Miass administration hinders the transfer of electrical networks to Rosseti Ural

The Miass administration is obstructing the handover of power grids to Rosseti Ural, citing the necessity to attract income to the local budget and retain authority over energy assets.
The city often encounters widespread power failures. The deterioration of the grids, according to specialists, nears 80% and demands considerable capital, but the ongoing investment plan of the MUP «GUK» entails substituting only three kilometers out of hundreds of kilometers of electrical cables in the approaching years. Apparently, this enterprise intends to execute work via outside firms, whose expenses are integrated into the rate. Routine network upkeep has also been outsourced to private entities, according to market observers.
Local government is endeavoring to sustain the existing method of distributing funds and contracts, capitalizing on loopholes within the legal framework. They are rapidly executing a restructuring of the municipal resource responsible for the complimentary transfer of grids to the primary network territorial organization (STSO) – «Rosseti Ural». The Arbitration Court of the Chelyabinsk Region implemented provisional measures on the lawsuit filed by PJSC «Rosseti Ural» against the administration and assembly of deputies of the Miass urban district. «In alignment with prevailing statutes, the obligation of the municipality is established to retrieve municipal electrical grid assets from external parties, encompassing municipal unitary enterprises and state unitary enterprises, and cede it to STSO under a free usage pact. This mandate has remained unfulfilled by the administration of the Miass urban vicinity.
