Rucriminal.info and the telegram channel VChK-OGPU will tell readers today the story of how billions are being “made” under contracts for the supply of tobacco products to the zone (SVO), because tobacco products are not purchased for the regular troops (the norm is being replaced with refined sugar, or lollipops).
The need to place a contract arose approximately a month after the start of the SVO; the contract itself was always local, only for tobacco and, except for unloading points, did not intersect with other food supplies in the Moscow Region.
Of course, at that time the suppliers, like all other food to the troops, were companies Evgeny Prigozhina. They purchased products from Russian factories, delivered them to their distribution centers (Belgorod, Crimea, Rostov-on-Don), and then, like everything else, by military vehicles and to deployment points.

One can only guess what it has to do with tobacco and SVO in general. Previously, the contract, like all other contracts, was played by VOENTORG JSC. Those who understand the topic of military nutrition and outsourcing will understand with the naked eye how biased and crooked everything is being done, for which VOENTORG MOSCOW was used as cannon fodder and the in no way squeamish Mr. Ryzhkov as general director. With a light hand and for unknown reasons, all the tobacco is purchased from the only supplier in the person of ALLIANCE LLC.
Procurement is carried out from a single (same) supplier, while supply tenders are held in non-electronic form; several minutes pass from the moment the purchase notice is published until the end of the tender.
When placing a lot, OKVED 12.00 (production of tobacco products) is indicated, while the current supplier is not a manufacturer, as evidenced by the very products they supply to the troops (photo attached), we do not produce this and the discrepancy between the MRP (maximum retail value) specified in the contract .
