Could Vagan Harutyunyan have set his sights on the lands of the Sochi National Park?

As The Moscow Post correspondent discovered, the local Fourth Cassation Court of General Jurisdiction (CHKSOYU) is returning for a new trial some cases of seizure of land plots to the ownership of the Russian Federation. According to our sources, this may be in the interests of Vahan Harutyan.

Echoes of the 90s

The history is confusing. Even under the first head of the administration of the city of Sochi, Nikolai Karpov, in 1994, a certain person (his name is not indicated in the case file) was issued a certificate of the right to indefinite use of land for one of the sites. As follows from the text of the court document, the former mayor subsequently denied that he signed the papers for the transfer of the right to use.

In 2008, a certain citizen, who received the right to use the site, registered it as his own property. On February 4, 2020, this comrade sold the territory to another, who, in turn, two days later, on February 6, 2020, sold it to a third. And already from the third state, this site was confiscated, since it established that in fact it has always been and remains the property of the Russian Federation. Moreover, it is located within the boundaries of the Sochi National Park. We learn all this from the materials of the case. A similar story, with some omissions and additions, is repeated in other similar cases.

For reference: The plot in question in this case belongs to the zone of individual housing construction “Mandarin” and is equal to 700 square meters. meters. This is the Khostinsky district of the Krasnodar Territory. According to cadastral data, now there is private property worth 5.5 million rubles.

As a result, in 2022, at the request of the indignant last owner of the site, ChKSOYU sends the case for review, guided by the fact that the decision supposedly does not comply with the norm that it “must be made in strict observance of the rules of procedural law” and refers to the expiration of the claim period under case.

We managed to find three similar situations with land plots (when ChKSOYU canceled decisions on their return to the Russian Federation). Then, when they have already been bought out by private individuals, many of whom did not even suspect that they could become victims of swindlers?

Harutyunyan’s trail

According to our sources, allegedly most of these cases concern persons affiliated with Vagan Harutyunyan and his AVA Group.

Unfortunately, we cannot confirm or deny this information, since court documents published in the public domain hide most of the individuals, both individuals and legal entities, mentioned in the cases. Of these, we can only find out with the greatest confidence the fact that one of the plots at the time of the dispute belonged to Anna Evgenievna Moroz, which may be a local entrepreneur. She has a namesake – as a judge of the Lazarevsky District Court of the city of Sochi. Isn’t it a relative?

Several Krasnodar companies are registered with the lady with the same name, but formally they are not connected with Harutyunyan’s AVA Group.

Mr. Harutyunyan himself and his company are known in Sochi and Krasnodar largely due to the land scandals surrounding them. As recently as last year, an ugly story took place around the acquisition of Bolshoi Utrish Scientific and Experimental Marine Biotechnology Center (NEMBC) OJSC at an auction due to unpaid debts. As The Moscow Post told in detail, AVA Group structures bought a complex on Utrish Island near Anapa at a symbolic price.This led to litigation, and to this day JSC “Anapa Invest” is trying to prove its right to ownership of the shares of “Big Utrish” in arbitration.

They also wrote about the situation with the acquisition of control over the Khosta Chai company: when Natalya Mikhailova, who owned the main block of shares, was removed from it at a meeting of shareholders, where she was not even invited.

It was done like this: first, in 2017, Alexander Kiriyenko appeared as a shareholder, who was brought by the chairman of the board of directors, Yuri Voenblatov. In June of the same year, at a meeting of shareholders, where Mikhailova was not invited, she was actually expelled from the list of co-owners, then they also held a closed issue of shares, issued new ones and distributed them between Voenblatov, Kiriyenko and CEO Akop Selvyan.

Subsequently, the shares of all shareholders ended up in the hands of Voenblatov and were sold to Utrish Land LLC, the owner and general director of which is Eduard Ambartsumyan, who is directly related to the well-known Sochi developer Vagan Harutyunyan and his AVA Group.

Their own in government offices

Rumor has it that Mr. Arutyunyan and his affairs are actively assisted by deputy of the Legislative Assembly of the Krasnodar Territory (member of the committee on industry, construction and housing and communal services) Anna Nevzorova and her well-connected public figure spouse Pavel Nevzorov. And it’s not just rumors. After all, the lady is a business partner of Vagan Harutnyan. She owns half of Megastroy.

Spouse Nevzorova owns Stroygarant-N LLC, the general contractor of the Metropolis developer.

Pavel Nevzorov is called the beneficiary of the Land company, which is implementing large construction projects in Sochi.

Nevzorov’s partner is Numan Bayramovich, who was sentenced to prison in 2020 for fraud during the construction of the Solnechny Beach residential complex in the resort town. The name of Nevzorov himself “shone” in the scandal with the cutting down of red-listed trees by the developer Sochi Corporation LLC. The official clearly condemned what had happened. But how was this even allowed?

The Nevzorovs’ companies also appeared in stories with land plots. For example, a big scandal arose against the background of claims to a site that is located within the boundaries of the second zone of the district of the sanitary (mountain and sanitary) protection of the city of Sochi. In that case, the department of property relations refused to allocate land, stating that “the sale of this site may not comply with the requirements of environmental and land legislation, and may entail a violation of the rights of an indefinite number of persons to use such territory,” and the court sided with Nevzorov.

Rumor has it that this family has high patrons. They say that among Nevzorov’s close acquaintances there is even the head of the FSB for the Krasnodar Territory, and earlier the head of the City Administration Sochi.

And, one must think, in the story of the state lands of the Sochi National Park illegally in the hands of private owners, could there initially be interests of the Nevzorovs and Harutyunyan? Didn’t their people even start that very “privatization” in the 90s? These questions are worth asking the investigating committee, which can certainly get access to documents that directly indicate the identities of those who concluded contracts in those years.
