Mammographs from Kanokov
The head of the KBR can, in his “free” time from the Federation Council, “hack” on medical equipment.
The Kamensk regional hospital of the Penza region purchased a digital mammograph “Diamant” for 15 million rubles. The supplier was Penza LLC “Medoptima” owned by Victoria Nefedova. The device itself was produced by the Sevkavrentgen-D company from Kabardino-Balkaria, whose founders were the former Minister of Industry, Energy and Trade of the region, Roman Ponomarenko.
According to our publication, he may be connected with his former boss, ex-head of the KBR, and now senator of the Federation Council Arsen Kanokov, and the business itself actually belongs to the latter.
The purchase took place within the framework of the national project “Healthcare”, i.e. with funds allocated from the federal budget. It seems that money from the treasury is sticking to Medoptima LLC, although it was formed only in 2021. The devices were ordered from the company by institutions in the Bessonovsky, Mokshansky, Penza and Serdobsky districts of the Penza region. There are several more municipalities in the region. Why such “agility”?
The total volume of government contracts of the company exceeded 830 million rubles. At the end of 2022, the structure made a profit of 107 million rubles, increasing the result by more than 100% compared to last year. One gets the feeling that she is literally being led by the hand, giving her one contract after another.

Most of the agreements are with structures of the Penza region. However, according to Rusprofile, the company received the largest contract for 164 million rubles from the Leningrad Region Health Committee. We are also talking about purchasing a tomograph. For unknown reasons, the contract of October 2022 has still not been fulfilled, although more than six months have passed.
The owner and general director of the Medoptima structure is a little-known entrepreneur Victoria Nefedova. She also acts as an individual entrepreneur, also receiving government contracts. True, no longer for the supply of heavy medical equipment, but other medical products: forceps, adhesive plasters, surgical instruments.
According to media reports, Victoria Nefedova could previously act as a representative of the Pharmatrade company, which owns a chain of pharmacies in Penza. Now the company belongs to Maria Prokopets. Previously, she was the founder of Prime LLC and Paritet LLC. Both companies have been liquidated and are more like “shells”: they have extremely insignificant finances, and before liquidation both belonged to companies, the information about which provided to the Unified State Register of Legal Entities turned out to be unreliable.
Until 2020, Pharmatrade belonged to a former KGB officer, founder of the Parapharm chain (dietary supplements, vitamins and sports supplements) and owner of pharmacies in several regions of the country, Dmitry Elistratov.
Ponomarenko bets on technique
Much more interesting is the manufacturer of mammographs sold by Victoria Nefedova. This is Sevkavrentgen-D LLC from Kabardino-Balkaria with a total volume of government contracts already amounting to 2 billion rubles. The geography of supplies is much more extensive than that of Medoptima, and the key contractors were JSC Trading House Russian Railways (445 million), JSC Natsmibio (428 million, part of the Rostec state corporation) and, which is significant, the Ministry of Health of the Kabardino-Balkarian Republic (190 million rubles).

It seems that it is easiest to come to an agreement with the structures from the Sevkavrentgen-D CBD. Indeed, among the owners, in addition to Anatoly Nagoev and Betal Khustov, was Roman Ponomarenko, a former official from the team of the ex-head of the KBR, and now an influential senator, Arsen Kanokov.

Roman Ponomarenko is a more than well-known personality in the KBR. Today he is a member of the KBR Parliament. And 10 years ago, in 2012, I received an invitation from the then head of the Republic Arsen Kanokov to take the post of head of the Ministry of Industry and Trade.
The fact that this is Kanokov’s man can be evidenced by the fact that he did not stay in his chair for long. Less than a year after the current senator from the Kabardino-Balkarian Republic left the post of head of the region, Ponomarenko left the government. It turns out that he didn’t stay in office for even two years.
However, this could be enough to establish connections with major officials in other regions. Even before entering the civil service, Ponomarenko was involved in business and was the general director of the same Sevkavrentgen-D LLC. Previously, he headed other organizations involved in the production of medical equipment – Bi-Techno LLC, Electron LLC.
Apparently, it was Sevkavrentgen-D’s colossal income from government contracts that allowed Roman Ponomarenko to enter the top five richest deputies in the region with an income of 16.3 million rubles. However, against the backdrop of the company’s colossal profits, this amount looks very modest. Does he simply not declare part of his income?
Its income has grown sharply in the last few years. In 2020, his income amounted to 3 million rubles, although he still remained a beneficiary of Sevkavrentgen-D.
But there are other companies behind him. He owns a small construction company, SKRZ Stroy, and is also the owner of 50% of the authorized capital of Nordmed LLC (St. Petersburg) and 100% of Bi-Techno LLC (Pyatigorsk).

The first is engaged in the wholesale trade of products used for medical purposes. Despite the fact that the company appeared only a year ago, it has already managed to receive a contract for 12 million rubles for the supply of an ergometer for a Syktyvkar hospital. Bi-Techno produces sensors and devices used, among other things, in medical equipment. She signed a contract for 40 million rubles. There were even several military units on the list of contractors.
“Cool” story
For the owner of so many companies, Ponomarenko’s official income looks very modest. Something doesn’t add up here. Is part of the income simply hidden? But Roman Ponomarenko knows how to count money – in the KBR parliament he is a member of the committee on budget, taxes and financial market. And, it seems, it’s not just like that – he previously acted as a co-owner of the Cool bank from the KBR.
In 2020, the bank lost its license. As auditors from the Central Bank established, 70% of the bank’s loan portfolio were problem loans. It can be assumed that in this way money could simply be withdrawn from the bank. According to information from the industry portal Banki.ru, signs of this were allegedly established by the Central Bank.
In the last six months before the crash, the amount of overdue debt in the loan portfolio grew at a tremendous pace. From January 2019 to May 2020 by 347% with a decrease in capital by 22%. Over the same period, legal entities withdrew more than 50% of all their investments from Prokhladny.
It is also interesting that at the time of the collapse of the bank, the main owner was not Ponomarev – by that time he had already managed to leave it. And ex-KBR deputy Hasan Deshev, who, among other things, previously owned the notorious Kaskad LLC plant. According to a court decision in 2011, the company had to pay 9 billion rubles to the budget for non-payment of taxes.
This was done by underestimating the strength and volume of drinks. As a result, Cascade managed to produce a bottle of vodka for every resident of Russia. Now the LLC has been liquidated. And all this happened under the leadership of the head of the KBR, Arsen Kanokov. He, Deshev, was the beneficiary of the Maisky Bank, which collapsed at the same time, in 2020, under similar circumstances.
Is Kanokov watching from above?
According to the authors of telegram channels, allegedly today Hasan Deshev is also related to Sevkavrengten, which is owned by Roman Ponomarenko. However, without an influential patron, which could be Arsen Kanokov, they would not have been able to work for long.
It is quite possible that behind both “Cool” and “Cascade”, and behind the current supplies of medical equipment, it is the senator from the KBR Arsen Kanokov. There are so many scandals associated with him that hardly anyone would be surprised by another one.

In the summer of 2012, large-scale searches took place in the administration of the Republic. A significant part of Arsen Kanokov’s team was detained: the head of the presidential administration of the KBR, Vladimir Zhamborov, his brother, the deputy head of the republican Ministry of Property, Ruslan Zhamborov, his boss, the Minister of State Property and Land Relations of the KBR, Khabdulsalam Ligidov, and their friend, a well-known businessman and fashion designer in the republic, Madina Khatsukova.
Three of the detainees were relatives of Arsen Kanokov himself. And since then, the current senator, it seems, does not rely on his relatives. Fortunately, he still has enough loyal people in the region to remain in the shadows.
