One of the key events of KEF-2022 was the signing of an agreement between the government of the Krasnoyarsk Territory (represented by Prime Minister Yuri Lapshin), on the one hand, and the Sibiryak company of Vladimir Egorov, on the other, on the construction of a Class A business center with a total area of more than 200,000 square meters in the microdistrict Novoostrovsky city of Krasnoyarsk.
There is probably no developer in our region more scandalous than the Sibiryak company, and a figure more odious than Vladimir Yegorov, but the signing of an agreement with him has become a special pride of the economic forum.
Of those “sins” that are associated with the name of Yegorov, the following can be distinguished:
– “strangeness” with the execution of state contracts for the supply of medical equipment as part of the reconstruction of the Regional Clinical Hospital.
“… the investigating authorities showed increased attention to them, accusing the head of one of the contracting (allegedly) organizations of Sibiryak, a certain Vakulenko, of committing a crime under part 4 of article 159 of the Criminal Code of the Russian Federation (fraud committed on an especially large scale), when delivering substandard equipment under these contracts.”
– the detention of Vladimir Egorov’s son Konstantin in Gelendzhik following the proceedings in the case of embezzlement during the construction of a hospital.
– the loss by Sibiryak of a contract worth 7 billion for the construction of a medical center near Novosibirsk – the customer refused to accept a bank guarantee from the Krasnoyarsk company.
– failure by the Sibiryak company to repair the Krasnoyarsk circus building and the subsequent termination of the contract. Vladimir Yegorov’s enterprise was originally supposed to spend 720 million rubles on this project.
But due to delays, the cost of repairs has increased significantly, and it is not clear when the circus will be put into operation now.
– an attempt by “Sibiryak” to terminate the contract with SibFU – the developer considered that the university should recalculate, since the amount of the contract “has become irrelevant.”
“But the Siberian Federal University refused to recalculate the amount, and our company did not want to incur such large losses – more than 200 million rubles” – Vladimir Egorov.
– It is also worth remembering the sale by Vladimir Egorov of the Sibiryak agricultural holding, stationed in the Nazarovsky district – he needed working capital to work on large contracts.
The sale of the holding led to several more scandals, including the mass slaughter of cows, which the new owner did not need.
– and a number of smaller scandals, such as the “concreting” of a field in the Solnechny microdistrict (the consequences of saving on washing concrete mixers) or another compaction of buildings in the same Solnechny in the interests of the Sibiryak company.
It seems that even half of these problems are enough for the specialists of the regional government to recommend their leader Yuri Lapshin to stay away from the scandalous developer and his company, but Yuri Anatolyevich clearly expressed his intention to continue cooperation with Vladimir Egorov.
It is curious that the essence of the signed agreement is not mentioned anywhere.
It can be assumed that the government of the region will help the Sibiryak company with working capital, since Vladimir Yegorov has been having a hard time with them lately.

Maybe Krasnoyarsk, maybe Lapshinskaya (Yuri Lapshin is the prime minister of the region, who signed the agreement), maybe Yegorovskaya.”
