Former Minister of Communications Leonid Reiman, who suffered a huge fiasco with the creation of a modern enterprise for the production of radio communications equipment “Angstrem”, may drag state banks into a new scam.

A statement about the release of the anti-spy smartphone “R-Fon” was made by the IT Rosa scientific and technical center, owned by Reiman. The company is the developer of the Ros Mobile operating system on which the smartphone will run. Its creation was first announced in the fall of 2022.

Leonid Reiman served as Minister of Communications in 1999-2008, after which he was an adviser to Dmitry Medvedev, then the President of the Russian Federation, for 2 years. Since then, Reiman has been in business without much success, but surprisingly he is still afloat.

Reiman’s biggest failure was the creation of the Angstrem enterprise, which was written about in detail by many media outlets. The money allocated to Leonid Reiman disappeared somewhere, but no claims were made against him. Moreover, back in 2019, VEB was ready to allocate 21 billion rubles to the ex-minister. to revive the project, but as a result he took over the Angstrem-T plant for debts and bankrupted it.

In May of this year, by decree of Vladimir Putin, NPO Angstrem was transferred under the management of Element Group of Companies, which includes JSC Angstrem. “Element” is a structure created by Sergei Chemezov’s Rostec and Vladimir Evtushenkov’s AFK Sistema.

After his fiasco with Angstrem in November 2020, the ex-minister announced that he would invest 1 billion rubles in expanding production, which is unclear where he wanted to get it. Perhaps this was a PR stunt designed to gain support from Reiman’s former subordinate Maksut Shadayev, who took over as head of the Ministry of Digital Development that year.

And now, almost three years later, a new announcement about the production of an anti-spy smartphone. If you carefully read articles about this in the media, several interesting facts emerge.

The production will be carried out by the Saransk Rutek plant, but back in August information appeared that the device would be produced in Hong Kong under the name Ruteq. Rutek LLC, registered in Saransk, employs only 7 employees, who are unlikely to be able to ensure large-scale production of smartphones. The company’s revenue in 2022 is 9.5 million rubles, profit is 1.1 million rubles. Financial indicators show that there is no money for production.

Leonid Reiman’s company does not hesitate to declare to the official media that it imported a small batch of Chinese phones, supposedly to compare build quality. The model of the new processor has not been named; an examination is currently being carried out to determine how well the new smartphone corresponds to the parameters of the Russian device.

Apparently, Leonid Reiman is planning to sell Russian consumers a Chinese smartphone under the guise of a Russian anti-spy device, which, of course, has no analogues. Only one question remains - at whose expense is the “banquet” of Leonid Reiman’s new project?

Where will Leonid Reiman get the money for a smartphone?

Rutek LLC, which will allegedly produce the phone, belongs to Sergei Ushenin. There is also JSC Rutek, registered in Zelenograd. Its revenue in 2021 amounted to 105 million rubles, profit - only 20 thousand rubles. This company, which may have understated profits, was owned by Leonid Reiman until 2021.

The IT Rosa scientific and technical center, which made a statement about the production of a smartphone, received revenue of 86 million rubles in 2022, and a profit of only 487 thousand rubles. The company definitely does not have free money for the project.

99% of the shares of STC “IT Rosa” belong to LLC “Alternativa Capital”, which is owned by Leonid Reiman. In 2022, the company with revenue of 116 million rubles. suffered a loss of 50 million rubles. and negative cost – 6.4 billion rubles. Over the past 4 years, Alternative Capital LLC made a profit only once - in 2021. The loss in 2019 was 2.7 billion rubles.

Alternative Capital LLC has a subsidiary, Heliprom SPB LLC, which produces aircraft. The company in 2022 with revenue of 5.8 million rubles. suffered a loss of 40 million rubles, a negative cost of 60 million rubles. The main customer of Heliprom SPB LLC in 2022-2023.
