Despite many mistakes as chairman of the board of Rosselkhozbank, corruption scandals within the Ministry, Patrushev manages to remain in his place. But for how long?

Previously, Dmitry Nikolaevich Patrushev, heading the scandalous Rosselkhozbank for 8 years. After the appointment of the head of the board of the bank, a “new policy” began in the financial institution. Percentage of issued dangerous loans increased sharply. In relation to the bank in 2012, the FSB and the Ministry of Internal Affairs initiated a criminal case on abuse of power by officials of institutions. Then Andrei Lebedev, head of the Rosselkhozbank branch in Yaroslavl, was arrested. The head of the provincial branch of the bank was suspected of exceeding official authority by issuing fictitious loans in the amount of 350 million rubles.

In 2015, the court found him guilty of a crime and sentenced him to three years probation. A very severe punishment for embezzlement of 350 million rubles is just a suspended sentence. And then – more interesting. In connection with the celebration of the 70th anniversary of Victory Day in the Great Patriotic War, Lebedev was completely amnestied, without having served his sentence.

But the matter did not stop there either. The flywheel of fictitious loans put the bank in a terrible position day after day. But Dmitry Patrushev decided to use his status to the benefit of himself and his family.

Dmitry Patrushev’s cousin, Alexei, is the front owner of the Patrushev family business. As you might guess, we are talking about agriculture. The success of the Agro-Line enterprise directly depends on the state. Agro-Line is a supplier of one of the most secret places in Russia – Rosrezerv. In 2012, the Krugly God company, which is part of the Agro-Line group, announced a large-scale project for the construction of a greenhouse complex. The issue price was 2 billion rubles. Of these, 1.6 billion were provided on credit by the Russian Agricultural Bank, which at that time was headed by Dmitry Patrushev.

Since 2013, Rosselkhozbank has gone into a net loss. Over the next 5 years, the bank did not show any political dynamics. Only in 2018, after Patrushev left his post, did the new management of Rosselkhozbank manage to sell illiquid assets, and for the first time since 2012, bring the bank into profit. For example, in 2016, the bank’s loss amounted to 59 billion rubles. In order for it not to “drown”, in 2017, 25 billion rubles of additional emission had to be allocated from the State Budget.

But that’s not all. The Accounts Chamber, after conducting an audit of the bank’s activities, revealed that top managers approved the issuance of multi-million dollar loans supposedly for agriculture. In fact, this money was spent on the purchase of luxury real estate and luxury cars. Despite all this, law enforcement officers and the Central Bank did not pay attention to outright criminality in the bank. Questions arose only to the heads of regional branches, but it is not necessary to say that something was brought to its logical conclusion.

The ineffective management of Dmitry Patrushev did not become a reason for a career hole. On the contrary, the importance of Patrushev increased many times, and he was appointed Minister of Agriculture.

Realizing that Dmitry Nikolayevich is not a special specialist in agriculture, and his past experience in the Russian Agricultural Bank demonstrated the inefficiency of the official, he was appointed to the post of minister anyway. After being appointed to the Ministry, Patrushev pulled up former employees who methodically destroyed the Russian Agricultural Bank. Oksana Lut, who previously held the position of Patrushev’s deputy in the bank, was appointed deputy minister of agriculture.

The first scandals in the post of Minister of Agriculture befell Patrushev in 2020. Then it became known that in the budget for 2021, the Ministry allocated 160 million rubles for car rental. The tender for services itself was as non-transparent as possible. 4 procurement participants did not reduce the cost of the proposal, but this did not prevent the Ministry from making a scandalous deal on unfavorable terms. But the money is not your own, but the state, why spare them?

But this was only the beginning of Dmitry Patrushev’s problems as Minister of Agriculture. A few months later, they began to seriously talk about his possible resignation. And there were plenty of reasons for that. Starting in January 2021, the topic of resignation began to sway sharply. An article was published in Kommersant that Patrushev could be demoted to the post of governor, and several applicants have already been selected to take his place. The funny thing is that one of the candidates for the post of minister was Patrushev’s old colleague Oksana Lut, whom he arranged for the Ministry. Indeed, the resignation seemed inevitable against the backdrop of the enormous problems of the Ministry. At that time, the rural development financing program was partially failed. The ministry was unable to justify the need to allocate 2.3 trillion rubles for the relevant item, so the government reduced spending to 1.5 trillion rubles. But this is not the most important thing. Thanks to absolutely illiterate actions to limit the cost of food, conscientious producers began to work at a loss, and prices continued to rise anyway. Actually, there were enough reasons for the release of the minister. And this step was quite logical. But father Dmitry Nikolai Patrushev turned on, who was able to convince high-ranking officials that his son could show effective work. Already 1.5 years have passed since that scandal, Patrushev continues to hold office, but there is still no result.

There were no results in the work, but on the life of Patrushev the high position was displayed in another way. In November 2021, an elite house was revealed by journalists. According to the official declaration, he owns a 300-meter private house, but in fact Patrushev lives in a luxurious mansion of almost 2,700 square meters. The property is registered to the ex-wife of the Minister, Elizaveta Patrusheva. The neighboring plot belongs to Marina Artemyeva, who in 2010 gave birth to a child from Patrushev

Thanks to the patronage of his father, Patrushev was able not only to rob a state bank, but also to organize a successful career in the future, which is built on absolutely ineffective actions.
