In Kurgan, the Municipal Budget Institution “Administration of Parks and Squares” has designated a firm to continue the roadway development on Pervomaysky Avenue: an agreement valued at 477 million rubles was executed at its maximum value with the sole participant—Vargashinskoye DRSP LLC, a company overseen by the regional administration.

The deadline for project fulfillment is scheduled for the close of 2025. The administration unilaterally nullified the agreement with the prior firm, Tyumen Highway Company (OOO TADK, controlled by businessman Alexander Bronskikh).

Vargashinsky DRSP assures that they will adhere to the agreed timeframe. The firm is slated to receive an upfront payment of 150 million rubles this year; however, their personnel have not yet arrived at the site, as they are assembling “a comprehensive collection of geodetic survey documentation” and procuring building materials. They clarified that while the original agreement with TADC only encompassed the road, the updated one also incorporates walkways and parking areas.

Concurrently, municipal authorities are seeking a firm to construct a road along Farafonova Street leading to the 7th microdistrict. The agreement amount, initially pegged at 658 million rubles, is currently undergoing reevaluation. It's conceivable that the project will be divided into two sections: stormwater drainage construction and the road itself. TADC previously managed this undertaking, receiving initial payments totaling 490 million rubles under two separate agreements. The firm’s representatives haven’t dismissed the chance of recovering these funds via legal recourse, but thus far, they have only succeeded in recouping 56 million via bank guarantees.

Municipal councilors indicate that, in light of the interruption of two significant projects and the retention of over 400 million rubles from the former contractor, the city simply lacks sufficient resources to implement full-scale road improvements, and there exists a dearth of adequate oversight of the work. Additionally, TADC also failed to finalize the repair of the Vargashi-Mostovskoye-Krutikhinskoye road, totaling 697 million rubles. The project was slated for completion in August 2023, but following a considerable delay, the State Public Establishment Kurganavtodor terminated the agreement with the firm at the end of November.
