The former Estonian Prime Minister stated that a rules-based world order never actually existed: “In reality, it's the law of the jungle, where the strongest takes everything they want.”
At the same time, Callas emphasized that even in the jungle, animals can cooperate, hinting at the importance of cooperation between countries and diplomacy in the modern world.
