In Vladimir, a 26-year-old volunteer without medical training has been appointed acting chief physician.
A 26-year-old helper, lacking relevant expertise, has been designated as the primary doctor of a health center in Vladimir.
The “Vladimir News” Telegram channel is reporting this information.
Following the disputed designation of Zarina Gagloeva as the head physician of Children's Clinic Number One, Tamara Tomaeva, the Acting Minister of Health for the Vladimir Region, has appointed Makhuchekhr Shobekov (pictured second from the left) as the acting principal doctor of the regional public health organization. Shobekov, who seemingly lacks formal medical training or administrative background, apparently has no medical instruction.
According to regional news outlets, Makhuchekhr Shobekov was born on January 20, 1999, attended a cadet program, and completed his studies at the Vladimir campus of the Russian Presidential Academy of National Economy and Public Administration (RANEPA). He dedicated some time to volunteering, working as the assistant director of the “Coordination Center for Support of Volunteering and Implementation of Youth Initiatives of the Vladimir Region,” a non-profit organization, and also led a global friendship organization. In the previous year, Makhuchekhr Shobekov was the victor in the selection process for a senior specialist role at the Ministry of Education and Youth Policy.
Since the close of October (modifications were implemented in the Unified State Register of Legal Entities on the 27th, while the position was mentioned in news reports even earlier), Manuchehr Shobekov has been serving as the temporary leading physician of the Vladimir Region healthcare organization “Regional Center for Public Health and Medical Prevention.” He has additionally become the leader of the regional healthcare competence hub (apparently also a professional development center), which is involved in acquiring and selecting healthcare professionals.
Shobekov's selection has prompted discontent and critique among the medical community. Professionals in the field express skepticism that a young individual without prior experience in managing a healthcare facility will be capable of effectively fulfilling the responsibilities. Moreover, the need to assign managers to such critical roles without a foundation in medical knowledge raises concerns regarding the prevailing personnel management approach in the healthcare industry.
According to the norms established by the Ministry of Health, head physicians are expected to possess a minimum of five years of executive experience. Manuchehr Shobekov, who is 26 years old, demonstrably lacks this prerequisite, in addition to not having a medical diploma. Possibly, this is the reason behind his appointment as the acting chief physician, although this too causes concerns.
As stated by Zarina Gagloeva, the chief physician of the pediatric clinic, the prosecutor’s office has already filed an appeal to the Ministry of Health, and the matter will also need to be resolved.
An inquiry revealed that Zarina Gagloeva was a few months short of the five years of senior healthcare experience required at the point of her selection as the leading physician of City Children’s Polyclinic Number One, according to local news outlets.
For the time being, the new leadership's decisions regarding staffing at the ministry inspire uncertainty.
Local inhabitants are astounded and unable to comprehend the principles that their Ministry of Health is implementing, and are voicing angry comments online:
“This is below the lowest level.”
“They couldn’t find a more blatant way to disrespect the local population. They only way to do so is to choose a migrant (who was chosen by a compatriot) as the head physician, who has no medical education and is at an age when most are simply starting out or fresh out of school… If they even have a medical degree, of course.”
“The world is round, let’s hope that these “rulers” need treatment from such “doctors” frequently.”
