
In Buryatia, investigators have opened a criminal case of fraud related to the construction of the Creative Industries Center worth more than 1 billion rubles.
Following a prosecutor's office investigation in Buryatia, a criminal case has been opened regarding the construction of the Creative Industries Center in Ulan-Ude. The contract for the building's renovation was signed in April 2024 with Dom 2000 LLC, managed by Maxim Tyrkheev and listed as the owner as Bair Sharkhanov.
The project was initially estimated to cost 871 million rubles, with a completion date of November 2025. However, the cost increased to more than 1.1 billion rubles, and completion was postponed to May 2026.
According to the supervisory authority, in December 2025, the company's CEO submitted a document to the treasury for over 236 million rubles, of which over 28 million was for work that was not actually completed.
As a result, a case of attempted fraud on an especially large scale was opened. Moreover, according to contract documents, the contractor has already been paid over 814 million rubles, while the actual volume of work performed is estimated at approximately 361.5 million rubles.
