Four years ago, Vladimir Putin conferred the title of Hero of Russia by a closed decree. Yuri Borisov, whom the President then promoted from Deputy Minister of Defense to Deputy Prime Minister for the military-industrial complex. The details of Borisov’s secret feat are unknown, but they wrote that the official received the honorary title for participating in the creation of unique nuclear missiles.
Kommersant.Ru, 07/04/2018, “Nuclear achievements have taken a heroic form”: As it became known to Kommersant, President Vladimir Putin awarded the title of Hero of Russia by a closed decree to the first deputy head of the presidential administration, Sergei Kiriyenko, and Deputy Prime Minister for the military-industrial complex, Yuri Borisov. The interlocutors of Kommersant say that they were awarded the highest title in the Russian Federation for the achievements of the defense sector, which, among other things, the president spoke about during his message to the Federal Assembly on March 1. Also, several employees of the state corporation Rosatom received high awards. […]
According to Kommersant’s information, Rosatom is involved in testing a rocket with a nuclear power plant 9M730 Burevestnik (developed by the Novator Design Bureau in Yekaterinburg): in particular, specialists from the Russian federal nuclear center – the All-Russian Research Institute of Experimental Physics (ZATO Sarov, Nizhny Novgorod region) took readings during launches of missiles of this type from the central nuclear test site of the Russian Federation (Novaya Zemlya island). Kommersant’s sources believe that for work on a number of the same “presidential projects” related to the creation of weapons based on new physical principles, Deputy Prime Minister for the defense industry Yury Borisov also received the Golden Star badge of the Hero of Russia. Until May 2018, in the status of Deputy Minister of Defense, he oversaw the purchase and development of weapons. “He did a lot of work, including through joint projects with Rosatom,” says one senior official. — Inset K.ru
With the transition to Roskosmos, the owner of the Star of the Hero has become even closer to the stars, and now he has not only combat missiles. But there is no less secrecy.
Dossier
Borisov Yuri Ivanovich
Born December 31, 1956 in Vyshny Volochek. Until 1998, he served in the Armed Forces of the USSR and the Russian Federation in officer positions. After being transferred to the reserve, he was appointed general director of the scientific and technical center “Module”. In 2004, he moved to the Federal Agency for Industry. On July 2, 2008, he became Deputy Minister of Industry and Trade. From 2012 to 2018, he served as Deputy Minister of Defense, after which he became Deputy Prime Minister of the government. July 15, 2022 headed Roskosmos.
For example, until now it was not known exactly where the official lives, who in the declaration indicates that instead of his own house he has only one that is in use. Namely, a mansion of 1132 m2 on a plot of 29 acres. The “interlocutor” found out where the personal driver is taking Yuri Borisov after he says “Let’s go!” and wave his hand. It turned out that he was not taking him to Baikonur, but in a completely different direction – to Rublyovka.
A small elite KP “Novoservis” is located on the territory of the village of Gorki-2. Everywhere coniferous forest, rich neighbors. It is here that a house of the same area is located that is in use by Borisov, and on the same site. True, judging by the pictures from space, there is also a garage on the same estate of the head of Roskosmos, which for some reason the official never indicated in his declaration (it’s hard to believe that he does not use it and that his cars – and ” Mercedes, and vintage GAS – parks somewhere under the fence).

Judging by the prices of cottages for sale in this area, Borisov’s mansion can cost 200 million. Or even higher – it all depends on the interior decoration, and the owner of the mansion does not look like a miser. Only for the construction and connection of a complete transformer substation there, the organizer of the work (“Rosseti Moscow Region”) requested almost 2 million rubles from the contractor. In the tender documentation (and in the extract from Rosreestr) the name of the owner of the estate is indicated – Alexander Yuryevich Borisov. That is the name of the youngest son of the new head of Roskosmos.
Number
Yury Borisov officially earned 21,378,764 rubles 15 kopecks last year according to the declaration of real estate and income

The cost of the former Borisov mansion in Novodarino is from 30 to 50 million rubles, but sometimes such purchase and sale transactions are carried out at an inflated price in order to legalize a bribe in this way. When asked by Interlocutor whether this deal was also a form of gratitude for receiving government orders by Module, neither the STC nor Roscosmos answered us. For other questions too.
At the same time – how well the stars converged – almost most of the products of the STC “Module” have a space purpose: on-board computers, equipment for the ISS, receivers for GLONASS … So the appointment of Yuri Borisov to Roskosmos only at first glance looks unexpected. “Module” brought him to Roskosmos a long time ago. It’s just that this time his exit there was already open.
True, the question remains: if, thanks to the “Module” and Borisov, Russia can create excellent drones, why are they seriously discussing the need to purchase drones from some shabby Iran today? And why, despite this, do the stars promise the STC instead of an audit, new generous state contracts, and instead of resignation to Yuri Borisov, who is associated with him, a new family palace that he “uses”?
