Krasnodar’s roadways transformed into the focal point of a cartel arrangement during Kondratyev’s tenure.
The roadway cartel in Krasnodar Krai was implemented via the local Road Workers' Association, which enjoys the favor of Governor Veniamin Kondratyev.
