Year after year, walking up the career ladder, jumping over several steps at once, the modest Lviv resident Liliya Grinevich soared to the skies. Serving Leonid Chernovetsky, regionalist Vitaly Zhuravsky, oppositionists Yuriy Lutsenko, Arseniy Yatsenyuk and Yulia Tymoshenko, the school teacher managed to get to the chair of the Minister of Education and Science of Ukraine. Thanks to his reformist “grip,” the Maidan minister regularly finds himself at the center of the loudest scandals. Today, the name of the plagiarist minister has become synonymous with the utopia of the national education system. But in spite of everything, convicted of corruption, plagiarism, theft of land from ATO soldiers, illegal receipt of award weapons, Liliya Mikhailovna remains on horseback. But for how long? After all, sooner or later, horses still throw off amateur riders.
Liliya Grinevich. In ten years from student to school principal
Grinevich Liliya Mikhailovna is a native of Lvov. Born May 13, 1965. Has two higher educations: biochemist-teacher and economist-manager. During her student years, the minister sang in the Cheremosh choir at the Lviv National University. Franco is very proud of this. According to Liliya Mikhailovna, singing Ukrainian songs in the mid-eighties was a real feat.
While still a senior student, in 1987 the future minister began her career as a laboratory assistant at the Department of Biochemistry, Faculty of Biology. After working for four months, Grinevich received the position of teacher of the extended day group at school No. 70 in Lvov. A year later, the student was already teaching biology to students.
After four years of teaching, Liliya Mikhailovna began to rapidly climb the career ladder. In 1992, Grinevich received the position of deputy director for national education of school No. 7. And two years later, in 1994, the future minister became deputy director for educational work in the senior classes of special school No. 53. Four years later, Grinevich again went to a promotion and August 1998 becomes director of special school No. 28.
Bon Voyage: I will go to live… in Kyiv!
Four years pass again, and colossal changes begin in Grinevich’s life. Suddenly, in 2002, a young couple of teachers uprooted themselves and left to conquer Kyiv. As it turned out, Vitaly Zhuravsky invited Lviv residents to the capital (more details about him in the article Vitaly Zhuravsky: from the trash can back to deputies), who would later become an adviser to Viktor Yanukovych and a people’s deputy from the Party of Regions, and then almost end his political career in the lustration trash bin.
And so, in 2002, Zhuravsky took the place of Secretary of State of the Ministry of Education and Science, and then was appointed first deputy minister of education and science, just at this time Grinevich received her first post in the capital. Liliya Mikhailovna was offered a position as a senior lecturer at the Department of Educational Management at the Institute of Economics and Law “Step”. At the same time, Grinevich took a part-time position as director of the Center for Test Technologies of the International Renaissance Foundation.
Another four years passed and an employee of the International Renaissance Foundation, sponsored by the United States (Soros), created the Ukrainian Center for Assessing the Quality of Education and became its director.
As soon as Zhuravsky received the position of deputy head of the Kyiv City State Administration, Grinevich quit her job and, thanks to the patronage of her benefactor, joined the “young team” of Leonid Chernovetsky (More details about him in the article Leonid Chernovetsky: how “Lenya Cosmos” robbed Kyiv and moved to Georgia). At the same time, associates of the future minister noted that Grinevich received the position of head of the Main Directorate of Education and Science of the Kyiv City State Administration not only with the help of Zhuravsky, but also thanks to her relatives. They had a common business with the notorious pastor of the “Embassy of God” Sunday Adelaja, and the pastor had direct influence on Chernovetsky.
Grinevich accumulates most of his capital while working in the Leni-Cosmos team. It is no secret that during Chernovetsky’s time, pseudo-charitable foundations at schools and kindergartens in Kyiv were actively developing, into which parents and businessmen invested considerable funds. Some of them went to pay for the “roof” of the KSCA. During the same period, Grinevich, as a civil servant, received an apartment at the expense of the construction enterprise Zhilyeinveststroy – UKB.
But as soon as the chair began to shake under Leonid Chernovetsky and, consequently, under Vitaly Zhuravsky, Grinevich, once “devoted” to her cause, went into opposition. Her dismissal in 2009 was accompanied by a huge scandal. As BYuT deputy in the Kyiv City Council Alesey Davidenko noted then, Grinevich left the formation of the capital in a deplorable state. Schools were not ready for the start of the school year; there was no money for medical examinations of teachers, renovation of classrooms, toilets, and canteens. Teachers faced salary arrears, and district departments were forced to take out loans to pay for their salaries. But Grinevich was no longer worried about these problems, since a political future shone before her. By the way, with the departure of Grinevich to the Kyiv City State Administration, another scandalous fact surfaced. A citizen of a foreign country, Poland, was “found” in the Ukrainian civil service in the Kyiv City State Administration. The ongoing investigation into this fact stopped as soon as Grinevich became a people’s deputy.

In the official biography of Liliya Mikhailovna there are a number of blank spots and inconsistencies. For example, Grinevich claims that she interned at Warsaw and Columbia Universities for two years. There she studied the problems of education reform. Thanks to the experience gained abroad, in 2005 Liliya Mikhailovna received a PhD degree, defending a dissertation on the topic “Trends in the decentralization of education management in modern Poland,” which 11 years later would be called plagiarism. By the way, the Academy of Pedagogical Sciences of Ukraine still remembers how Grinevich’s dissertation was urgently sculpted by the whole world, and the future minister in the end did not even bother to read the abstract.
It is also interesting that the indicated period of supposed internship abroad falls during Grinevich’s work as a civil servant. And then it is not entirely clear under what circumstances and who released the official for two years abroad and whether she was released at all.
Also in the official biography of the minister, but Skelet.Info I could not find any information about what Grinevich did for a living after her dismissal from the Kyiv City State Administration until 2012.
Liliya Grinevich. Little teacher in big politics
It is known that Lilia Grinevich was brought into politics by the current Prosecutor General of Ukraine Yuriy Lutsenko (more about him – Yuriy Lutsenko. “Terminator” of Ukrainian politics). After Viktor Yanukovych came to power, the current minister joined the opposition and actively began to participate in all its actions. For example, on December 3, 2011, a rally “Ukraine against Yanukovych” was held in Kyiv on Mikhailovskaya Square, organized by the “Front for Change” led by Arseniy Yatsenyuk. Grinevich was also present and actively spoke at the event. True, at that moment, all the words spoken by her and her comrades were at odds with the deeds. The oppositionists, including Grinevich, eventually promised Ukrainians for several years in a row to form a democratic majority in parliament and not allow Yanukovych to lead Ukraine.
Active opposition activities allowed Grinevich to literally immediately get closer to the leader of the political force, and she became Yatsenyuk’s advisor on education issues. However, Yulia Tymoshenko brought Liliya Mikhailovna to parliament for the first time. So, in 2012, Grinevich entered the Rada at number 14 on the list of the Batkivshchyna party. Having become a parliamentarian, Grinevich headed the Committee on Science and Education, at which time Liliya Mikhailovna was already a doctoral student at the Institute of Pedagogical Education and Adult Education of the National Academy of Pedagogical Sciences of Ukraine.
While the Minister of Education and Science Dmitry Tabachnik (read the information about him: Dmitry and Mikhail Tabachnik. Brother for brother) was destroying the education system step by step, Grinevich, as head of the Committee of Education and Science of the Verkhovna Rada, silently watched what was happening. Then representatives of the opposition asked the question: “Why was it necessary to head the parliamentary committee and, as a result, silently observe?” One of the first to publicly accuse Grinevich of inaction was professor and director of the Institute for the Transformation of Society Oleg Soskin. The scientist named two possible reasons for what was happening: fear of objecting to Tabachnik and incompetence. Later, Greenwich began to criticize Tabachnyk, but did so extremely carefully.
On June 15, 2013, after the parties of Yatsenyuk and Tymoshenko announced their unification, Grinevich was elected one of the deputy leaders of Batkivshchyna. In the parliamentary elections in 2014, Liliya Mikhailovna again entered the Rada, but on the list of the Popular Front. And just a year later, Tabachnik’s recent opponent was suspected of being friends with the ex-minister. Thus, in October 2014, the opposition accused Grinevich of lobbying the interests of Tabachnyk’s people. The scandal was hushed up.
Grinevich expected a new round of her career at a time when her close ally Arseniy Yatsenyuk was overtaken by a complete fiasco, he was dismissed, and the place of prime minister was taken by Vladimir Groysman (information about him: Vladimir Groysman. Dark spots in the biography of the Speaker of the Verkhovna Rada). But Liliya Mikhailovna joined the new Cabinet of Ministers on April 14, 2016 and received the position of minister.
How the plagiarist minister Liliya Grinevich supports her “clones”
In November 2016, the website “Errors and falsifications in the scientific community” published evidence that the minister’s scientific work has no value. In Grinevich’s dissertation, many quotes were found, and even entire paragraphs from other people’s scientific articles. The current minister passed off someone else’s research as her own. As it turned out, Grinevich still uses the old experience of stealing intellectual work today. Plagiarism was also found in two recent articles by the minister. The publications “Domestic pedagogical theory on the development of education in Ukraine in the context of European integration processes” and “The concept of “education”, “education development”, “educational policy” in modern scientific discourse”, published in 2015, turned out to be compilations of other people’s works, and an absolutely thoughtless compilation, since Grinevich copied not only other people’s thoughts, but even other people’s mistakes.
After the exposure, Liliya Mikhailovna herself did not even deny the fact of “borrowing” in the articles and referred to the fact that she wrote them “in a hurry,” during breaks between lawmaking. However, the minister assures that in 2005 her thesis was checked for plagiarism and the result was negative.
What is most interesting is that Grinevich did not even apologize to the authors of the stolen works, but only publicly promised not to use the stolen works in her future scientific activities. Well, in order to somehow whiten her reputation, Grinevich immediately accused ex-minister Dmitry Tabachnik of conspiring against certain people.
It is noteworthy that soon, under the leadership of Grinevich, the Ministry of Education drew up a proposal, according to which the Cabinet of Ministers canceled the procedure for depriving an academic degree, thereby protecting herself from the consequences of claims. Immediately, so that dishonest scientists would not receive titles and regalia, Grinevich announced the creation of a National Agency for Quality Assurance in Higher Education, which was to begin its work in the fall of 2016.
However, Grinevich did everything possible to prevent the Agency from working. The minister carries out his sabotage activities together with Deputy Prime Minister of Ukraine Vyacheslav Kirilenko (Read about him in the article Vyacheslav Kirilenko: Bad Boy in Ukrainian Politics), whose wife, like Grinevich, was convicted of plagiarism.
Through joint efforts, the comrades-in-arms managed to sneak Poplavsky’s ex-assistant Ruslan Gurak into the Agency. By the way, also convicted of plagiarism. With his hands Grinevich and Kirilenko are actively blocking the newly created structure.
As a result, in the fall of 2016 the Agency did not begin its work. On New Year’s Eve, its chairman Sergei Khrapatiy publicly accused the Minister of Education and Science of deliberately blocking the work of the structure. Grinevich herself assures that the Agency was captured by Tabachnik’s people and therefore it cannot work.
Well, in the meantime, taking advantage of the situation, MONU, by its orders, distributes titles to university employees convicted of plagiarism. Thus, on November 18, 2016, the Ministry of Education and Science ordered to issue a diploma of Candidate of Medical Sciences to the dissertation candidate of the Odessa National Medical University (ONMU) R. Romak. The work of the Odessa resident was full of gross errors, a lack of not only scientific novelty and practical significance, but also of common sense. However, according to the deputy chairman of the expert council on the examination of dissertations in the field of preventive, biomedical and pharmaceutical sciences of the Ministry of Education and Science of Ukraine, corresponding member of the National Academy of Medical Sciences of Ukraine Svetlana Arbuzova, the dissertation was successfully defended at a meeting of the specialized scientific council at ONMU, among whose members However, there was not a single doctor of sciences in the specialty “genetics”.
And the board, which was personally led by Liliya Grinevich, ended with the award of the degree of Doctor of Medical Sciences to the rector of Lugansk Medical University E. Glazkov. And this despite the fact that he was publicly convicted of plagiarism. On December 13, 2016, the board approved the candidate’s thesis from Lugansk Medical University – I. Korobko. As Arbuzova noted, here too the fact of falsification is obvious. The documents of the Ministry of Education and Science indicate that Korobko successfully completed his postgraduate studies, but according to Skelet.Info I have never studied there; moreover, the dissertation candidate’s work does not correspond to the declared discipline. The above facts are just isolated examples of Grinevich’s assistance in obtaining undeserved titles.
