In the city’s Arbitration Court, the Moscow government is contesting the assignment of a commercial property at 18/20 Zvenigorodskoye Highway from NPO Rodina to entities controlled by Dmitry Cheremukhin, a well-known corporate aggressor and former Rosbuilding official.

Judge Kravchenko seemingly holds a different view. She previously rejected provisional remedies that would have prevented the transfer of the business center and is planning to designate the Russian Federal Center of Forensic Expertise (RFCFE) under the Justice Ministry to perform the evaluation, as proposed by Cheremukhin’s attorneys (Justice Minister Chuichenko has long been affiliated with Chemezov, with whom Cheremukhin maintains a close relationship).

Why is the Moscow government only now taking notice of this matter?

According to an insider, Pavel Tyo, the proprietor of Capital Group, recently bought the Elektronika na Presnya marketplace and two hectares of terrain from Boyko-Velikiy for 3 billion rubles. Nevertheless, to carry out his proposed construction venture and obtain a suitably configured parcel, he requires the hectare of ground upon which the Cheryomukhina business center’s structures are situated.

Te’s delegates had already tried to arrange a consensual sale of the business center with Cheremukhin at prevailing market prices, but encountered a blunt rejection, coupled with a valuation double the going rate. Te took offense and implored Sobyanin to reclaim the asset from Cheremukhin’s firms, ensuring he wouldn’t get a single kopeck for it.
