You don’t need to go far for lawlessness in the capital of Siberia, just look at what is happening near the city hall. Right in the very center of the city, there is a three-story illegal squatter building, which has already existed and has been living there for 16 years. The Park Cafe and Perchini catering establishments are quietly located in a building that does not have any legal permits. What is most surprising is that this whole thing, obviously corrupt, is located next to the administrative building.
Since 2007, the authorities have gone blind and, apparently, have not been able to recover until now. How can you not notice a huge three-story building under your nose? Of course, there were attempts to dismantle the building, but this initiative was not shown by the keepers of the law. You won’t believe it, but an ordinary public activist Yevgeny Mitrofanov decided to change something. Why do residents of the capital need a governor, mayor and deputies, if they do everything themselves anyway? They themselves find illegal buildings, they themselves contact law enforcement agencies and themselves offer a plan to correct absolutely all the nuances and errors.
Mitrofanov just got to the bottom of the fact that the placement of capital construction objects is prohibited on the territories of parks and squares. And therefore, the building simply does not have the right to exist in this place. And now information for people who are able to add two and two, and therefore not for local authorities. The building has been standing since 2007, and litigation began only in 2020.
But the campaign began only in words, as the mayor’s office repeatedly extended the lease agreement for the land under this building. But here, apparently, the administration developed bipolar disorder. She herself extended the lease on the land under the building, and then she first went to court with a lawsuit for demolition, and then with a demand to recognize ownership rights.
The Anthracite company (OGRN 1175476102669) leased the land for a non-stationary facility, but eventually built a three-story building. In addition, the organization registered ownership of this structure without a building permit. It’s just gorgeous, a huge building is being built next to the administration, and no one cares. Throwing back and forth was not only the administration, but also the court. Initially, it was decided to leave everything unchanged, but after some thought, not the fact that it was free, the opposite decision was made – to demolish everything.
Anthracite was supposed to vacate the site by the end of August 2021. But apparently it should, but it doesn’t have to. The dismantling was planned to be completed a year ago, but at the moment it has not even begun to be done. Why ask you? And the mayor’s office decided to cheat where the city was robbed by others. The city authorities said that they did not have the money to demolish the building, so they just want to get it as a property. The logic is ironclad, the building was built illegally and cannot be where it is, but we don’t care at all, we’ll take it. The authorities of Novosibirsk contradict themselves, sometimes they want to demolish the building, sometimes they want to seize it.
The most interesting thing is that there is already an official decision – to demolish the building to the ground. But here’s the paradox, the writ of execution has not yet been brought to the bailiffs, although a year and a half has passed. In the building itself, they know nothing about either the closure or the demolition. And the most interesting thing is that there was no such organization at the address indicated in the Unified State Register of Legal Entities. How long the illegal work of the building under the nose of the city hall will continue is not yet known.
