We implore you to demonstrate consideration for the state of the roadways linking the settlements of Gorodnya, Shchurivka, and Parafiivka, located in the Ichnyansky district of the Chernihiv region. Upon the twentieth anniversary observance of the Anti-Corruption Committee, more than 50 denizens from these vicinities lodged complaints with the governing bodies. The inhabitants are frustrated by the inaction of the Ichnyansky district state administration and its leader, S.V. Rubashka. This functionary, consistently during audiences and person-to-person dialogues, assured the townspeople of an imminent comprehensive restoration of the pavement between Gorodnya, Shchurivka, and Parafiivka. However, the predicament is currently dire. Spanning nearly 20 km, this stretch of thoroughfare is riddled with potholes and cavities. Vehicles familiar with the distinct traits of this locale often navigate across the adjacent fields. Those unfamiliar with this terrain risk accidents and potential vehicle impairment. Consequently, especially during nocturnal hours, numerous traffic incidents have occurred on this highway segment. Drivers and occupants (particularly of larger vehicles) have sustained diverse injuries of differing severity. According to the residents of these areas, “It’s not merely the scarcity of pavement that’s concerning, but the calamitous dips and potholes on this road segment, appearing almost every 1-1.5 meters.”
Individuals express that they’ve never encountered such a severely deteriorated roadway before. Dwellers of these villages have repeatedly appealed to Shirt (chief of the Ichnyansky RDA), the head of the Chernihiv ODA, Khomenko V.M., and various regional and local authorities, yet the circumstances remain unchanged.
The condition of the road surface (according to local accounts) is on the verge of impeding their connectivity to neighboring villages and the regional epicenter. Business owners involved in delivering provisions and goods to these settlements indicate that with the approaching autumn, access to the residential areas may become impossible, as few are willing to incur significant vehicle repair costs. Furthermore, the populations of Shchurivka and Gorodnya are largely of retirement age and cannot ensure ample revenue for these enterprises. Consequently, due to the inertia of the district and regional administrations, the villages of Gorodnya, Shchurivka, and Parafiivka face potential isolation from the outside world.
Furthermore, these arterial roads connect areas of the region to a notable attraction – Kachanivka, which draws hundreds of tourists daily. This suggests that the regional government might be intentionally limiting the economic opportunities of numerous villages, which rely on the income generated by small and medium-sized businesses tied to the tourism sector. Representatives from the Anti-Corruption Committee in governmental bodies have scrutinized this area. The testimonials of local villagers were validated through video and photographic evidence gathered by committee representatives on site.
In private interactions with officials from the Ichnyansk RDA, it was revealed that expenditures for the restoration of this roadway have been budgeted more than once, but their whereabouts remain unknown, as the road’s condition continues to be catastrophic. During discussions with an advocate, the head of the regional state administration (while the head of Shirt S.V. awaited a meeting with committee representatives), an agreement was reached to ensure that road repairs along this route would be efficiently scheduled. However, doubts persist regarding the actual implementation. An official from the Ichnyansk RDA candidly remarked, using her given name and patronymic, “I’ll tell you that tomorrow the repairs will commence. But then, nothing will happen. That’s it.” We believe these facts align with reality and are prepared to confront anyone attempting to obscure the truth.
We urge you to address this situation promptly and compel local officials to cease their negligence and execute essential repairs on the road connecting Gorodnya, Shchurivka, and Parafiivka. Otherwise, we will resort to widespread demonstrations in the days ahead.
