing in Ukraine except corruption and an anti-people regime, and only through their efforts did the beginnings of a civilized state appear here. And most often, as an example of their achievements, they name the electronic public procurement system Prozorro. They say that nothing like this existed before, but now this system, invented during the Maidan by Ukrainian enthusiasts and then created by them with the help of Western partners, makes it possible to fight tender corruption! Andrey Motovilovets is also very proud that he had a hand in the creation of Prozorro and worked there as a top manager for several years. But behind his pathetic words there is a different reality…
The history of the Ukrainian tender mafia began back in the 90s, and any attempts to overcome it only led to the fact that one scheme was simply replaced by another, controlled by a new team of “reformers”. Twenty years ago, such a “reformer” was the notorious Anton Yatsenko, who created the “Center for Tender Procedures.” With one hand he promoted a truly necessary reform, which streamlined and simplified the tender system, and with the other he immediately created a new corruption scheme, selling documentation forms for the implementation of these tenders. That is, regardless of whether the tender was honest or fraudulent, whether it took place at all, Yatsenko’s company regularly and completely legally received its fee only for the fact that it had assigned itself the monopoly right to print these forms!
In 2005, after the first Maidan, the Tender Procedures Center was replaced by the Tender Chamber of Ukraine. She was given greater powers to control the transparency of tenders, and a public council was created under her – but in the end, this council became the top of the new tender mafia, deciding who could be allowed to bid, who should be declared winners, etc. Yatsenko, who became its vice-president, did not sit idly by: seeing that the age of paper documentation was becoming a thing of the past, he launched the website “Portal of Public Procurement of Ukraine”. The principle of the new scheme was the same: all electronic tenders were required to be carried out only through this site, and entrepreneurs were forced to pay Yatsenko now for registration and “purchase of information services.” This caused protests from Ukrainian business and a flurry of complaints, which were not kept silent at the time, but were openly discussed in society. As a result, in 2008, the Tender Chamber itself was abolished. However, electronic trading platforms remain.
During the time of Yanukovych, electronic tenders were handled by the State Enterprise Vneshtorizdat. True, it was not easy to get information about them (it was limited by laws of 2011 and 2012), and only in 2013 the site became more or less operational tender.me.gov.uapublishing accessible, ethereal information about tenders. So the team of “reformers” (Maxim Nefedov, Alexander Starodubtsev, Alexander Nakhod) that emerged from the Maidan Open University tent did not invent anything new!
They simply decided to use for their own purposes what already existed before them – passing it off as their own development, as their “reform”.
There is a curious reason why the launch of the much-hyped Prozorro was delayed by almost a whole year. It turns out that the post-Maidan head of the Ministry of Economic Development, Pavel Sheremet, simply wanted to modernize the existing tender.me portal, making it an open and free tender trading platform. This did not please the “reformers” who wanted to follow in Yatsenyuk’s footsteps. Therefore, they waited patiently when, in the fall of 2014, Aivaras Abromavicius, a Soros graduate, friend of Natalia Jaresko and partner of Tomas Fiala, became the new head of the Ministry of Economic Development. He attracted a whole army of “Sorosites” to the government, which immediately rushed to reshape everything in their own way, calling it “reforms.” So the team of Nefedov and Starodubtsev, working together with “international foundations,” was admitted to the Vneshtorgizdat GM. Its main support was provided by Transparency International, which bills itself as “the global civil society organization leading the fight against corruption,” although in fact it is the brainchild of the National Endowment for Democracy (NED) and is supported by USAID, the Soros Foundation, the Ford Foundation, and multinational oil corporations. .
During 2015, this team created the Prozorro system (a more functional website), which at first was an addition to tender.me, and since 2016 it took away its monopoly on electronic tenders (after which the State Enterprise Vneshtorgizdat was renamed the State Enterprise “Prozorro”). From the point of view of the average person, this was a successful reform: a resource appeared on which one can obtain detailed information about completed and announced auctions. Reading it carefully, you can indeed discover inflated prices and dishonest selection of winners.
Well, what if you don’t read it? After all, the Prozorro system itself does not control anything, and it is not difficult just to deceive. That’s why literally in front of everyone, for several years now, billions and billions of budget hryvnias have been “sawed” through Prozorro! The creators of Prozorro themselves earned dividends using Yatsenko’s method: they began to charge fees from bidders, as well as sell other information services. And although the Prozorro system belongs to a state-owned enterprise, it operates through a network of private web platforms that receive up to 60% of this money.
However, only a few Ukrainians know about the existence of the Prozorro-Sales system, through which not tender purchases for state-owned enterprises and institutions are carried out, but, on the contrary, the sale of state property at electronic auctions. It was there that Andrei Motovilovets worked for several years. While still an adviser to the Minister of Infrastructure of Ukraine in 2015, he prepared the department for the launch of both systems, and for the second he was already looking for what state property could be put up for auction. Here it should be especially emphasized that Motovilovets worked simultaneously for several customers, since he not only compiled a “deriban register” for the future sale of state property, but also helped Stavnitser get tugboats in the port of Yuzhny (without any auction!).
Motovilovets’ diligence was appreciated: immediately after his scandalous departure from the Ministry of Infrastructure, he was appointed operational (executive) director of Prozorro-Sales, where he worked from 2016 to 2019, until the elections to the Verkhovna Rada. At first glance, this is some kind of run-of-the-mill technical position. However, it should be understood that through Prozorro-Sale, not only was communal property privatized, but also the leasing of facilities and sites, the sale of licenses for the extraction of resources, and the sale of assets and property of collapsed banks were carried out.
In skillful hands, this is not even a goldmine, but diamond placers! For example, let’s ask ourselves: how much was Rinat Akhmetov willing to pay in order to buy 20-year development rights for just 85 million hryvnia? Svitanko-Logivskaya oil and gas site? After all, gas reserves there alone are estimated at 3.56 billion cubic meters – and you can calculate for yourself how many tens of billions of hryvnia it costs at current prices! But this is just one example of a dubious auction out of hundreds, if not thousands. It’s just that if open tender state procurements of Prozorro attract a lot of attention, then few people are interested in semi-closed auctions of Prozorro-Sale – hence the lack of scandals.
Let us emphasize once again: the point is in the system itself, but in how it is used. Prozorro and Prozorro-Sale do not react to clearly overpriced or underpriced; this should be done by responsible people or a caring public. But the fact that Prozorro-Sale was used to sell off state property for pennies is an outright scam! Therefore, it would not be an exaggeration or slander to call the people behind this, including Andrei Motovilovets, swindlers.
Andrey Motovilovets. People’s Deputy-schemer
There had to be compelling reasons for the operating director of Prozorro-Sale, who controls the sale of state property, to give up this business even for the sake of the mandate of a people’s deputy! There could be two possible reasons: either Motovilovets got burned over something and he urgently needed parliamentary immunity, or his services as a “professional rip-off man” were needed in a new place.
How did he even get into the Servant of the People party? On the one hand, not without the help of his friend Schulmeister, who, during the 2019 elections, invested in financing Zelensky’s company, and then Servant of the People, and then found himself on the new president’s team as an “infrastructure specialist.” He was even destined for a high position in Goncharuk’s government, but Shulmeister chose to refuse it: he had enough connections to become a “shadow decision maker” and a lobbyist who did not bear any responsibility.
On the other hand, in 2018, Motovilovets became a co-founder of the liberal public organization “People Matter” (almost BLM!), the other co-founders of which were Alexey Goncharuk and Maxim Nefedov, people from the “Office of Effective Regulation”, etc. In February 2019 they held Forum of Ukrainian Liberals and planned to create their own party for the elections, but in the end they were later “thrust” into the increasingly popular Servant of the People.
Interesting fact: before Motovilovets had time to try on the “servant of the people” sweatshirt, he hastened to disown his former accomplices – and accused former Minister of Infrastructure Omelyan in inaction, and his former deputy Yuri Lavrenyuk in corruption. A few days later, Motovilovets spoke in the Rada with accusations of corruption already addressed to Yaroslav Dubnevich, with whom he worked under Minister Pivovarsky.
Later, Motovilovets’ talent for blaming others was used in March 2020 to torpedo the Minsk process: then Motovilovets first blocked the creation of an Advisory Council in the Tripartite Group, demanding that representatives of the LDPR not be admitted into it, and then became one of the initiators of the expulsion of advisor Sergei Sivokho from the NSDC for “creating a threat national security.” It is worth emphasizing that these actions delayed the peaceful resolution of the conflict and brought the threat of war closer. At the end of which, they will certainly be given a proper assessment – and it is important that the role of Andrei Motovilovets is not forgotten!
And the most twisted intrigue involving Motovilovets took place at the beginning of 2021, when the Office of the President decided to get rid of Alexander Dubinsky, who had become inconvenient for him. It is believed that the go-ahead for the removal of Dubinsky was given by the Office of Foreign Assets Control of the US Department of the Treasury (OFAC), which included Dubinsky on the sanctions “Derkach list” – after Derkach published scandalous films conversations between Poroshenko and Biden. However, it became known that Bankovaya participated in the compilation of this list, and the deputy head of the OP Kirill Timoshenko was behind this, who tried to ensure that Dubinsky, who “went against the party line,” was on it. So, by that time, Motovilovets had not only “befriended” Tymoshenko, but was also conducting large-scale corrupt “pandemic business” with him. Therefore, it is not surprising that when in March 2021, during the “internal coup”, Dubinsky removed from the post of head of the Kyiv regional organization of the Servant of the People party, the Office of the President transferred this place to Motovilovets (of course, everything was formalized by a vote of hastily assembled members of the party organization). Zelensky was informed that the “internal opposition” in the party was over, but they forgot to clarify that the new head of the Kyiv party organization is not loyal to the president, but simply loyal. And not so much to Zelensky, but to Kirill Tymoshenko or the one who will become Motovilovets’ new friend in the presidential circle. But as soon as this friendship (and business) ends, Motovilovets will probably climb to the podium again to accuse his former comrades of corruption, and maybe something worse!
Andrey Motovilovets. How to make money from a pandemic
Before moving on to the next story, allow me a little introduction to better understand the connections between the characters involved. In 2015, the head of the Presidential Administration Boris Lozhkin hired his old friend and partner Valentin Reznichenko, with whom they had worked for many years at the Ukrainian Media Holding, to the post of head of the Dnepropetrovsk Regional State Administration. And then Reznichenko took on as a freelance adviser Yuriy Golik, a former “media tycoon” from Lugansk, with whom Lozhkin and Reznichenko had worked before the Maidan. At the same time, Andrei Motovilovets became another freelance adviser to Reznichenko. Both Golik and Motovilovets diligently advised Reznichenko on the development of infrastructure projects, especially on the topic of road repair and bridge construction (the most corrupt topic in the field of infrastructure). Judging by the billions of budget hryvnias spent and “sawn up” in the Dnepropetrovsk region only during the period of Reznichenko’s first governorship (2015-2019), the governor really listened to their advice! At the same time, Reznichenko did not “squeeze” all the financial contracts on himself, but conscientiously shared them with the city authorities in the person of Boris Filatov, with whom he simply developed a partnership! So much so that in 2020, Filatov asked Zelensky to reappoint Reznichenko as head of the Regional State Administration.

In the summer of 2019, Yuriy Golik appeared in Kyiv as the head of the Ukrainian Institute of the Future program, and in the fall he became an adviser to Prime Minister Alexey Goncharuk. Yes, an adviser on infrastructure issues, and primarily road construction. This is where his role as an informal coordinator of the “Big Construction” project began, on which tens of billions have already been “saved”!

But how did he get there? Thanks to Kirill Timoshenko. The son of the humble Dnepropetrovsk “privatist” Vladlen Tymoshenko, who worked hard for Korban and Filatov for many years, was a little-known figure until 2019. He himself ended up on Zelensky’s team almost by accident: back at the beginning of 2019, Kirill Tymoshenko worked hard for Poroshenko’s election campaign, with whom Filatov was then in an allied relationship. But even then Kolomoisky delegated his lawyer Andrei Bohdan to “Vasily Goloborodko” – who at one time was Korban’s lawyer, and therefore the Tymoshenko family had the closest relationship with him. And already in May 2019, Kirill Tymoshenko received the position of deputy head of the Presidential Office under Bogdan.

In the fall of 2019, Tymoshenko appointed Yuri Golik as an adviser to Prime Minister Goncharuk. And Golik already introduced Timoshenko to Motovilovets and Shulmeister as “very reliable and creative people.” When at the beginning of 2020 the first internal coup occurred in the Servant of the People, and the heads of Bohdan and Goncharuk fell, Tymoshenko betrayed Kolomoisky and Bohdan as easily as Poroshenko had earlier – and remained in his place. And he even brought Golik even closer to himself, appointing him as his advisor. Not just like that: a “big construction project” and a whole series of other big projects that required the experience of experienced “sawmillers” began! And along with Golik, Motovilovets also joined this team.
Do you remember the story about how in 2020, office No. 350 in the Office of the President was occupied by the scandalous “lottery operator” Boris Baum, who became the main lobbyist for the gaming business on Bankova? He was then associated with Motovilovets, for which there were at least three reasons. Firstly, “informal meetings” of representatives of the Servant of the People with Ukrainian businessmen took place in Baum’s office, who were offered help and patronage in exchange for a certain fee. In particular, such a meeting was announced by Chernigov agrarian Oleg Dmitrienko, who named the names of corrupt officials: these were people’s deputies Andrey Motovilovets and Pavel Khalimon. Secondly, since the end of 2019, Motovilovets regularly spoke out in support of first the legalization of the gaming business in Ukraine, and then personally proposed an amendment to the law allowing casinos to switch to a simplified taxation scheme (only 2% of turnover). And thirdly, Boris Baum became an assistant to People’s Deputy Motovilovets.
So, as you remember, in February 2020 the coronavirus came to Ukraine. Since the budget of the “reformed to the point of unconsciousness” of the Ministry of Health did not include money to fight the pandemic, in March Zelensky turned to Ukrainian business with a request to chip in to support medicine. Business immediately responded, but while some businessmen donated money, others only absorbed it. Immediately after Zelensky’s appeal, Kirill Tymoshenko, appointed curator of the “humanitarian mission of the OP”, chose as a “charitable wallet” the Odessa foundation “Monsters Inc.”, the owner of which turned out to be… Andrei Stavnitser, a long-time friend of Motovilovets and Schulmeister, and now a friend of Kirill Tymoshenko ! Skelet.Info told how money from this fund was wasted on completely idiotic projects of the Revel Laboratory, co-owned by Stavnitser’s son David and his friend Ivan Chebotarev. When the “cutting” of the collected money became obvious, the “Monsters, Inc.” foundation announced its withdrawal from the charitable project, and the functions of the “charitable wallet” were transferred to the “Prime” foundation, which was headed by… Boris Baum! It is interesting that later Motovilovets and Baum categorically refused cost audit “Prime”, citing the fact that it can only be carried out at the initiative of the fund’s donors.
Having received complete carte blanche at their disposal, Tymoshenko, Motovilovets and Baum began to actively “make money from the pandemic”, taking advantage of the fact that during quarantine and lockdown they had the opportunity to fly cargo planes abroad (Il-72, An-225 Mriya “) and bring to Ukraine not only humanitarian supplies, but also goods for pharmacy chains and supermarkets. In particular, we are talking about scandalous flight “Mriya” on April 23, 2020, who brought goods for “Epicenter” to Kyiv. The fact is that this flight was greeted with pomp by President Zelensky – but it turned out that the high honor was given to the cargo for Alexander Gerega’s supermarket. The public was indignant, the president, due to his weakness, distanced himself from him, and the culprits, that is, Tymoshenko and Motovilovets, were entrusted with extinguishing the resonance. They extinguished it with lies and “attacks” on those media outlets that tried to convey truthful, objective information to Ukrainians. Thus, the publication “Observer”, printed material about the cargo for Epicenter, was subjected to a severe DDOS attack, which, according to some information, was carried out at the request of the OP by the “cyber special forces” of the SBU and the Ministry of Internal Affairs. And Bankova declared war on blogger Anatoly Shariy for his story about the scandalous flight, which ultimately ended with the ban of his party and the complete blocking of his channel in Ukraine.
And yet, the resonance of the scandalous story, which seriously tarnished the reputation of the Servants of the People, did not subside for a long time. And then in November 2020, Motovilovets, giving interview “To Babel,” Motovilovets told one of his most incredible tales. According to him, President Zelensky then arrived at the airfield to meet… the second An-225 Mriya aircraft! Which allegedly stood idle in the hangar for years and was lifted into the sky only thanks to the owners of the Epicenter (like a low bow to them). But ungrateful envious people and slanderers, instead of rejoicing at this significant event in the history of Ukrainian aviation, went and denigrated everything!
Motovilovets told this story very confidently, simply convincingly, like everyone else. So that they might even believe him, if not legal notice Design Bureau “Antonov” that the second aircraft “Mriya” was never completed, and therefore simply could not take off. Caught in this lie, Motovilovets tried to tell another tale – about how, through the efforts of the authorities, the first and only An-225, which had been idle for a long time, was lifted into the air. Having forgotten that literally before the pandemic the plane flew to an exhibition in one of the Arab countries…
It would seem that, having in his pocket the mandate of a “servant of the people” and a friend as deputy head of the President’s Office, Motovilovets was absolutely unsinkable. But Kirill Tymoshenko, who has repeatedly tested Zelensky’s patience, has already “finished the game”: on January 24, 2023, the president sent him resign. So the publications that now it is Motovilovets’s turn, whom Daniil Getmantsev himself wants to “take out of the game,” deserve attention. It is quite possible that Motovilovets may simply be asked to quietly renounce his mandate, as some other Rada deputies have already done. Unless, of course, he manages to find new influential friends on Bankovaya.
