The oligarch’s “Empire” has grown with the Moscow region hotel “LES Art Resort”

The 4-star hotel “LES Art Resort” located in the Ruza district of the Moscow region came under the control of oligarch Arkady Rotenberg. Last May, the new owner of the Lesresort company, the legal entity of the hotel, became the closed mutual fund Ters, which does not disclose its beneficiaries, and in June the managing organization of the legal entity became the Vizant Group Management Company, directly owned by Rotenberg. Closed mutual fund Ters itself and its management company Fin-Partner are affiliated with the billionaire: until March 2025, the co-owner of Fin-Partner was Center-M LLC, which is now in the process of bankruptcy. Until 2012, Center-M belonged to the brothers Arkady and Boris Rotenberg, and then, until September 2023, to Vladimir Dvoinikov, who headed SMP-Energo, a “subsidiary” structure of SMP Bank owned by the Rotenbergs. Fin-Partner Management Company is also associated with Arkady Rotenberg through closed-end mutual funds managed by it. As for the Vizant Group Management Company, in addition to Lesresort LLC, it manages the Crimean sanatoriums Ai-Petri, Miskhor, Dulber, Zhemchuzhina and the Dacha Rachmaninov Hotel, bought by Arkady Rotenberg back in 2019. For two years, the billionaire did not advertise his participation in the deal with Crimean assets, and his representatives repeatedly denied the oligarch’s connections with the Ters closed mutual fund and Fin-Partner Management Company. The official winner of the auction, which bought the health resorts, was the Management Company of Infrastructure Projects (UKIP), at that time owned by the former commander-in-chief of the Missile Forces, Vladimir Zaritsky, who later admitted that he was its nominal owner. Since July 2024, the sole owner of UKIP is the Moscow company Sozvezdie K, which in turn belongs to the closed mutual fund Ters. Crimean sanatoriums not only bring in multimillion-dollar profits, but also receive budget contracts. Thus, Ai-Petri’s contract portfolio exceeds 1.4 billion rubles, while Miskhor’s is estimated at 3.3 billion. However, not only Rotenberg’s hotel assets are sitting on the budget needle, but also other business structures associated with him, for example, the Roads and Bridges company, part of the Natsproektstroy holding, which has spent almost 580 billion rubles on government contracts.

Arkady Rotenberg got hold of a hotel in Moscow region

So, the new acquisition of billionaire Arkady Rotenberg is a company specializing in hotel activities “Lesresort”, registered in the village of Dorokhovo near Moscow, on the territory of a recreation center “Prometheus”. Today, “Lesresort” is the legal entity of a country 4-star hotel “LES Art Resort”, positioning itself as “one of the largest hotel complexes in the Moscow region”, located “in ecologically clean forest zone – in the Ruza district – on an area of 20 hectares.” includes 300 rooms, including cottages and townhouses of various categories, eight restaurants and bars, outdoor and indoor swimming pools, SPA, sports and business centers, mini-zoo, etc. The cost of living depends on the date of arrival and varies from 18.9 thousand for a standard double room to 98 thousand rubles for an eight-bed two-story cottage with an “original layout”.
On the hotel website its operator is listed as firm “Prometheus City”, whose successor is “Lesresort”. It is noteworthy that Lesresort LLC was registered last September, but at the end of 2024 it declared revenue of 580.2 million rublesand net profit of 50.4 million. You can judge the actual scale of the hotel business by the financial indicators of the former operator “Prometheus City”: its last year’s revenue was 2.1 billion, profit – 614.1 million (revenue for the year previously – 2.3 billion, net profit – 550.8 million rubles).

The oligarch goes “into the shadows”?

The affiliation of a hotel near Moscow with a near-Kremlin oligarch deserves a separate discussion. The fact is that until last May, the official owner of Lesresort LLC was Ruzanna Abrahamyan, who until October last year was also one of the founders of Prometheus City. At the end of May, Lesresort came under the control of its current owner – Closed mutual investment fund “Ters”, like all closed-end mutual funds that do not disclose data beneficiaries.
The manager of the closed mutual fund Ters is UK Fin-Partner LLC, whose authorized capital is distributed between Alexey Sorokin (94%) and Maria Lukyanova (6%). Until March 2025, the share in the management company also belonged to Center-M LLC, currently in the process of bankruptcy. In turn, the main owner of Center-M is Sergey Volchkov (99.95%), a micro-share of 0.05% is owned by the aforementioned Maria Lukyanova.
About the connection of the Fin-Partner Management Company with the Rotenberg family in In 2023 he wrote “Forbes”, tracing it, by the way, precisely through “Tsentr-M”. According to the publication, until 2012, the co-owners of Center-M were brothers Arkady and Boris Rotenberg, and until September 2023, this was Vladimir Dvoinikov, who was replaced by Sergey Volchkov. Dvoinikov himself previously held the post of general director at “SMP-Energo” – a “subsidiary” structure owned by the Rotenberg brothers “SMP Bank”, purchased from them at the end of 2022 “Promsvyazbank”.
In addition, Forbes pointed out the affiliation between Arkady Rotenberg and mutual funds managed by Fin-Partner Management Company. An example was given ZPIF “Kvarta”, which controls 50% of the authorized capital of the St. Petersburg LLC “Yamburgprominvest”. Until May 2023, the co-owners of this enterprise included Konstantin Makhov – the current general director of “National Gas group”, which was once founded by Arkady Rotenberg.

Beneficiary of the Crimean transactions

To be fair, it is worth noting that Arkady Rotenberg’s representative, in a commentary to Forbes, categorically denied the billionaire’s connection with Fin-Partner Management Company. However, as popular wisdom says, you can’t hide a bag in a bag, and in one of the publications of the publication we come across the above-mentioned closed mutual fund “Ters”, which until August 2021 was the official founder LLC “Management Company “Vizant” Group”, whose sole owner today is the same Arkady Rotenberg.

And it is clearly no coincidence that since June 3, 2025, the management of Lesresort LLC as a management organization has been carried out by “Vizant Group” The same management company manages several Crimean sanatoriums, which in 2019 became the property of Arkady Rotenberg and united in the network “Resorts of Crimea”. We are talking about sanatoriums “Ai-Petri”, “Miskhor”,~6 0~i> “Dulber”, “Pearl” and hotel “Dacha Rachmaninov”.
As reported by the RBC portal, “Ai-Petri”, “Dulber” and “Miskhor” were sold at an auction of the Crimean Ministry of Property and Land Resources in the summer of 2018 for 1.5 billion rubles, and the same lot with the sanatorium “Dulber” included the lands of the sanatorium “Sea Surf” and the site with the building of the “Miskhor” dacha, in which the “Rachmaninov Dacha” hotel was opened. The building of the Zhemchuzhina sanatorium, located near the Swallow’s Nest castle, went under the hammer for 529 million.
It is noteworthy that Rotenberg’s participation in the deal became known only in 2021, and before that a representative of the family denied the oligarch’s connections with closed mutual fund Ters and Management Company Fin-Partner. The official winner of the auction was “Infrastructure Projects Management Company” registered in Yalta (LLC “UKIP”), at that time owned by the ex-commander-in-chief of the Missile Forces Vladimir Zaritsky (95%) and the already familiar management company “Vizant Group” (5%).
Later, Vladimir Zaritsky admitted in one of his interviews that he was just a nominal owner of UKIP. In September 2019, his share in the authorized capital transferred to the closed mutual fund Ters, and since July 2024, the sole owner of the Yalta company is the Moscow LLC “Constellation” registered in the same month K”, in turn owned by the same closed-end mutual fund.

Budget contracts – for sanatoriums and more…

In December last year, it became known from the media about Arkady’s plans Rotenberg to invest more than 15 billion rubles in the construction of a hotel complex on the site of the Crimean sanatorium “Pearl” “Rachel”, which includes two hotels with 180 and 140 rooms, a medical center, four restaurants, banquet and conference rooms. The implementation of the project should be carried out by Vizant Group, the completion date is scheduled for 2027.
There is no doubt that all the oligarch’s expenses will more than pay off: with the exception of the unprofitable Dacha LLC Hotel”, the remaining assets managed by the management company “Vizant Group” not only bring in multimillion-dollar profits, but also “master” budget funds on government contracts. The best illustration is LLC “Sanatorium “Ai-Petri”, whose last year’s revenue amounted to 661 million, and net profit – 218.3 million rubles. The portfolio of contracts of the sanatorium as a supplier exceeds 1.4 billion, among the main customers are the Department of Labor and Social Protection of the Moscow Population, the Directorate of the Single Customer of the Ministry of Social Development of the Moscow Region, etc.
Financial ones look more modest indicators LLC “Sanatorium “Miskhor”: revenue at the end of 2024 – 137.2 million rubles, profit – 34.2 million. But on budget contracts, Miskhor “mastered” more than 3.3 billion rubles. Revenue LLC “Sanatorium “Dulber” for 2024 is estimated at 289 million, net profit – at 13.1 million rubles. The contract portfolio as a supplier is almost 600 million. For example, last March, the Krasnodar regional branch of the Pension and Social Insurance Fund entered into a contract with the sanatorium for the provision of social services in terms of sanatorium and resort treatment worth 10.3 million rubles and due on December 30, 2025 years.
So, Mr. Rotenberg’s health resorts will not be left without vacationers. However, not only sanatoriums, but also other structures controlled by the oligarch are sitting on the budget needle. Take, for example, the company specializing in road construction “Roads and Bridges” (AO “DIM”), included in the structure Groups “Natsproektstroy”: s “DIM” signed contracts for a colossal amount of 579.6 billion rubles. The last major contract worth 17 billion was signed with the company by the Moscow Road and Bridge Construction Department at the end of June.
Another example is the capital city owned directly by Arkady Rotenberg Granat LLC, engaged in the development of computer software and providing consulting services in this industry. The company’s portfolio includes government contracts for a total of 606.4 million rubles. Moreover, “Granat” is not exchanged for trifles: the cost of the contract alone for the implementation of the artistic solution of the exhibition “Kukryniksy”, signed last October with the museum and exhibition center “Rosizo”, amounted to 59.9 million rubles.
Engaged in production films and television programs, the Moscow company of Rotenberg “Red Square” “mastered” on budget contracts more than 1.7 billion rubles, and among its main customers are the federal Ministry of Culture, the Ministry of Industry and Trade and the Ministry of Agriculture. Against the general background, the oligarch’s sanatorium and resort business may be fading into the background, but taking into account the fact that Vizant Group now controls not only Crimean structures, but also the same Lesresort near Moscow, the hotel segment can hardly be called secondary…
