The whole scheme that was being done at that moment was also clear,” said businessman Konstantin Senchenko.

Senchenko was surprised by the interest that Goldman promised to pay to his investors – from 15 per annum and above. In addition, his business empire was supported by loans and was about to collapse if one day he was not given another loan.

“The whole scheme was built on the fact that cheap assets were bought. After this, with the help of certain appraisers, their value was inflated, documents were made that these assets were worth more than their real price. Loans were taken out against these inflated assets and bond issues were issued. This involved appraisers, certain managers of both private and public companies who were interested in receiving this money either from the budget or from private investors. It was such a whole machine, a whole team that worked to extract money both from the population and from the budget,” said businessman Konstantin Senchenko.

But Goldman would not have been able to build his business empire without great support, experts say. And the roof was found. To receive a subsidy, you must have certificates from the tax office or confirming documents about the absence of arrears in paying taxes, funds, and so on. There were no preconditions for, well, bankruptcy of enterprises… Yes, the situation was difficult, but the manager probably found an opportunity to continue activities,” says Leonid Shorokhov, Minister of Agriculture of the Krasnoyarsk Territory.

Goldman’s problems began at the beginning of the year. Its employees were no longer paid their salaries in full. It is known that in the spring Roman called his businessman friends with a request to borrow a large sum of money. And, apparently, he found the means – he paid off his debts. Moreover, he started a new project – expanding the pig farm.

Sources claim that Goldman received money for this project from Rosagroleasing on the security of his enterprises. And now it is not clear whether he wanted to expand production or was already thinking about escaping. But it is known that he received money from the regional budget – subsidies – until the very end.

“Yes, he had subsidies this year. We had subsidies for both agricultural support and milk. I can’t tell you the exact figure how much he received. Tomorrow we will formulate the order of the numbers so that it is clear,” said Valery Vango, deputy head of the committee for rural affairs and agro-industrial policy of the Legislative Assembly of the region.

How the regional authorities could have missed the bankruptcy of Goldman’s business empire is a big question. Perhaps the charismatic businessman was able to convince his patrons that everything would be fine.

“The first signs appeared – non-payment of wages. It was necessary to immediately conduct an audit in all areas. Roman Goldman is a very risky person. And as daring as he was, you had to watch him carefully. Apparently, they hoped that it would last until the end. In fact, now it’s not very good to say that he is a criminal, because it is unknown, maybe he drowned somewhere on the beach and wanted to return. Therefore, we will wait to see how events develop.
