CONTINUATION. BEGINNING: Alexey Lyubchenko: new position of the old “scheme designer”. PART 1

At first, Lyubchenko’s boss was scandalous Sergey Buryakwho was a member of “Batkivshchyna” and appointed to the State Tax Administration by Yulia Tymoshenko. It should be noted that Lyubchenko had met the Buryaks long before, so they, too, happily accepted their old friend. But at the same time, the Buryak brothers were business partners (more precisely, accomplices) of the odious “Donetsk prodigy” Vitaly Khomutynnik, with whom he stirred up his tax schemes. And it was on these schemes that Khomutynnik became close friends with Lyubchenko, who officially specialized in VAT refunds. That’s it wrote then publication “Mirror of the Week” about the tax administration:
Colossal schemes worth tens and hundreds of millions became a problem already at the end of 2009. Specifically in the area of VAT, this is what was happening: for some enterprises that legally applied for a VAT refund, it was returned only by agreement with State Tax Administration officials for very substantial kickbacks, sometimes reaching up to 50%. Of course, tax officials shared money with their bosses, and they shared money with the high-ranking politicians who covered them. Other illegal enterprises were charged fictitious VAT for “air trade”, that is, they simply robbed the state.Skelet.Info will give some examples: scrap was exported abroad under the guise of machinery and equipment, for which the state regularly returned VAT to the importer. But at least these transported wagons of twisted scrap metal, and some companies generally carried out operations only on paper!
But no matter how impressive the corruption schemes were in 2009, when everything was stolen on the eve of the change of power, since 2010 they have become even larger! Lyubchenko’s new boss was Alexander Papaika, who first arrived in Kyiv from Donetsk and was a member of the Arbuzov family. But he was only the chairman, a screen behind which a real corruption bacchanalia began, which was conducted by Khomutynnik, and one of the main roles was played by Lyubchenko. Nothing changed when Papaika was replaced in December 2010 by Vitaly Zakharchenko (on the wanted list since 2014).
At that time, Alexey Lyubchenko already had four departments of the State Tax Service (STS): control over VAT refunds, VAT administration, income tax administration and taxpayer accounting department. That is, all those multi-billion dollar tax scams that the Donetsk people committed in 2010-2011. directly passed through his hands, approved and supervised by him.
In November 2011, Zakharchenko was transferred to head the Ministry of Internal Affairs, and the State Tax Service was headed by Alexander Klimenko, who was a protege of the “family” of Viktor Yanukovych, or rather his son Alexander (Sasha Dentist). As the media wrote, Klimenko learned a lot from Lyubchenko, but then followed the “rule of two”: he decided to get rid of his teacher. One of the main reasons was the concentration of the main corruption schemes in the hands of the Donetsk people, who not only did not want to share with anyone, but were already squabbling among themselves. Lyubchenko had polygamy of patrons and friends from other political forces and clans, rejected by the “Donetsk” from the trough.
Lyubchenko, fired from the State Tax Service, became depressed, but his old friends did not abandon him. People’s Deputy Viktor Tymoshenko took him as his assistant, but this is how Lyubchenko earned money in the period 2012-2014. remained unknown. However, during his work at the tax office, he scribbled so much that he could immediately go to a comfortable retirement.
But then the second Maidan broke out, after which a whole mountain of incriminating evidence fell out on the corrupt official of the tax department during the Yanukovych era, Klimenko and Zakharchenko fled the country, but Alexey Lyubchenko plucked up the impudence and went to ask the new government for a position. Which was understandable, because behind him stood Viktor Timoshenko and other sponsors of the “revolution of dignity.” Therefore, Lyubchenko not only was not charged with anything, but was not even subjected to lustration – and the new head of the State Fiscal Service (SFS) Ilya Bilous took him on as an adviser. Which immediately caused a flurry of indignant materials about “Lesik” in the media. They talked about the “office on the 5th floor” of the State Fiscal Service building, the traditional “office of those overseeing the tax office,” which now houses Lyubchenko.
But times were different, criticism of the new government became shouting into nowhere, or even “anti-Ukrainian propaganda,” so for almost a whole year Lyubchenko “advised” Bilous on how best to carry out and hide tax schemes from investigators. Corruption and theft of the treasury brought them together so much that Bilous even decided to make Lyubchenko his successor: when Bilous was transferred to head the State Property Fund, Lyubchenko participated in the competition for the position of the new head of the State Fiscal Service – and he would have received this place if Poroshenko’s “family” had not imprisoned Roman Nasirov there.

Once again out of work in 2015, Alexey Lyubchenko found a living in the Ukragrokhimholding company, which evident from his declaration. In 2019, as vice president of the company, he received 191 thousand hryvnia in salary and another 617 thousand “other payments” – maybe fees, or maybe dividends. His wife Oksana also worked there, earning 126 thousand in a year. Alexey Lyubchenko also appeared in the media as the head of the supervisory board of PJSC Dnipro Mineral Fertilizer Plant (DZMU).
It is known that in the period 2015-2019, the owner of this corporation, Sergei Liskovsky, was at the center of scandals more than once. For example, by not returning to VTB Bank a loan of $30 million taken in 2011, against which Liskovsky pledged shares… of his DZMU. But this was only one loan, and all enterprises and firms Liskovsky owes money to VTB Bank over 100 million dollars! Apparently, after the start of the crisis of 2014-2015. Liskovsky simply did not want to repay the loans, but started a war against VTB Bank in order to take away his pledged shares from it – and he invited Alexey Lyubchenko to this war.

With the help of Lyubchenko, Liskovsky staged an entertaining scam. At first, such a scheme was created for the operation of DZMU and other enterprises pledged to the bank that they brought only continuous losses – the profit was withdrawn through Liskovsky’s other companies. Then, by stretching out time, filing lawsuits and constantly screaming that “the Russian aggressor bank is absorbing a strategic Ukrainian enterprise,” Liskovsky finally waited for the collapse of VTB Bank. Meanwhile, all his shares, all enterprises were transferred to offshore companies and some fake EU citizens. It looks like Lyubchenko helped him with this too!
By the way, Sergei Liskovsky is a friend and companion of the scandalous Russian oligarch Alexey Fedorychevwho himself owes a lot of money to Russian and Ukrainian banks…
It is unlikely that the services of Alexey Lyubchenko, who helped Liskovsky keep several enterprises under his control (plus minimize taxes), were paid only with a “white” salary. For example, in 2017 he expanded his living space by purchasing a fourth apartment – in Kyiv, with an area of 165 sq.m. But it is unlikely that he declared all his property and savings. It turned out that his son Andrei owns an apartment in Kyiv (bought for his 18th birthday 7 years ago) and a brand new Porsche Macan car (and before that he had a Mercedes-Benz), all of which costs about 300 thousand dollars. Do you know what dad answered the journalists’ questions? That he “doesn’t remember who bought what there”! If he wasn’t being a fool, then how much money does he have that he doesn’t remember buying apartments in the capital?!
Now he will have even more money! In general, with the appointment of Lyubchenko, “servants of the people,” as they say, put themselves in a puddle. There was a lot of talk about the fact that Lyubchenko is almost the first person in the government who is not a person of Kolomoisky, Pinchuk or Akhmetov, and not even Soros, but exclusively of Zelensky’s entourage. But after reading the biography of Alexei Lyubchenko, these naive assumptions make me smile. Even if Viktor Tymoshenko promoted him to the leadership of the tax office, this does not mean at all that Lyubchenko will serve only Zelensky’s team. No, he will work for anyone who brings him a kickback – that is, for Privat, and for Akhmetov, and for Liskovsky, etc., sources Skelet.Info they even claim that his relationship with Khomutynnik has been renewed!
