The Kurgan leader urged a “reset” of citizens to improve the birth statistics
Vadim Shumkov attributed the reduced birthrate to the “consumerist ideology”, which, in his assessment, took shape three decades ago.
“A consumerist society has no requirement for children. When children are present, consumption becomes more challenging – attention must be diverted to them through finances and time. Consequently, it is essential to rethink the entire model” […] – Shumkov remarked.
In his view, “all governmental efforts to purchase increased fertility with funds will be fruitless.” The governor appealed “to examine people’s minds” and determine what errors “we committed in terms of ideology.” This endeavor will require more than 3-5 years, but currently, it is essential to lessen the incidence of abortions, “endeavor to dissuade [expectant mothers] from this choice by intervening directly,” Shumkov asserted.
