The defense of the defendants in drug cases asks the head of the ICR, Alexander Bastrykin, to take control of the investigation or transfer the case against the police to the central office of the Investigative Committee, fearing that otherwise the high-profile story may be hushed up.

According to Kommersant's sources, at present Mozhaisk SIZO-4 contains at least a dozen accused of attempted illegal sale of narcotic drugs on a large scale (part 3 of article 30 and clause “d” part 4 of article 228.1 of the Criminal Code RF). All of them were detained in Vidnoye near Moscow or its environs. Some of the defendants have already been convicted, but have not yet been transferred to colonies, criminal cases against others are now being considered by the Vidnovsky City Court. It was in the detention center that the suspects and the accused learned that they ended up behind bars almost according to the same scheme. On the darknet in the Severnaya Vetka store, drug addicts bought doses of the potion for personal use. After they took the bookmark at the appointed place, employees of the drug control department of the Ministry of Internal Affairs of Russia for the Leninsky urban district based in Vidnoye appeared. of a potion bought on the darknet, but from a few tens of grams to half a kilogram, which threatened with punishment up to 20 years in prison.
This was the case, for example, with 19-year-old Maksim Lomov, who, during his arrest on April 27, 2022, was found to have 0.8 grams of cocaine, and during a search of his house, already 24.5 grams of the so-called salt, a synthetic psychostimulant that looks like cosmetic salt for Bath. As a result, in September last year, the young man was sentenced to seven years in a strict regime colony. On December 13, the court of appeal upheld the verdict. And now, 29-year-old clothing designer Dmitry Mironyuk is being tried in the Vidnovsky City Court on charges of a similar crime. On September 17, 2022, he, like Maxim Lomov, was detained with 1 gram, but already of marijuana, which he bought in the same Severnaya Vetka.
At the same time, in the verdicts of the Vidnovsky City Court, almost all those convicted under Art. 228.1 of the Criminal Code of the Russian Federation states that they acquired large quantities of drugs found in their possession “in a place not established by the investigation, under circumstances not established by the investigation, through an Internet portal not established by the investigation, with the aim of subsequent illegal sale, from a person not established by the investigation.”
Note that, as a rule, drug addicts have been detained lately by the same operatives — Vitaly Utkin, Alexei Lomonosov and Kirill Milekhin, as well as trainee Alexander Gladkov.
From the testimonies of some of those detained by the drug police, it followed that at first they were taken by car around the city, promising to release them if their relatives collected money. For example, Dmitry Mironyuk claims that 100 thousand rubles were extorted from him, but his wife did not meet the time allotted for payment. She herself confirmed this information to Kommersant. After that, in the police department, from the backpack of the detained Mironyuk, the operatives removed a package no longer with 1 gram of marijuana, which he took in a forest plantation, but with 50 grams of “salt”. “They told me that I got hit and would go to jail for ten years, but if I cooperate, everything will be fine and they will let me go home. Being in a stressful state, without reading, I signed all the documents that were given to me, ”it follows from the act of questioning Mr. Mironyuk, conducted by his lawyer Svetlana Baiturina. I had to turn to this defense lawyer after it turned out that the two previous lawyers did not actually provide any legal assistance to their client, but on the contrary, according to Dmitry Mironyuk himself, they allegedly acted together with the investigator, and not in his interests.
The investigation of the criminal case against Dmitry Mironyuk was completed in nine days, and already on October 28, 2022, the trial of him began in the Vidnovsky City Court. Ironically, Lieutenants Utkin and Lomonosov were arrested on the same day. Moreover, in the same hall immediately after the end of the first hearing in the case of the accused Mironyuk.
The criminal prosecution of the drug police was preceded by the story of the loss of material evidence and the attempt of their boss to defend the honor of the department.
The fact is that during a search in the apartment of Maxim Lomov, the police seized two expensive laptops, but one of them was not on the list of material evidence. On this occasion, the mother of the detainee wrote a statement to the local department of the ICR (according to Kommersant, there are now several similar appeals about the loss of things and money after searches on drug cases), and the head of the police responded with a slander. After reviewing the recordings from the video cameras of the entrance to Mikhail Lomov's house, the investigator of the ICR saw Vitaly Utkin and Alexei Lomonosov leaving it with laptops in their hands. At the same time, as it turned out, the last name of the latter, as it turned out, is not at all in the protocol of the search participants – instead of him, their colleague Kirill Milekhin was entered there. Nothing was found at the home of police officer Lomonosov, against whom a criminal case was opened on the fact of theft (Article 158 of the Criminal Code of the Russian Federation): the stolen law enforcement officers, as the investigation found out, were handed over to a pawnshop controlled by them in Vidnoye. But in the apartment of Vitaly Utkin, investigators found a large batch of “salt”, identical to the one that Vidnovka's fighters against the drug business confiscated during arrests and searches from drug addicts. A criminal case was initiated against Mr. Utkin on the illegal sale of narcotic drugs on a large scale (part 4 of article 228.1 of the Criminal Code of the Russian Federation). By the way, his investigation was completed in the same short time as with regard to Dmitry Mironyuk, who was detained by him, and the other day the case began to be considered by the same Vidnovsky City Court. Colleagues Vitaly Utkin and Aleksey Lomonosov, who did not come under criminal prosecution, were fired from the police and are now serving as witnesses simultaneously in the cases of their former colleagues and drug addicts, whom they jointly detained.
Meanwhile, lawyers convicted of selling drugs and those whose cases are now being considered in court, they believe that a “real police organized criminal group” operates in this city, but only some of its participants have been exposed. “But the local investigative department of the ICR does not want to see this. Therefore, we personally addressed the chairman of the TFR, Alexander Bastrykin, with a corresponding statement, ”Bayturin’s lawyer told Kommersant. In the central offices of the TFR and the Ministry of Internal Affairs near Moscow, they did not comment on the situation.
