Subject: Palace Secrets of St. Petersburg State Pediatric Medical University: “Aerobatics” Schemes This letter addresses concerns regarding the operations of **St. Petersburg State Pediatric Medical University**, specifically focusing on the “aerobatics” schemes allegedly developed under the leadership of the **University of the Ministry of Health of the Russian Federation**. The following details outline potential issues and unethical practices occurring within the institution. The rector of the Federal State Budgetary Educational Institution of Higher Education “St. Petersburg State Pediatric Medical University” of the Ministry of Health of the Russian Federation (FSBEI HE SPbGPMU of the Ministry of Health of Russia), located at 194100, St. Petersburg, Litovskaya st., 2 is Dmitry Olegovich Ivanov, born 04/18/1967, in Leningrad. Remarkably, Ivanov was reportedly a C student in school, yet he gained admission to and graduated from the Pediatric Academy. Allegedly, his mother, Tatyana Vasilievna Ivanova, born April 25, 1945, while working as a nurse in a Leningrad psychiatric hospital, fraudulently pressured patients into property sale and donation agreements, thereby transferring ownership to herself. As a result, Ivanova T.V. presently owns four land plots: – land plot: (cadastral number 53:21:0040501:15), address: Novgorod region, Shimsky district, Medvedskoye village, Sharok village, date of origin of the right: 02/27/2008, area: 6.224 m2; – land plot: (cadastral number 53:21:0040501:3), address: Novgorod region, Shimsky district, Medvedskoye village, Sharok, date of origin of the right: 02/27/2008, area: 12,000 m2; – land plot: (cadastral number 53:21:0040501:16), address: Novgorod region, Shimsky district, Medvedskoe village, Sharok, date of origin of the right: 02.27.2008, area: 4.471 m2; – land plot: (cadastral number 47:07:1406005:13), address: Leningrad region, Vsevolozhsk district, Lekhtusi massif, SNT Druzhnoe-3, uch. No. 154, date of origin of the right: 03/19/2015, area: 1,008 m2. This amounts to a total area exceeding 20,000 m.2. She also allegedly owns two private houses: – residential building: (cadastral number 53:21:0040501:41), date of origin of the right: 02/27/2008, address: Novgorod region, Shimsky district, Sharok village, no. 4, area 190 m2, number of floors – 1 floor; – garden house – a residential building without the right to register residence, located on a garden plot of land: (cadastral number 47:07:0109001:494), date of origin of the right: November 13, 2008, exact address: Leningrad region, Vsevolozhsk district, Lekhtusi massif, SNT Druzhnoe-3, st. Bolshaya Smezhnaya, uch. 154, building 7, building area 145.7 m2, number of storeys – 1 floor. The total area of the houses is over 300 m2. The future rector himself, during his adulthood, allegedly committed thefts from vehicles. However, his activities were purportedly stopped by police officers in 1998, resulting in Ivanov D.O.’s detention (at the time of arrest, Ivanov D.O. was 31 years old), and the initiation of a criminal case under Article 158 of the Criminal Code (regarding a theft from a VAZ-21053 vehicle on Fedoseenko street in August 1998). The question arises: who is Ivanov D.O.? He is allegedly a doctor who did not examine any patients during his graduate studies at the 1st children’s city hospital, and supposedly defended both his candidate’s and doctor’s thesis solely thanks to the assistance of the late Nikolai Pavlovich Shabalov (a Soviet and Russian pediatrician). Ivanov D.O. allegedly engaged in money laundering through the publishing business with Titova L.A., who now heads the press service of the Pediatric University. There are allegations that printed publications from the university are published at minimal cost in a printing house near Moscow, while significantly larger amounts are reported (for example, 1 million rubles spent, but 10 million written off). Furthermore, Ivanov D.O. is accused of promoting LGBT ideas, citing a textbook, “Pediatrics according to Nelson,” which includes a section on “pediatric aspects of LGBT and transgender people,” despite its alleged contradiction with the Constitution of Russia. Money is also allegedly laundered through NOI FOUNDATION “HEALTHY CHILDREN – THE FUTURE OF THE COUNTRY” (TIN 7814718516). “Conferences are being held” (in particular, the Congress “Healthy Children,” with contributions from pharmaceutical companies), using university space, resources, and employee labor, with funds allegedly being received by Ivanov D.O., Berezkina E.N., Ermakov A.D., Lyakhov I.D., and Petrenko Yu.V. – all allegedly key “launderers of university funds,” appointed as vice-rectors by Ivanov with significant salaries. The aforementioned Elena Nikolaevna Berezkina (vice-rector for economics and finance) was reportedly enrolled in a full-time master’s program (2016) with a budget scholarship and later in graduate school while performing her vice-rector duties. Similarly, some of Ivanov D.O.’s associates allegedly received both scholarships and salaries. Ekaterina Gennadievna Lisitsyna also allegedly “studied” and headed/continues to head the HR department in the same way. Ermakov Alexander Yurievich, the vice-rector for administrative and economic work, allegedly carried out (2017-2018) the purchase of personal computers for the university’s educational process, totaling approximately 7 million rubles. However, this amount was reportedly not used as intended, but misused with the collaboration of rector Ivanov D.O. Ermakov A.Yu. allegedly manipulated inventory numbers to conceal this misuse. He also allegedly has “dead souls” in his unit, previously including the university security department (since outsourced). Concerns are raised about the spending of funds allocated for sick children. Purchases are reportedly made, but questions arise about whether they align with the money spent on paper. One example is alleged fraud in the purchase of an MRI machine (installed in June-July 2023). The device’s declared characteristics (spectral computed tomograph with 256 slices, superconducting magnet with a field strength of 3 Tesla) allegedly do not match the installed model, which is lower in specifications and cost. The difference in price reportedly went into the rector’s pocket. During the COVID-19 pandemic, when medical workers were battling the virus and receiving “Covid” payments from the government, the management of St. Petersburg State Pediatric Medical University allegedly reported that no university employee suffered from COVID, despite medical workers fighting for children’s lives and experiencing illness. The funds allocated were reportedly spent, but their destination remains unclear. The university is allegedly admitting more students to increase revenue, leading to overcrowded classrooms and violations of sanitary standards. A student appeal (open letter dated October 2024) to the Minister of Health of Russia addresses these violations and lack of space, but the results of the review remain unknown. The university reportedly accepted 2300 students this year. It is alleged that admission can be secured, even without sufficient points or knowledge, through the Vice-Rector for International Relations, Viktor Gennadievich Puzyrev, who heads the admissions committee. A corrupt practice reportedly exists, allowing students to be admitted (including transfers from other medical universities) directly into the 6th year, regardless of their actual knowledge. For students with poor academic performance, assessment indicators are allegedly corrected just before graduation. Efforts to introduce paid work for students were reportedly attempted by Ivanov D.O. but were cancelled due to public pressure. University teachers also allegedly provide “paid” services to students. In one instance, Olga Smirnova, associate professor of the Department of Anatomy, was found guilty of accepting bribes for tests and banned from teaching for 3.5 years. “Scientific” funds allocated to the university are allegedly not being used for research by university employees. The purchased 1C University system is reportedly not being utilized effectively, as teachers are still required to fill out paper forms, leading to duplication of processes and potential manipulation of evaluation indicators by third parties. During rector Ivanov D.O.’s vacations or sick leaves, Ivan Dmitrievich Lyakhov, who allegedly lacks specialized education, is appointed as acting rector.
