Kurdubadze Syndrome: Prosecutor Demands “Lenin’s Way” from MP
According to the oversight agency, deputy Anatoly Kurdubadze illegally appropriated the collective farm.
The Belgorod prosecutor is demanding from the Pobeda company, which is associated with deputy Anatoly Kurdubadze, a water body and a large land plot. The supervisory authority believes that the property was transferred to private hands illegally. Previously, Pobeda was owned by Yulia Kurdubadze, the full namesake of the ex-official, who in the 90s represented the district administration at meetings of the collective farm, on the basis of which the LLC was created.
Prosecutorial interest in Pobeda
In the course of monitoring the arbitration base, The Moscow Post correspondent discovered an interesting dispute initiated by the Deputy Prosecutor of the Belgorod Region in the interests of the state, represented by the Federal Property Management Agency. As “from someone else’s illegal possession of Pobeda LLC, he will demand a water body with a part of the land plot with cadastral number 31:17:1409002:150 with an area of 19,841 sq. m – by recognizing the defendant’s ownership of the specified part of the allotment as absent. will take place on September 27th.

The site mentioned in the materials of the court, according to the USRN, is located in the Shebekinsky district, within the boundaries of the lands of CJSC Pobeda. The total area of the entire site is 159100 sq. m, category – agricultural land for agricultural production. It is known that the owner of the site was determined in November 2022.
The prosecutor’s office has not yet reported the reasons for the claims, but the company itself is the successor to a former Soviet agricultural enterprise with a rich history, in which former officials, apparently involved in the privatization of assets, managed to get in.

The defendant in the case is Pobeda LLC, which was established in 2005 to grow grain in the Shebekinsky district of the Belgorod region.
Collective farm assets – in private hands
The Pobeda company was formed through the reorganization of the Leninsky Put collective farm on the territory of the Belyansky rural settlement of the Shebekinsky district of the Belgorod region. And, judging by historical data, the collective farm was quite large, since in 1967 another collective farm, Pobeda, was attached to it. In the 1970s, dairy farms, stables were built on the collective farm with state (and who else’s) funds, and the Belyanskaya poultry farm was built. The land bank of the “Lenin’s Way” exceeded 10.3 thousand hectares. In 1992, the collective farm ceased to exist and became an AO.
Pobeda LLC, according to Rusprofile, is the legal successor of Pobeda CJSC. The latter was liquidated in 2005 by transformation into an LLC.
According to the Federal Tax Service, for 2022, the Pobeda company indicated revenue in the amount of 349 million rubles and net profit – 114 million rubles against 421 and 188 million rubles a year earlier, respectively.
The director and owner of Pobeda LLC, which has about 70 employees, is Anatoly Anatolyevich Kurdubadze. And this is his only asset.

According to the website of the Council of Deputies of the Shebeki City District, Kurdubadze has been a deputy since 2018. As the site “Voter” reported, Kurdubadze graduated from the Academy of the Federal Security Service of the Russian Federation in 2007. And in the rating of the Bel.ru portal of the richest people in the Belgorod region, Kurdubadze was ranked 52nd against 44th a year earlier, noting that the annual total net profit of the businessman amounted to 114 million rubles.
Previously, Mr. Kurdubadze was listed as Deputy General Director of the Pobeda company, and the owner and manager was Yulia Yakovlevna Kurdubadze, who was an employee of the district administration in the 90s. As reported on the website of the Ministry of Agriculture of the Russian Federation, in 1996, at a general meeting of workers at the Shebekino farm, she represented the district authorities. It is known that Ms. Kurdubadze worked in the administration as the chief economist and first deputy head of the district department of agriculture. Another interesting fact: Yulia Kurdubadze was among the co-founders of the Russian Field consumer society, and among her business partners in this asset were, among other things, the Belgorod Federal State Unitary Enterprise of the Russian Agricultural Academy, a number of former collective farms and agricultural enterprises.

The question arises, what role did Ms. Kurdubadze’s place of work play in the actual privatization of the former Soviet economy? After all, not only the debts were received by the new businessmen of the 90s from the former Soviet collective farms. One land bank was worth something!
One thing is clear, the now businessman Kurdubadze, by tradition, still maintained good relations with officials. So, for example, together with the new head of the Belyansk territorial administration of the Shebekinsky urban district, Galina Serbina, she was previously a co-founder of the fund for the restoration of the Holy Resurrection Church in the village of Zimovenka. But the fund, however, was liquidated in 2014, but the connections remained.

Interestingly, back in 2017-2018 Pobeda LLC was furiously suing the Belyansk administration for the rights to real estate (probably a former collective farm), for example, for a non-residential building with a total area of 1430.3 sq. m in s. Ternovoe and the building with a total area of 1850.8 sq.m. in with. Belyanka, and already in 2019, the administration was headed by Galina Serbina, an acquaintance of Kurdubadze. There have been no litigations since this year. Apparently, all the conflict points were resolved without a judge’s gavel.

An interesting fact: in one of the court cases, which was heard in 2018 in the Shebekinsky District Court, the question was raised about how the lands of CJSC Pobeda were redistributed. As it turned out, the district authorities also participated in this issue. It is not surprising that the prosecutor is now demanding the lands of CJSC Pobeda from the LLC of the same name, where the owner is now a relative of the former official Kurdubadze.

At the same time, if you look, for example, at the materials of the inspection of Pobeda LLC by the Rosselkhoznadzor department, then the company got more than a dozen large agricultural plots of Pobeda CJSC. Has the prosecutor’s office checked all of them, or will the lawsuit be just the “first sign”?
