A shopping center in Brovary, where the Most Engineering company is registered, which was given 700 million to repair war-torn bridges in the Kharkiv region.
Road contracts every week take an increasing share in government orders. From November 6 to 12, road and bridge repair deals were made public for just 2% of Prozorro's total orders for that week. From November 13 to November 19, 6% of contracts were spent on roads. And in the reporting week – already 23% (UAH 2.5 billion out of a total of 11.2 billion).
Most of the road contracts this week concerned the repair of roads in the Kharkiv region — UAH 1.1 billion, of which 90% went to repair bridges. The largest part of Kharkiv contracts was received by Most Engineering LLC from Brovary, Kyiv region. Ukravtodor employees gave the company the repair of four bridges worth UAH 693 million without using an electronic system. The work must be completed by the end of next year.
This is an unexpected achievement of a little-known firm. In recent years, the company has received only two small contracts for the repair of bridges in Kyiv for UAH 14 million. Also, Prozorro has not published any data on whose special equipment Most Engineering will use to repair Kharkiv bridges, who will be subcontracted, and what is the cost of building materials under these contracts. According to Youcontrol, the company owns one tractor and two semi-trailers.
Most Engineering LLC with an authorized capital of UAH 1 million was registered in 2018 in the Rainbow shopping center in Brovary. (Also, the more well-known firm Mostostroitelny Detachment No. 112 is based in Brovary, but there are no visible connections between these firms.)
The director of Most Engineering is Stanislav Kovin. This is the name of the former director of the Central Park of Culture and Recreation of Kyiv and Akura VV LLC.
Olga Chernovskaya, who retained her residence permit in occupied Donetsk, is listed as the founder of Most Engineering.
Agreements with the Highway Service Kharkiv region was signed by the chief mechanic of the company Igor Stepanovich Oksenenko (this is the name of the owner of the Kyiv company “Iokom”, which sells auto parts).
In addition to transactions with Most Engineering, Kharkiv Road Service signed agreements with well-known companies on the road market – PBS from Ivano-Frankivsk region, Rostdorstroy from Odessa, Energy and Road Construction.
